Michael C. Reilly, William Woodward
Absent: James A. Brady, David L. Bonnett, Alvin E. Lundh
Also Present: Steve Peters and Gent Wittenberg
Chairperson Merritt called the meeting to order and the minutes of October 12,
1976 were ordered corrected as follows:
Page 2 - The motion to utilize the traditional approach of an architect
*** was seconded by Mr. Norman and not Mr. Bowen.
Page 2 - The term "valve engineering" should read "value engineering."
Mr. Nigg moved that the minutes be approved as corrected. The motion was
seconded by Mr. Reilly and unanimously adopted.
Mrs. Merritt reviewed the proceedings of the City Council meeting of October 18.
1. The $2,250 travel allowance was disallowed and Article 5.1.1 of the
proposed contract deleted.
2. Requests for travel of the architect to places other than Dubuque will
need specific approval of City Council.
3. Construction Management concept was discussed and by vote of Council
was not to be considered for the project.
4. Local architect vs. the retention of Bowen Kanazawa.
At the request of the Chairperson, Gent M. Wittenberg reviewed several additional
changes to the contract agreed to by the architect. Such changes were at the re-
quest of the City administration.

Payment to the architect for schematic phase not to be made until
certain special consultants and others have had input and appropriate
adjustments made to the schematics.
2. All construction documents shall be approved in writing by the City
Engineer and City Attorney.
3. Alternate bid items are to be included in the construction documents to
meet budget requirements.
Gent M. Wittenberg summarized his conversation with the architect in connection
with the current status of his work.
1. Local architect has not been selected. He requests that all inquiries
be forwarded for his attention.
2. Revised time schedule will be completed the week of October 25. The
schedule will be in considerable detail.
3. Negotiation continues with special consultants. It is anticipated that
recommendations will be forthcoming within the week.
Councilman Richard Wertzberger initiated discussion on this committee being the
operating arm for the completed center. He suggested that the committee recommend
to the City Council the staffing and budget requirements. Mrs. Merritt and Mr. Reilly
discussed the relationship of the Recreation Commission to the center. Mr. Woodward
referred to the Policy Committee utilized for Conway Center in Waterloo. After
further discussion Mr. Norman moved that the Dubuque City Council be requested to
consider the organizational structure for the center after the management consultants
have provided the committee with their input. Seconded by Mr. Reilly and adopted.
Several requests have been received to book the center in the fall of 1978. It was
agreed that all such requests will be referred to Mr. Peters at the theater.
Mrs. Merritt will respond to several inquiries soliciting consideration as the local
architect. Such inquiries will be forwarded to Mr. Bowen.
There was some discussion as to the formulation of a budget. Councilman Wertzberger
stated that the City should keep the committee fully informed about expenditures.
A construction budget will be prepared after all other known costs can be determined.
There being no further business, the meeting was adjourned to the call cf the
Chairperson.
