Van Milligen, City Manager FROM: Ryan Knuckey — Director of Transportation Services Dubuque AII•America City 2007-2012.2013 2017*2019 SUBJECT: Request to Distribute RFP to hire Consultant for Parking Ramp Condition Assessment and Maintenance Plan DATE: March 3, 2022 Introduction The purpose of this memorandum is to request your approval to distribute an RFP to hire a Consultant for Parking Ramps Condition Assessment and Maintenance Plan. Background & Discussion: The Transportation Services Department would like to solicit competitive sealed proposals from qualified professional consulting firms to complete a Parking Ramp Maintenance Needs Assessment for the City's seven parking structures. The City's parking structures are exposed to natural elements such as temperature fluctuations and precipitation. These factors along with wear from deicing chemicals and snow removal, cleaning, and frequent use can cause each parking structure to experience various levels of deterioration. The City understands that addressing issues during the initial stages of deterioration can dramatically decrease future repair costs and can help each structure reach its expected service life or even extend it. We currently have $519,089 in funds available for this service in the Port of Dubuque Ramp sinking fund. Our plans would be to hire the awarded consulting company immediately and have the ramp condition assessment and maintenance plan begin with the Port of Dubuque Ramp. When funds become available with the FY23 budget, currently budgeted for $68,000 and an additional $68,000 in FY24, the consultant would continue the condition assessments and recommendations beginning with the Iowa and Locust Street ramps first, and then the 5 Flags and 5th Street ramps second, followed up by the Central Avenue and Intermodal ramps as funds allowed. The selected Consultant will be expected to complete the contracted scope of services within the specified timeframe, under the general direction and coordination of the City's Transportation and Engineering Services Department, as authorized by the City Council. Recommendation: I respectfully recommend City Manager approval of the request to issue an RFP to hire a consultant for Parking Ramps Condition Assessment and Maintenance Plan.
