CITY OF DUBUQUE, IOWA
CITY COUNCIL PROCEEDINGS
SPECIAL SESSION
The Dubuque City Council met in special session at 6:30 p.m. on March 2, 2022, in the
second -floor Council Chambers of the Historic Federal Building, 350 W. 6t" Street.
Present: Mayor Cavanagh; Council Members Farber, Jones, Resnick, Roussell (via phone),
Sprank; City Manager Van Milligen.
Vacancy: Ward 4
Mayor Cavanagh read the call and stated this is a special session of the City Council called
for the purpose of conducting such business that may properly come before the City Council.
City Clerk Breitfelder announced that Action Item No. 1 was moved to the first order of
business.
ACTION ITEMS
1. City of Dubuque Police Chief Recruitment Process: Motion by Jones to receive and file
the documents and approve appointing Interim Chief of Police Jeremy Jensen as the new City
of Dubuque Chief of Police. Seconded by Sprank. City Council Members expressed enthusiasm
for the appointment. Motion carried 6-0.
PUBLIC HEARINGS
FISCAL YEAR 2023 DEPARTMENT BUDGETS
Fiscal Year 2023 City department budgets were presented by staff from the following
departments:
1. City Attorney's Office (Legal Services) Fiscal Year 2023 Budget Presentation: Crenna
Brumwell, City Attorney;
2. City Clerk's Office Fiscal Year 2023 Budget Presentation: Adrienne Breitfelder, City Clerk;
3. Public Information Office Fiscal Year 2023 Budget Presentation: Randy Gehl, Public
Information Officer and Nikki Rosemeyer, GIS Coordinator;
4. Human Resources Fiscal Year 2023 Budget Presentation: Shelley Stickfort, Human
Resources Director;
5. City Manager's Office Fiscal Year 2023 Budget Presentation: Cori Burbach, Assistant City
Manager and Gina Bell, Sustainability Coordinator;
6. City Council Fiscal Year 2023 Budget Presentation: City Manager Van Milligen.
Staff responded to questions from the City Council following their respective presentation.
City Council Members confirmed that straw polls would be conducted on any proposals to
amend the budget to determine if a majority of Council Members supported the amendments.
Any amendments that receive majority support via the straw polls will be held until the final
budget hearing on March 29, 2022, for concluding action.
There being no further business, Mayor Cavanagh declared the meeting adjourned
at 9:43 p.m.
