City Engineer Gus Psihoyos is recommending City Council approval of the plans,
specifications, form of contract and estimated cost for the Wilbricht Lane Detention
Basin Project through the adoption of a resolution.
The proposed Wilbricht Lane Detention Basin project estimated a total cost of
$527,223.50 will address the localized flooding that has occurred along Glendale Court.
And while additional drainage improvements may be in order, the proposed
improvements will reduce the flow of runoff to downstream facilities, alleviating the
flooding issues at Marmora Avenue and behind the houses on McPoland Avenue.
I concur with the recommendation and respectfully request Mayor and City Council
approval.

INTRODUCTION
The purpose of this memorandum is to provide the City Council with information related
to the public hearing for the Wilbricht Lane Detention Basin Project.
BACKGROUND
With the adoption of the FY18 CIP Budget, the City Council established $50,000 for the
Wilbricht Detention Basin Project.
Through the budget amendment process, the City Council allocated additional funding for
the project establishing $457,993.00 for the project in FY22.
DISCUSSION
During even modest rains, the storm sewer system that drains Wilbricht Lane and the
area north to Asbury Road becomes surcharged such that stormwater comes out of the
storm sewer catch basin in the backyard of a residence on Glendale Court — flooding the
area. The surcharging is a consequence of the upstream storm sewer system collecting
more runoff than the downstream system can handle. The initial goal of the project was
to minimize the frequency that the sewer would surcharge, limit it to less frequent rains.
To accomplish that, a detention basin was proposed for an underutilized green space
within Flora Park east of Flora Park Drive and south of Wilbricht Lane. The original scope
involved minor storm sewer modifications and excavation to create the temporary ponding
area.
During the design phase, the system downstream of the proposed improvements was
also considered. Additional storm sewer capacity issues were identified within the system,
the storm sewer that drains Marmora Avenue and the main storm sewer that runs behind
the homes on McPoland Avenue. As a result, the scope of the project changed to
maximizing the size and utility of a detention basin at the proposed location while
minimizing any impacts to the public use of Flora Park.
The proposed improvements associated with the Wilbricht Lane Detention Basin involves
relocating 350 feet of Flora Park Drive, shifting the intersection with Wilbricht Lane 160
feet to the west. In addition to providing space for ponding runoff, it will result in a safer
intersection. A flat 10-foot-wide area is proposed along the eastern edge of the proposed
roadway. From there, the ground will slope mildly to the floor/bottom of the detention
basin. To be seeded with a prairie/savanna seek mix, the detention basin by design will
have a dry bottom except during rains. A small roadside swale is planned on the western
side of the relocated drive to prevent runoff (or snow melt) from sheeting across the
pavement which can lead to slippery and sometimes hazardous conditions. The project
will result in the removal of ten trees. They will be replaced following the project.
In terms of stormwater management, the proposed improvements will eliminate the back
yard catch basin that in the past has surcharged — stormwater exits the system versus
entering the system — for even moderate rains. The detention basin will be able to pond
stormwater so that the 50-year rain (approximately 6.5 inches of rain in a 24-hour period)
would be able to safely drain down the storm sewer.
The proposed Wilbricht Lane Detention Basin will address the localized flooding that has
occurred along Glendale Court. And while additional drainage improvements may be in
order, the proposed improvements will reduce the flow of runoff to downstream facilities,
alleviating the flooding issues at Marmora Avenue and behind the houses on McPoland
Avenue.

Funding to implement the improvements associated with the Cedar Cross Road Storm
Sewer Replacement Project (CIP#7202238) will come from General Storm Sewer

of the FY24-28 5-year CIP Budget.
ACTION TO BE TAKEN
I respectfully request that the City Council approve the plans, specifications, form of
contract and estimated cost for the Wilbricht Lane Detention Basin Project through the
adoption of the attached resolution.

BASIN PROJECT
NOTICE IS HEREBY GIVEN: The Dubuque City Council will hold
a public hearing on the proposed plans, specifications, form
of contract and estimated cost for the Wilbricht Lane
Detention Basin Project in accordance with the provisions of
Chapter 26, Code of Iowa, at 6:30 p.m., on the 4th day of
April 2022, in the Historic Federal Building, 350 West 6th
Street, 2nd Floor, Dubuque, Iowa.
The scope of the Project is as follows:
The proposed improvements associated with the Wilbricht Lane
Detention Basin involves relocating 350 feet of Flora Park
Drive, shifting the intersection with Wilbricht Lane 160 feet
to the west. In addition to providing space for ponding
runoff, it will result in a safer intersection. A flat
10-foot-wide area is proposed along the eastern edge of the
proposed roadway. From there, the ground will slope mildly to
the floor/bottom of the detention basin. To be seeded with a
