Van Milligen, City Manager FROM: Jon Dienst, Civil Engineer II Chris Lester, Water Department Manager Dubuque AII•Aneriea M 2007-2012-2013 2017*2019 DATE: February 24, 2022 SUBJECT: Althauser Street and Eagle Street Water Main Reconstruction Project, Engineering Services (CIP#7402838) INTRODUCTION The purpose of this memo is to seek authorization to negotiate and enter into a contract with MSA to provide engineering design services for Althauser Street and Eagle Street Water Main Reconstruction Project. BACKGROUND The existing water main on Althauser Street and Eagle Street near Jefferson Middle School was constructed in 1922 and 1923 respectively. Both streets have had a significant number of water main breaks in recent years. The water mains are old cast iron mains that are at end of life. The Engineering Department and Water Department are coordinating on this project. Engineering staff do not currently have capacity to design this project in house due to workload with other projects. DISCUSSION The City received seven RFP responses by the February 22, 2022 deadline. The respondents to the RFP consisted of: MSA, Origin Design, WHKS, Buesing & Associates, Fehr -Graham, Axiom Consultants and Snyder and Associates. The proposal review committee (Committee) consisted of Water Department Manager Chris Lester, Water Distribution Supervisor Brant Schueller, Assistant Public Works Director Arielle Swift, Purchasing Coordinator Tony Breitbach and Civil Engineer II Jon Dienst. Having reviewed the proposals individually, the Committee met on February 23rd to discuss and score the RFP responses. The Committee's evaluation and subsequent scoring was based on each firm's qualifications, experience with projects of similar scope, interest in the project, and availability. Points were awarded (0 thru 100) based on the evaluation criteria identified in the RFP. The estimated fee component of the submittal was not revealed to the committee prior to the initial evaluation and scoring. The committee's evaluation results are as follows: MSA: 94.30% Origin Design 94.00% WHKS 91.20% Axiom Consultants 83.00% Snyder & Associates 82.20% Fehr -Graham 81.60% Buesing & Associates 77.33% The consensus of the Committee was that MSA demonstrated: • The highest level of professional competence and a proven track record in the design of water distribution facilities. • Thorough knowledge and understanding of the project scope. • Experience of the team working with the City on similar projects. • High level of interest in the project along with creativity and problem -solving ability. • Best understanding of the City's overall objectives, for the project, and the water distribution system. • Showed innovation in working with the City on as-builts and coordination with getting data into the City's GIS system and into Cartegraph. RECOMMENDATION The proposal review committee recommends that the City negotiate a scope of services and enter into a contract with MSA for the engineering design of the Althauser Street and Eagle Street Water Main Reconstruction Project. BUDGETIMPACT The engineering design fee is estimated at $39,000 for preliminary/final design and construction administration. Additionally, construction inspection is estimated to cost $24,000. This expense will be funded by CIP 7402838 — Althauser Street and Eagle Street Water Main Improvements. ACTION TO BE TAKEN I respectfully request authorization to negotiate and execute a contract with MSA for engineering services for the Althauser Street and Eagle Street Water Main Reconstruction Project.
