The Dubuque City Council met in special session at 6:30 p.m. on March 22, 2022, in the
second-floor Council Chambers of the Historic Federal Building, 350 W. 6th Street.
Present: Mayor Cavanagh; Council Members Farber, Jones, Resnick, Roussell, Sprank; City
Manager Van Milligen.
Vacancy: Ward 4
Mayor Cavanagh read the call and stated this is a special session of the City Council called
for the purpose of conducting public hearings on certain Fiscal Year 2023 Department Budgets.
PUBLIC HEARINGS
FISCAL YEAR 2023 DEPARTMENT BUDGETS
Fiscal Year 2023 City department budgets were presented by staff from the following depart-
ments:
1. Emergency Management Fiscal Year 2023 Budget Presentation : Tom Berger, Emer-
gency Management Coordinator;
2. Emergency Communications Center Fiscal Year 2023 Budget Presentation: Mark Mur-
phy, Emergency Communications Manager;
3. Police Fiscal Year 2023 Budget Presentation: Jeremy Jensen, Police Chief;
4. Fire Fiscal Year 2023 Budget Presentation: Rick Steines, Fire Chief.
Staff responded to questions from the City Council following their respective presentation.
Following the Fire presentation, Nino Erba, 180 W. 15th St., spoke in opposition to the funding
amounts requested by both police and fire considering the recent lawsuits involving the depart-
ments. City Clerk Breitfelder stated that the City Council received public input from Ed Dissell,
2208 Suzanne Dr., regarding the fire department budget.
There being no further business, Mayor Cavanagh declared the meeting adjourned
at 9:10 p.m.
