Mayor Cavanagh read the call and stated this is a special session of the City Council called
for the purpose of conducting a work session to receive an update on the American Rescue
Plan Act and Bipartisan Infrastructure Law.

5. Amendment of the Smoke Alarm Ordinance
City Manager recommending City Council approval of an amendment to the City of Dubuque
Code of Ordinances, Title 6 Health, Housing, Sanitation and Environment, Chapter 9 Fire
Prevention Regulations, Section 6-9-6 Smoke Detection which will clarify that interconnected
smoke alarms are required when minor improvements are made to properties where
residential space is above commercial, thereby improving the safety of residents.
