Present: Mayor Cavanagh; Council Members Farber (via phone), Jones, Resnick, Roussell, Sprank; City Manager Van Milligen, City Attorney Brumwell. Vacancy: Ward 4 Mayor Cavanagh read the call and stated this is a special session of the City Council called for the purpose of conducting a public hearing to establish the maximum property tax dollars for fiscal year 2023. PUBLIC HEARINGS 1. Public Hearing for Resolution Establishing Maximum Property Tax Dollars for Fiscal Year 2023: Motion by Jones to receive and file the documents and adopt Resolution No. 52-22 Approval of the Fiscal Year 2023 Maximum Property Tax Dollars for the Affected Tax Levy Total. Seconded by Roussell. City Manager Van Milligen provided a high-level overview of the process for establishing his budget recommendation. City Council discussed the importance of being reasonable and flexible in the budgeting process, and how statutory requirements impact their decision on the maximum property tax dollars requested. Responding to a question from the City Council, Director of Finance and Budget Jenny Larson stated that the cost difference between the City Council's proposed recommendation on the maximum property tax dollars requested and the City Manager's recommendation is $183,000. City Attorney Brumwell confirmed that City Council can only lower the maximum property tax dollars rate after tonight. Motion carried 5-1 with Resnick voting against.
