BACKGROUND On September 20, 2021, the City entered into a Grant Agreement with Dub Jones Real Estate, LLC by Resolution No. 318-21 for the redevelopment of 2900 Central Avenue. Dub Jones real Estate, LLC is owned by the same community leaders as Convivium Urban Farmstead. Convivium is a community -oriented organization dedicated to growing and preparing locally sourced produce with a successful history of addressing food insecurity. Their intent, in addition to returning architectural character to the fagade is to transform the first -floor vacant restaurant space into a community kitchen. This kitchen will be rented to the public, provide free weekly meals to those in need, and offer a pop- up restaurant space for emerging food industry entrepreneurs and chefs when needed. The Grant Agreement awards $10,000 for facade improvements, and $10,000 for planning and design costs. DISCUSSION Dub Jones Real Estate, LLC is requesting modifications to the design plan and materials agreed upon in the original Design Letter. Specifically, Dub Jones intends to modify the storefront window design from an "aluminum frame window assembly" to a "new fiberglass frame assembly". Planning services has determined these modifications to be consistent with the City's architectural guidelines. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF DUBUQUE, IOWA: Section 1. This addendum applies only to the issue discussed in this memo, and all other requirements and conditions in the previous design review still apply. Discussion The applicant, as indicated in the new plans attached here, chooses to modify the design of the store windows from an "aluminum frame window assembly" to a "new fiberglass frame assembly". Widths of the picture windows should be in alignment with widths of the bulkhead and transoms on the same fagade. The proposed design and material is appropriate for this structure and will prevent corrosion between a previously planned new aluminum frame and the copper windows structures that currently exist. Requirements The project, if done in accordance with the described scope of work and drawings will meet the applicable guidelines and standards and is recommended for approval in terms of design review. Any deviation from the approved scope of work must be reviewed and approved by the Economic Development and Planning Services Departments prior to initiation. It is the property owner's responsibility to read and understand the terms of approval as well as ensure compliance with the project requirements.
