ARTS AND CULTURAL AFFAIRS COMMISSION (A&CA)
MINUTES – REGULAR MEETING
DATE: Tuesday, 22 March 2022
TIME: 3:30 PM
LOCATION: Rm. 2, Multicultural Family Center, The Ruby Sutton Building, 1157 Central Ave.,
Dubuque, IA 52001
Commissioners Present: Paula NEUHAUS (chair); Nicholas HALDER (vice-chair); Ryan
DECKER (recorder); Noelle CHESNEY; Ali LEVASSEUR; Sue RIEDEL; Thomas ROBBINS.
Staff Present: Jenni PETERSEN-BRANT (coordinator); Mike WILLIAMS (intern).
Public Present: Henry Matthiessen III of Stoned Art and Scenic Art Loop
Neuhaus called the meeting to order following staff assurance of Iowa Open Meeting
compliance at 3:35 PM.
Roll Call & Review of Minutes
Commissioners and staff introduced themselves for public present. Commissioners reviewed
the 8 March 2022 Special Meeting minutes. Approval of minutes motioned by Robbins,
seconded by Decker. Vote: Unanimously affirmed. Motion carries.
Taskforce & Working Group Reports
Petersen-Brant provided oral updates from active Master Plan Taskforce and Working Groups:
1. Branding & Communication’s Comprehensive Campaign continues to move forward
with Gigantic Design. Working on name and tagline of campaign following review of
previous discovery work provided by Working Group.
2. Access, Equity and Inclusion (AEI) continues work on Creative Cafes, and is currently
gathering a focus group for feedback on events. A social meet-up is in development for
April with the Julien Dubuque International Film Festival and Humanize My Hoodie
screening, before the May networking event. Petersen-Brant shared the connections
made, specifically of Hieyler Talley of the Art Factory in Millwork District.
Status Reports
Petersen-Brant provided written and oral progress updates of A&CA programs, grants and
administrative business (see appendix). Acceptance of reports to minutes motioned by Decker,
seconded by Levasseur. Vote: Unanimously affirmed. Motion carries.
Old Business
1. Government Alliance on Race & Equity (GARE) Regranting Guidelines and
Application were reviewed. Petersen-Brant provided a brief overview and introduction
to the guidelines and application as developed by Staff and the Grants Subcommittee
(Neuhaus, Decker, Riedel). Decker shared semantic concerns with phrase “…engaged
community of choice,” and with Neuhaus suggested removing “of choice.” Neuhaus
shared minor grammar and format corrections. Robbins inquired whether or not multiple
applicants could apply to fund the same project; Commissioners discussed and
ultimately determined this would be permissible, provided applicants do not fund the
same expenses, and funding maintains its intended reach via the review process.
Petersen-Brant will share an example of this kind of application at the accompanying
informational GARE Regranting webinar. Chesney motioned, Decker seconded,
approval of the GARE Regranting Guidelines and Application. Vote: Unanimously
affirmed. Motion carries.
2. A&CA Budget Hearing took place 9 March 2022. Riedel, on behalf of the Commission,
commended Petersen-Brant on her excellent work preparing, presenting and represent
the Commission and City’s arts and culture community to City Council.
New Business
1. Strategic Plan Progress Reporting: Levasseur shared the team working on A&CA
structure review will meet in April, with a focus on Commissioner term (i.e. turn-over)
timelines and increasing diversity and representation on the Commission; Neuhaus
shared public relation ideas to increase diversification and recruitment should
organizational structure changes be impractical in the immediate future. Decker inquired
on the status of the Sharepoint site and access to the Master Plan; Petersen-Brant will
follow up.
2. Americans for the Arts Annual Convention: Petersen-Brant shared opportunity for
Commissioners and community members have virtual access to the convention
sessions. Petersen-Brant suggested that existing FY22 balance for conference
attendance in Arts & Culture budget might be available to support Commissioners taking
part; interested Commissioners should reach out to Petersen-Brant so she can draft a
request to the City Manager accordingly.
3. Dubuque Women’s Leadership Network: Petersen-Brant has been nominated for a
2022 Women of Achievement Awards. Petersen-Brant will forward information about 7
April 2022 awards dinner. The Commissioners share their appreciation for Petersen-
Brant’s work and congratulate her on a well-deserved nomination!
Public Comment
Henry Matthiessen III shared materials for the Scenic Art Loop. The Commission great
appreciate his work and contribution to the Dubuque and regional arts scene.
Engagement Reports
Commissioners reported on community engagement activities:
• Levasseur: Passing along high school art clinician/judging opportunities to local artists.
• Neuhaus: Consulting on 2022 Iowa Art Summit content and presenting at upcoming
Preserve Iowa Summit and Iowa Museum Association to share local cultural work and
advance advocacy and awareness at state level.
• Decker: Developing a community engagement project idea to bring to Art on the River
committee for consideration in the closing of “Resiliency Flows.”
Adjournment motioned by Riedel, seconded by Decker at 4:50 PM. Vote: Unanimously
affirmed. Motion carried.

o Please refer to previously forwarded email; study to begin in May 2022 with 800 surveys from diverse events
to be collected for 12-month period
o Submitted request for additional funding from IAC to support expanded hours / role for current intern
• ART ON THE RIVER
o Call released Feb 25 with applications due April 1 via Slideroom
o 8 applications received, 9 started
o Goal to identify 3-person Community Juror Panel by April 1 = past AOTR artist, member of AOTR planning,
local sculptor
o Mark calendars for Friday, August 5 for Opening Reception
• WINTER ARTS SNOW SCULPTING
o Thoughtful debrief with Museum, artists, and partners including Travel Dubuque held Feb 24
o According to Trevor Fennon of City PIO, “Between the City’s and the A&C Facebook and Instagram pages,
we had a reach of 64,280 from posts about winter arts made during the festival.” And “350+ likes, 100+
shares, 20+ comments (just from the City main page, the plus would reflect the additional engagement from
A&C page)”
o Working on event report for City Manager / Council to appear on April 4 City Council consent agenda
• SLIDEROOM
o Currently hosting applications for 22-23 Art on the River, FY23 Operating Support, FY23 Special Projects.
o FY22 Final Reports to be migrated to Slideroom
• MISCELLANEOUS AND IMPORTANT DATES
o Staffing addtions
▪ Communications / Grants Support position in process. FY23 IP not recommended, evamped to reflect
only grant funding resources ($7500 from IAC to spend by 6/30/22, $50K from NEA to spend through
early 2024)
▪ AmeriCorps Youth Creative Literacy – Vacant, potential candidate identified for 10-weeks Summer
▪ AmeriCorps Teen Creative Engagement Specialist – Vacant, potential candidates, added as recurring
position via FY23 budget recommendations
o Mike’s current work continues to include using IDCA’s ‘RE-IMAGINE’ tools kit, ideas on featuring local youth
art for Youth Art Month (April)
