INTRODUCTION
The attached resolutions authorize the initiation of the public bidding procedure for the
Stoneman Road Reconstruction Project.
BACKGROUND
Stoneman Road was originally constructed in 1974. The pavement is in very poor
condition and the stormwater drainage has been an issue for years. The street serves
Hills and Dales Child Development, the Kennedy Mall, a dentist office, Tandem Tire and
the future Green State Credit Union facility. The street has a cul-de-sac that was platted
at the end of the street, but the cul-de-sac was never constructed. Public Works have had
issues with plowing the street. They currently turn around in the Hills and Dales parking
lot. Since there is no cul-de-sac, it is difficult for Public Works to plow the street.
DISCUSSION
The Stoneman Road Reconstruction Project includes the reconstruction of pavement
installation of a sidewalk on the north side of the street, reconstruction of storm sewer,
reconstruction of some watermain and installation of new streetlights. The project will
include electrical conduit to accommodate the streetlights. City staff have coordinated
with local utilities on the project to see if they want to make changes or upgrades while
construction occurs. The project is also proposed to be bid with paving alternatives. This
allows both the asphalt and concrete industry to bid on the project. The pavements being
considered equivalent in structural number: 9" of asphalt pavement and 8" of concrete
pavement.
Sidewalks will not be constructed on the south side of the street because of insufficient
right of way available. If sidewalk is installed on the south side of the street later, property
from Kennedy Mall would need to be acquired and forty-eight (48) parking spaces
affected. It is recommended not to acquire this additional property at this time to expedite
the reconstruction of Stoneman Road to improve access, safety and meet the future
development timeline of Green State Credit Union. A five (5) foot wide sidewalk will be
installed along the north side of the street and wrapped around the cul-de-sac to
accommodate pedestrian access to the businesses.
The construction project will be phased to accommodate access to all the businesses.
Access may be restricted to accessing from John F. Kennedy Road at times or from
Century Drive through the Kennedy Mall parking lot. It will depend on which phase is
under construction. Wayfinding signage will be placed to direct traffic to businesses.
Green State Credit Union Related Improvements
As part of the Green State Credit Union (GSCU) site development at the intersection of
John F. Kennedy Road and Stoneman Road, certain public improvements are required
to be funded by the developer. Those improvements include:
1) Grading for sidewalk along Stoneman Road and along John F. Kennedy Road for
a sidewalk.
2) Grading along John F. Kennedy Road for a dedicated southbound right turn lane
from John F. Kennedy Road to Stoneman Road.
3) Construction of a dedicated left turn lane on Stoneman Road at John F. Kennedy
Road. GSCU assumes all costs for this portion of work.
4) The City will fund the paving for the right turn lane on John F. Kennedy Road. The
GSCU study that was conducted concluded a right turn lane was necessary at
some time in the future. The cost and benefit to construct the right turn lane with
this project, versus sometime in the future is much more cost effective.
PUBLIC ENGAGEMENT
City staff have sent letters to the abutting property owners in this corridor and held
individual meetings with all the property owners. Business owners will also receive a copy
of the Road Construction Toolkit that was developed by staff in recent years. Easements
will be required from the property owners to accommodate improvements. Those
easements will be secured prior to awarding the contract.

RECOMMENDATION
I recommend preliminary approval of the proposed plans, specifications, form of contract,
and construction estimate for the Stoneman Road Reconstruction Project. I further
recommend establishing the date of a public hearing and authorize the City Engineer to
advertise for bids for the Project.

PROPERTY ASSESSMENTS
The assessed properties in this project are all commercial use and therefore not eligible
for the normal owner -occupied residential financial assistance. Abutting properties can
pay assessment balances in excess over $500 over a 15-year period with 3% interest.
Abutting property owners can pay their assessment balances to the City Treasurer within
the first 30 days after receiving the final notice of special assessment to avoid interest
charges.
ACTION TO BE TAKEN
The City Council is requested to give preliminary approval to the Resolution of Necessity,
approve the Preliminary Schedule of Assessments, establish the date of the public

hearing, and authorize the City Engineer to advertise for bid proposals through the

PRELIMINARY APPROVAL OF PLANS, SPECIFICATIONS, FORM OF CONTRACT,
AND ESTIMATED COST; SETTING DATE OF PUBLIC HEARING ON PLANS,
SPECIFICATIONS, FORM OF CONTRACT, AND ESTIMATED COST; AND
ORDERING THE ADVERTISEMENT FOR BIDS
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF DUBUQUE, IOWA:
The proposed plans, specifications, form of contract and estimated cost for the
Stoneman Road Reconstruction Project in the estimated amount $1,126,387.20, are
hereby preliminarily approved and ordered filed in the office of the City Clerk for public
inspection.
A public hearing will be held on the 18th day of April, 2022, at 6:30 p.m. in the
Historic Federal Building Council Chambers (second floor) 350 W. 6th Street, Dubuque,
Iowa, at which time interested persons may appear and be heard for or against the
proposed plans and specifications, form of contract and estimated cost of said Project,
and the City Clerk be and is hereby directed to cause the attached notice of the time and
place of such hearing to be published in a newspaper having general circulation in the
City of Dubuque, Iowa, which notice shall be published not less than four days nor more
than twenty days prior to the date of such hearing. At the hearing, any interested person
may appear and file objections to the proposed plans, specifications, form of contract, or
estimated cost of the Project.
The Stoneman Road Reconstruction Project is hereby ordered to be advertised for
bids for construction.
The amount of the security to accompany each bid shall be in an amount which
shall conform to the provisions of the Notice to Bidders hereby approved.
The City Engineer is hereby directed to advertise for bids for the construction of
the improvements herein provided, by publishing the Notice to Bidders to be published
on the City of Dubuque website and a contractor plan room service with statewide
circulation, which notice shall be published not less than thirteen but not more than forty-
five days before the date for filing bids before 2:00 p.m. on the 215t day of April 2022.
Bids shall be opened and read by the City Clerk at said time and will be submitted to the
City Council for final action at 6:30 p.m. on the 2nd day of May 2022, in the Historic Federal
Building Council Chambers (second floor), 350 West 6th Street, Dubuque, Iowa.

RESOLUTION OF NECESSITY FOR THE STONEMAN ROAD RECONSTRUCTION
PROJECT
Whereas, the plat, preliminary schedule of assessments, and estimate of total cost
for the Stoneman Road Reconstruction Project have been duly prepared and approved
by the City Council of the City of Dubuque and ordered placed on file in the office of City
Clerk.
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF DUBUQUE, IOWA:
The Stoneman Road Reconstruction Project will provide:
Reconstruction of Stoneman Road
— Removal of the existing pavement and curb and gutter
— Excavation of the subgrade to allow the placement of granular sub -base
— Installation of storm sewer
— Reconstruction of a portion of the watermain
— Spot repairs of the sanitary sewer
— Installation of sub -drains
— Installation of 8-inch PCC pavement
— Installation of curb and gutter
— Installation of sidewalk along the north side of the street
— Installation of new streetlights
— Installation of conduit to streetlight needs
There is on file in the office of the City Clerk an estimated total cost of the work,
and a preliminary plat and schedule showing the amount proposed to be assessed to
each lot for the improvement.
The date, time, and place the council will hear property owners subject to the
assessment and interested parties for or against the improvement, its cost, the
assessment, or the boundaries of the district.
That the City Council deems it advisable and necessary for the public welfare to
make the herein mentioned improvements.
Unless a property owner files objections with the City Clerk at the time of hearing
on the resolution of necessity, the property owner is deemed to have waived all objections
pertaining to the regularity of the proceeding and the legality of using the special
assessment procedure.
Said improvements shall be constructed in accordance with the plans and
specifications which have been approved by the City Council and are now on file in the
Office of the City Clerk. The cost of making such improvement will be assessed against
property lying with the assessment limits.
The above resolution was introduced, approved, and ordered placed on file with
the City Clerk this 21s' day of March, 2022.

NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF DUBUQUE, IOWA:
The City Council will meet on the 18th day of April 2022, at 6:30 p.m. in the Historic
Federal Building Council Chambers (and/or by virtual means), 350 West 6th Street,
Dubuque, Iowa. At which time the owners of property subject to assessment for the
proposed improvement or any other person having an interest in the matter may appear
and be heard for or against the making of the improvement, the boundaries of the district,
the cost, the assessment against any lot, or the final adoption of a resolution of necessity.
A property owner will be deemed to have waived all objections unless at the time
of hearing the property owner has filed objections with the City Clerk.
The City Clerk be and is hereby authorized and directed to cause a notice of the
time and place of such hearing to be published in a newspaper having general circulation
in the City of Dubuque, Iowa, which notice shall be published once each week for two
consecutive weeks, the first publication of which shall be not less than ten days prior to
the day fixed for its consideration.

NOTICE IS HEREBY GIVEN: The City Council of the City of Dubuque will hold a
public hearing on the proposed plans, specifications, form of contract and estimated cost
for the Stoneman Road Reconstruction Project, in accordance with the provisions of
Chapter 26, Code of Iowa, at 6:30 p.m., on the 18t" day of April 2022, in the Historic
Federal Building Council Chambers (and/or by virtual means), 350 West 6th Street,
Dubuque, Iowa. At which time the owners of property subject to assessment for the
proposed improvement or any other person having an interest in the matter may appear
and be heard for or against the making of the improvement, said proposed plans,
specifications, form of contract, estimated cost, the boundaries of the district, the
assessment against any lot, or the final adoption of a resolution of necessity. A property
owner will be deemed to have waived all objections unless at the time of hearing the
property owner has filed objections with the clerk.
The scope of the Project is as follows: Reconstruction of Stoneman Road
— Removal of the existing pavement and curb and gutter
— Excavation of the subgrade to allow the placement of granular sub -base
— Installation of storm sewer
— Reconstruction of a portion of the watermain
— Spot repairs of the sanitary sewer
— Installation of sub -drains
— Installation of 8-inch PCC pavement
— Installation of curb and gutter
— Installation of sidewalk along the north side of the street
— Installation of new streetlights
— Installation of conduit to streetlight needs
Copies of supporting documents for the public hearing are on file in the City Clerk's Office,

Written comments regarding the above public hearing should be submitted to the City
Clerk's Office, 50 W. 13t" St., Dubuque, IA 52001, ctyclerk(a-)_cityofdubug ue.org, on or
before said time of public hearing. At said time of public hearing all interested citizens and
parties will be given an opportunity to submit online written comments for or against said
proposal.
