The work session is intended to update the City Council on the ongoing coordinated staff efforts to achieve federal, state and private infrastructure grants to advance the City Council Goals and Priorities and to achieve incremental success with the Imagine Dubuque Comprehensive Plan, the Arts and Culture Master Plan, the Equitable Poverty Prevention and Reduction Plan, and the Climate Action Plan. BACKGROUND Since the COVID-19 federal disaster declaration in March 2020, more than 850,000 Americans have lost their lives. Death, illness, the closing of schools and businesses has wreaked havoc with the U.S. economy, culture and families. Intervention by the federal government began with the Coronavirus Aid, Relief, and Economic Security (CARES) Act in 2020 and the American Rescue Plan Act (ARPA) in March 2021. These two legislative initiatives sought to invest in protection against the virus and to provide short term funding to businesses and individuals and state governments to ameliorate the impacts of the pandemic on individuals, businesses, nonprofit organizations and tourism. Supplemental funds were also provided in these bills for transit operations, airport operations, and HUD CDBG funds to assist those unable to secure basic human needs. As the pandemic began to show signs of abating in mid-2021, the new administration was challenged to identify a way out of the economic crisis created by the pandemic. The White House was successful in working through bipartisan support in Congress to pass legislation that would provide historically unprecedented stimulus to help the nation fully recover from the economic crisis caused by COVID-19. The infrastructure bill provided funding for the next phase of the nation's recovery. DISCUSSION The Bipartisan Infrastructure Law (Infrastructure Investment and Jobs Act) provides once in a generation investment in infrastructure to reassert America's global competitiveness and leave the COVID-19 pandemic in the proverbial rear view mirror. This infrastructure bill is the first to be passed since 2009. The bill provides unprecedented funding for federal programs, state formula funds and competitive grants. Infrastructure funds will rebuild roads, bridges, emphasize passenger rail and expand accessibility to clean drinking water. The BIL aims to expand broadband exponentially and do so equitably. Funds are also available to upgrade airports, ports and riverine transportation systems. The bill plans to expand jobs by 1.5 million per year for the next ten years. BIL grants are opening daily now and will remain an opportunity for Dubuque to apply for funding through the first day of 2027. The Bipartisan Infrastructure Law and all of its funding programs require a primary focus on equity and climate. Competitive grants must demonstrate outcomes that build a more equitable and resilient community. Dubuque is rare in this regard and highly prepared as, according to Andrew Seth of Sustainable Strategies DC and the National League of Cities staff, few City Councils to date have already approved planning for equity and resilience. The City of Dubuque has in place the Equitable Poverty Prevention Plan and the Climate Action plan. The City can be proud that it's prepared in this area. In addition to having planning in place for equity and climate, Dubuque has held four community engagement sessions with more than one hundred and seventy-five residents and staff attending and over fifty nonprofit organizations participating. The City is prepared in the area of community engagement and partnership and in communication and collaboration. The City of Dubuque has an ARPA SharePoint site and the BIL SharePoint site is open and will soon be completed. City staff have logged more than one thousand hours participating in BIL webinars for infrastructure grant opportunities and preparation. The City has secured additional grant writing assistance and is ready to compete with other communities and states across the country to secure outside revenues for the City's infrastructure priorities while focusing on City Council Priorities, the Image Dubuque Comprehensive Plan, community equity, resilience and arts and culture.
