Present: Mayor Cavanagh; Council Members Farber, Jones, Resnick, Roussell, Sprank; City Manager Van Milligen. Vacancy: Ward 4 Mayor Cavanagh read the call and stated this is a special session of the City Council called for the purpose of conducting public hearings on certain Fiscal Year 2023 Department Budgets. PUBLIC HEARINGS FISCAL YEAR 2023 DEPARTMENT BUDGETS Fiscal Year 2023 City department budgets were presented by staff from the following departments: 1. Health Services Fiscal Year 2023 Budget Presentation: Mary Rose Corrigan, Public Health Specialist; 2. Library Fiscal Year 2023 Budget Presentation: Nick Rossman, Library Director; 3. Airport Fiscal Year 2023 Budget Presentation: Todd Dalsing, Airport Director; 4. Office of Shared Prosperity and Neighborhood Support Fiscal Year 2023 Budget Presentation: Anderson Sainci, Director of the Office of Shared Prosperity and Neighborhood Support and Temwa Phiri, Community Engagement Coordinator; 5. Office of Equity and Human Rights Fiscal Year 2023 Budget Presentation: Collins Eboh, Interim Equity and Human Rights Director; 6. Finance Fiscal Year 2023 Budget Presentation: Jennifer Larson, Director of Finance and Budget. Staff responded to questions from the City Council following their respective presentation. Following the Health Services presentation, Council Member Farber proposed amending the departments first improvement package from additional overtime for current environmental sanitarians to an additional part-time environmental sanitarian position. After additional discussion on the challenges of staffing part-time positions, Council Member Farber modified the proposal to an additional full-time environmental sanitarian position. Mayor Cavanagh conducted a straw poll on the amendment and confirmed majority support, with Cavanagh, Farber, Jones, and Sprank in favor. The amendment will be held until the final budget hearing on March 29, 2022, for action. Following the Office of Equity and Human Rights Fiscal Year 2023 Budget Presentation, City Manager Van Milligen recommended approving the departments top three improvement package requests, which were initially not recommended, and withdrawing approval from the fourth improvement package request, which City Manager Van Milligen initially recommended. City Manager Van Milligen stated that the first three improvement packages combined cost less than the fourth improvement package and are a higher priority to the department, as departments prioritize the importance of their improvement packages during submission. The savings from not funding the fourth improvement package could contribute toward funding the additional environmental sanitarian position for the health services department. Mayor Cavanagh conducted a straw poll and confirmed there was majority support for the recommendation, with all six City Council Members in favor. The recommendation will be held until the final budget hearing on March 29, 2022, for action. Following Economic Developments presentation, online public input was submitted by Danielle Stowell, 1667 Jackson St., in support of Improvement Package (IP) No. 13, funding for the Dubuque Winter Farmers Market. Council Member Sprank proposed that IP No. 4, providing $3,000 grants to minority -owned businesses to support ongoing operations, be recommended for funding. Responding to a question from the City Council, Ms. Connors stated that if the IP were approved, it would become part of the departments annual operating budget. City Manager Van Milligen stated that IP No. 4 was not recommended for funding due to limited resources and expressed concern with reducing funds recommended to partner organizations in order to fund IP No. 4. Mayor Cavanagh conducted a straw poll and confirmed that the proposal failed 1-5, with Sprank in favor and the remaining five Council Members opposed. Council Member Jones experienced technical difficulties participating in this portion of the meeting, therefore he communicated his input and vote to Mayor Cavanagh via text. Vacancy: Ward 4 Mayor Cavanagh read the call and stated this is a special session of the City Council called for the purpose of conducting such business that may properly come before the City Council. CLOSED SESSION Motion by Jones to convene in closed session at 5:47 p.m. to discuss Purchase or Sale of Real Estate Chapter 21.5(1)0) Code of Iowa. Seconded by Roussell. Mayor Cavanagh stated for the record that the attorney who will consult with City Council on the issues to be discussed in the closed session is City Attorney Bramwell. Motion carried 6-0. The City Council reconvened in open session at 6:16 p.m. stating that staff had been given proper direction. ITEMS SET FOR PUBLIC HEARING 1. Sale of City -owned property at 2247 Central Avenue: Motion by Resnick to receive and file the documents; adopt Resolution No. 79-22 Intent to dispose of an interest in City of Dubuque real estate to Annina Odobasic setting a time and place for hearing, and providing for the publication of notice thereof; and set the public hearing for a meeting to commence at 6:30 p.m. on March 21, 2022, in the Historic Federal Building. Seconded by Sprank. Motion carried 6-0. ACTION ITEMS 1. Resolution Approving the Third Amendment to Development Agreement by and among the City of Dubuque, Roshek Property, LLC, Cottingham & Butler, Inc., and Heartland Financial USA, Inc.: Motion by Resnick to receive and file the documents and adopt Resolution No. 80-22 Approving the Third Amendment to Development Agreement by and among the City of Dubuque, Roshek Property, LLC, Cottingham & Butler, Inc. and Heartland Financial USA, Inc. Seconded by Farber. City Manager Van Milligen stated that the city always intended to construct a parking ramp that contains more spaces than required in the Development Agreement. City Council Members expressed support for the amended agreement. Motion carried 6-0. PUBLIC HEARINGS FISCAL YEAR 2023 DEPARTMENT BUDGETS Fiscal Year 2023 City department budgets were presented by staff from the following departments: Leisure Services Manager Marie Ware provided introductory remarks on behalf of the Leisure Services Department; 1. Parks Fiscal Year 2023 Budget Presentation: Steve Fehsal, Park Division Manager; 2. Multicultural Family Center Fiscal Year 2023 Budget Presentation: Marie Ware, Leisure Services Manager; 3. AmeriCorps Fiscal Year 2023 Budget Presentation: Marie Ware, Leisure Services Manager; and Heather Satterly, AmeriCorps Program Director; 4. Recreation Fiscal Year 2023 Budget Presentation: Dan Kroger, Recreation Division Manager. Staff responded to questions from the City Council following their respective presentation. Following the Parks presentation, City Clerk Breitfelder stated that written public input had been submitted by Erin Dragotto, Vice President of Development for the National Mississippi River Museum and Aquarium, regarding the Mathias Ham Site. Tom Green, 980 Davis St., asked a question regarding Improvement Package (IP) No. 4, pick-up and delivery of green waste materials. Mr. Green asked where the green waste materials from Eagle Point Park would be delivered. Mr. Fehsal stated that city staff are discussing the location to deliver the Eagle Point Park materials and may dedicate a location at Eagle Point Park to place them. Following the Multicultural Family Center (MFC) presentation, MFC Board Member Chris Johnson, 2792 Arbor Hills Dr., provided background information on the structure of the MFC and the programs and services that the MFC offers. Following the AmeriCorps presentation, Kaitlin Schmidt, Director of Strategic Relations for St. Mark Youth Enrichment, 1201 Locust St., thanked AmeriCorps for their support of the organization. Following the Recreation presentation, Ron Vogt, 668 Kane St., provided input about staffing the superintendent position at Bunker Hill golf course.
