The Dubuque City Council met in special session at 6:30 p.m. on March 23, 2022, in the
second-floor Council Chambers of the Historic Federal Building, 350 W. 6th Street.
Present: Mayor Cavanagh; Council Members Farber, Jones, Resnick, Roussell, Sprank; City
Manager Van Milligen.
Vacancy: Ward 4
Mayor Cavanagh read the call and stated this is a special session of the City Council called
for the purpose of conducting such business that may properly come before the City Council.
ACTION ITEMS
1. Healthy Homes Production Grant Agreement: Motion by Jones to receive and file the doc-
uments and adopt Resolution No. 99-22 Authorizing the Mayor or his designee to execute an
Agreement, First Amendment to the Agreement and any further documents required for the
execution of the Healthy Homes Production Grant Award of $2,000,000. Seconded by Resnick.
Motion carried 6-0.
RESOLUTION NO. 99-22
AUTHORIZING THE MAYOR OR HIS DESIGNEE TO EXECUTE AN AGREEMENT, FIRST
AMENDMENT TO THE AGREEMENT AND ANY FURTHER DOCUMENTS REQUIRED FOR
THE EXECUTION OF THE HEALTHY HOMES PRODUCTION GRANT AWARD OF
$2,000,000
Whereas, the U.S. Department of Housing and Urban Development has published a Notice
of Funding Availability (NOFA) for the Healthy Homes Production Grant; and
Whereas, the City of Dubuque applied for the grant opportunity in September 2021 in the
amount of $2,000,000; and
Whereas, the U.S. Department of Housing and Urban Develop ment awarded $2,000,000 to
the City of Dubuque to administer the Healthy Homes Production Grant, and entered into nego-
tiations for an agreement; and
Whereas, the terms of the agreement changed during negotiations to remove the match fund-
ing requirement and to change the performance period to April 1, 2022 to October 1, 2025; and
Whereas, the City of Dubuque proposes acceptance of the Healthy Homes Production grant
funding from the U.S. Department of Housing and Urban Development to assist approximately
100 units.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF DUBU-
QUE IOWA:
Section 1: The Mayor is hereby authorized accept the $2,000,000 Healthy Homes Production
Grant funds and approve the agreement with the U.S. Department of Housing and U rban De-
velopment.
Section 2: The Mayor is hereby authorized to execute the first amendment to the agreement
with the U.S. Department of Housing and Urban Development.
Section 3: That the City Manager and the Housing & Community Development Director are
hereby authorized and directed to execute any further documents to ensure the grant program
regulations stipulated in the agreement are met.

PUBLIC HEARINGS
1. Fiscal Year 2023 Community Development Block Grant Annual Action Plan : Motion by
Resnick to receive and file the documents and adopt Resolution No. 100-22 Adopting the Fiscal
Year 2023 (Program Year 2022) Commun ity Development Block Grant (CDBG) Annual Action
Plan for inclusion in the city budget. Seconded by Farber. Housing and Community Develop-
ment Director Alexis Steger introduced Community Development Specialist Maddy Haverland,
who made a presentation. Ms. Steger then summarized her staff memo on the inclusion of man-
ufactured homes in city rehabilitation programs. City Council Members discussed the Iowa Leg-
islature’s consideration of a bill that would require the city to use Iowa State Building Codes,
which would impact the city’s permitted actions on manufactured homes. City Council Members
concluded that the city should postpone any additional action on including manufactured homes
in city rehabilitation programs until the end of the state legislative session to confirm the outcome
of the legislation. Motion carried 6-0.
RESOLUTION NO. 100-22
ADOPTING THE FISCAL YEAR 2023 (PROGRAM YEAR 2022) COMMUNITY DEVELOP-
MENT BLOCK GRANT (CDBG) ANNUAL ACTION PLAN FOR INCLUSION IN THE CITY
BUDGET
Whereas, the City of Dubuque, through a series of public meetings and hearings, proposed
a Fiscal Year 2023 (Program Year 2022) Community Development Block Grant Annual Action
Plan for inclusion in the City Budget addressing housing and non -housing needs in the commu-
nity; and
Whereas, the City Council has held a public hearing on the proposed plan on March 23, 2022.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF DUBU-
QUE, IOWA:
Section 1. That the Community Development Block Grant Fiscal Year 2023 (Program Ye ar
2022) Annual Action Plan, attached hereto and by this reference made a part hereof, is hereby
adopted for inclusion in the Fiscal Year 2023 City Budget on March 23, 2022.
Section 2. The City Manager is hereby authorized to directed staff to prepare and submit to
the United States Department of Housing and Urban Development the Fiscal Year 2023 (Pro-
gram Year 2022) Annual Action Plan with all related documents, for the use of Community De-
velopment Block Grant funds based on this adopted budget and execute standard contracts and
agreements.

FISCAL YEAR 2023 DEPARTMENT BUDGETS
Fiscal Year 2023 City department budgets were presente d by staff from the following depart-
ments:
2. Information Services Fiscal Year 2023 Budget Presentation: Chris Kohlmann, Information
Services Manager;
3. Water Department Fiscal Year 2023 Budget Presentation : Christopher Lester, Water De-
partment Manager;
4. Water & Resource Recovery Center Fiscal Year 2023 Budget Presentation : William
O’Brien, Plant Manager;
5. Public Works Fiscal Year 2023 Budget Presentation: John Klostermann, Public Works Di-
rector; and Arielle Swift, Assistant Public Works Director.
Staff responded to questions from the City Council following their respective presentation.
Following the Water & Resource Recovery Center presentation, James Klauer, 2020 S.
Grandview; and Brad Plummer, 1041 Shady Oaks Dr., spoke about odors emitted from the
Water & Resource Recovery Center and requested funds be dedicated to eliminating the odor.
City Clerk Breitfelder stated that a petition was received from Mr. Klauer and that written input
was received from the Dubuque Girls Independent Softball League, 905 Julien Dubuque Dr.
Responding to a question from the City Council, Mr. O’Brien stated that the department has
already contacted an environmental consultant to identify the cause of the odor and are targeting
for studies and analysis to occur in the next few months.
Following the Public Works presentation, Chuck Harris, 2473 Jackson St., spoke in favor of
the city’s proposed tipper cart expansion, stating that the carts will help keep areas clean and
contribute to worker safety. Paul Schultz, 2700 Matthew John Dr., sp oke in opposition to the
tipper cart expansion, stating that the expansion needs policy direction. City Clerk Breitfelder
stated that written input was received from Candace-Eudaley-Loebach, 1715 Glen Oak St., re-
questing smaller size tipper cart options. City Council Members expressed support for expand-
ing the tipper cart program, stating that they will increase employee safety and contribute to the
city’s goal of “vibrant community: healthy and safe.” City Council Members voiced interest in
exploring smaller cart options and supporting other diversion efforts.
There being no further business, Mayor Cavanagh declared the meeting adjourned
at 10:14 p.m.
