INTRODUCTION
The purpose of this memorandum is to share the Arts & Cultural Affairs Advisory
Commission's 2022-26 Strategic Plan as adopted on January 25, 2022, with the City
Manager and City Council.
BACKGROUND
The adopted FY 2022 budget included a non -recurring improvement package to support
facilitated strategic planning for the City's Arts & Cultural Affairs Advisory Commission
(the Commission).
DISCUSSION
The Commission engaged Jan Powers with The Powers of Communication to facilitate
planning sessions on September 7, 2021 and September 20, 2021; these sessions
were posted and held as in -person public meetings in compliance with Iowa Open
Meeting Laws.
The planning sessions lead by Powers considered the Commission's current ordinance
and prior planning work alongside:
• Current programs and initiatives facilitated through the City's Office of Arts &
Cultural Affairs;
• Needs and priorities of the local creative economy and non-profit arts and culture
sector with special consideration for COVID-19 recovery and equity impacts;
• Regional, state, and national practices related to creative placemaking and the
arts as economic, community, and tourism drivers;
• Arts & Culture Master Plan;
• Imagine Dubuque Plan;
• City Council Goals and Priorities.
The work from these public planning sessions is reflected in Commission minutes
previously submitted to City Council. Planning sessions were followed by additional
small group and full Commission discussions as requested by Commissioners to arrive
at the 2022-26 Strategic Plan as adopted on January 25, 2022.
The plan identifies four high level priorities for the Commission defined by tangible
objectives, specific action steps, and accountability as established by designating
responsible parties and achievable timelines. The plan was adopted as a living
document to be adjusted and updated as the Commission deems necessary.
To cultivate accountability, the Commission's regular monthly meeting agenda as of
March 22, 2022 includes a standing item for `Strategic Plan Progress Reports from
Commissioners'. In addition, the plan's action steps are captured in chronological order,
divided by year, on an Excel worksheet that is accessible to all Commissioners.
BUDGETIMPACT
As this memorandum is associated with information sharing, there is no budget impact.
A non -recurring request of $1,600 was approved in the FY 2022 budget for Arts &
Cultural Affairs to cover the expense of facilitated planning with Jan Powers; these
funds have been expended.

PURPOSE
• To plan, promote, and encourage programs to further public awareness of, accessibility to, participation in, and support for the
artistic and cultural development of the City.
o To make recommendations to the City Council regarding the establishment of arts and cultural policies and programs, the
expenditure of budgeted City funds on arts and cultural activities, and the implementation of programs for arts and culture.
MISSION
The mission of the Arts and Cultural Affairs Advisory Commission is to build the community of Dubuque through arts and cultural
programs by developing visibility, funding, audiences, information, and partnerships.
VALUES
The Arts and Cultural Affairs Advisory Commission will:

o Increase accessibility to the arts;
o Exercise fairness and impartiality in decision making;
o Support life-long engagement in the arts, and;
