Present: Mayor Cavanagh; Council Members Farber, Jones (via phone), Resnick, Roussell, Sprank; City Manager Van Milligen. Vacancy: Ward 4 Mayor Cavanagh read the call and stated this is a special session of the City Council called for the purpose of conducting public hearings on certain Fiscal Year 2023 Department Budgets. PUBLIC HEARINGS FISCAL YEAR 2023 DEPARTMENT BUDGETS Fiscal Year 2023 City department budgets were presented by staff from the following departments: 1. Housing/Community Development Fiscal Year 2023 Budget Presentation: Alexis Steger, Housing and Community Development Director; 2. Purchase of Services Fiscal Year 2023 Budget Presentation: Cori Burbach, Assistant City Manager; 3. Planning Services Fiscal Year 2023 Budget Presentation: Wally Wernimont, Planning Services Manager; 4. Economic Development Fiscal Year 2023 Budget Presentation: Jill Connors, Economic Development Director and Jenni Peterson -Brant, Arts and Cultural Affairs Coordinator. Staff responded to questions from the City Council following their respective presentation. Following Economic Development's presentation, online public input was submitted by Danielle Stowell, 1667 Jackson St., in support of Improvement Package (IP) No. 13, funding for the Dubuque Winter Farmer's Market. Council Member Sprank proposed that IP No. 4, providing $3,000 grants to minority -owned businesses to support ongoing operations, be recommended for funding. Responding to a question from the City Council, Ms. Connors stated that if the IP were approved, it would become part of the department's annual operating budget. City Manager Van Milligen stated that IP No. 4 was not recommended for funding due to limited resources and expressed concern with reducing funds recommended to partner organizations in order to fund IP No. 4. Mayor Cavanagh conducted a straw poll and confirmed that the proposal failed 1-5, with Sprank in favor and the remaining five Council Members opposed. Council Member Jones experienced technical difficulties participating in this portion of the meeting, therefore he communicated his input and vote to Mayor Cavanagh via text.
