REGULAR SESSION

Staff Members Present: Wally Wernimont and Chris Happ Olson
CALL TO ORDER: The meeting was called to order by Chairperson Doyle at 5:35 p.m.
MINUTES: Motion by Monk, seconded by Gustafson, to approve the minutes of the
December 16, 2021 meeting as submitted. Motion carried by the following vote: Aye —
Gau, Gustafson, Monk, and Doyle; Nay — none; Abstain — Esser.

ITEMS FROM STAFF:
2022 Historic Preservation Commission Workplan
Staff Member Happ referred to the related memo in the packet and the revised
workplan. Following up on previous review by the Commission in December 2021, the
Commission led discussion on the plan. In addition to the four changes proposed by
staff the month before, Staff Member Happ Olson proposed a new change to include
the National Register nomination for the Deereville Neighborhood. That and further
research about the Voelker Highlands neighborhood was included in the packet,
prepared by staff in 2021 as part of Section 106 review work with the State Historic
Preservation Office.
Further discussion ensued, including questions and refinement of individual items and
the presentation of the workplan. Additionally, two items were added to include:
0 Architectural Guidelines Update (last updated 2014) with greater digital access

• Plaque Recognition system for historic properties
Motion by Monk, seconded by Gustafson, to direct staff to update the Historic
Preservation Workplan for 2022 as per the discussion and make a recommendation to
City Council for adoption, in anticipation of forwarding with the annual Certified Local
Government report. Motion carried by the following vote: Aye — Esser, Gau, Gustafson,
Monk, and Doyle; Nay — none.
2022 Ken Kringle Awards
Staff referred to a related memo regarding the Ken Kringle awards, continuing a
discussion that was started at the December 2021 Commission meeting. The
Commission discussed the nominations presented in the memo and a consensus was
reached to include the nominees in the awards. Commissioners discussed and agreed
that an additional nomination would be to recognize Mike Gibson, following his
retirement from the Loras College Center for Dubuque History in 2021 and Staff
Member Happ Olson confirmed it would be appropriate as Gibson retired last calendar
year. She also asked Commissioners to consider any more potential nominations before
the upcoming February meeting, where the Commission would finalize nominations.
No action was required or made.

Motion by Monk, seconded by Gustafson, to adjourn the January 20, 2022 Commission
meeting. Motion carried by the following vote: Aye — Esser, Gau, Gustafson, Monk, and
Doyle; Nay — none.
The meeting adjourned at 6.39 p.m.
