PARK AND RECREATION COMMISSION MEETING

PRESENT: Robin Kennicker, Jennifer Tigges (virtual), Ray Werner (virtual),
Jess Ochoa (virtual) and Justin Hochberger (virtual)
ABSENT: Hobie Wood and Rob McCoy
STAFF PRESENT: Dan Kroger and Kristen Dietz
CALL TO ORDER: Kennicker called the meeting to order at 4:34 p.m.
MINUTES APPROVED; VOTE:
It was moved by Werner, seconded by Ochoa, to approve the minutes of the
October 12, 2021 meeting. Unanimous.
PUBLIC INPUT:
No public input.
DISCUSSION OF EB LYONS AGREEMENT:
Commissioner Tigges who also serves on the Friends on the Mines of Spain
provided a brief update. Agreement involves the Friends of the Mines of Spain,
City of Dubuque, Dubuque County Conservation, and Iowa Department of
Natural Resources. This reopens the EB Lyons Center that has been closed for
over two years. Dubuque County Conservation will be managing the EB Lyons
Center with the addition of two or more Naturalist and the Iowa Department of
Natural Resources will maintain the Mines of Spain Recreation area. January 1st
is the National First Day hike at 8:00 a.m. and 9:00 a.m. The bills will be split
50/50 between the City of Dubuque and Dubuque County Conservation after
$5,000 is paid by Iowa Department of Natural Resources. This agreement is
effective for ten years.
DISCUSSION OF AMERICAN RESCUE ACT FUNDS:
Recreation Division Manager Kroger shared how the 1.7 million dollars allocated
to the Leisure Services Department will be spent out of the 26.5 million dollars
allocated to the City of Dubuque. These federal funds are restricted and can
only be spend on certain items. Majority of all projects listed for the department
is related to the parks division.
DISCUSSION OF 2023 PROPOSED FEE INCREASES:
Recreation Division Manager Kroger shared the Miller Riverview Campground
proposed increase is approximately $2 to fees across the board. Commissioner
Ochoa recommended a higher increase due to the prices of nearby
campgrounds to retain additional revenue. The fees have not be increased in
several years. Kroger additionally shared the annual increase of $10 to Bunker
Hill Golf Course annual pass fees. Bunker Hill Golf Course is still the second
lowest golf course in the area.
RECOMMENDATION OF SUBMISSION TO RE -CERTIFY DUBUQUE AS A
TREE CITY USA:
It was moved by Hochberger, seconded by Werner, to recommend to re -certify
Dubuque as a Tree City USA. Unanimous.
