CITY COUNCIL PROCEEDINGS
SPECIAL SESSION
The Dubuque City Council met in special session at 5:30 p.m.
on March 24, 2022, in the second -floor Council Chambers of the
Historic Federal Building, 350 W. 6th Street.
Present: Mayor Cavanagh; Council Members Farber, Jones,
Resnick, Roussell, Sprank; City Manager Van Milligen, City
Attorney Brumwell.
Vacancy: Ward 4
Mayor Cavanagh read the call and stated this is a special
session of the City Council called for the purpose of
conducting such business that may properly come before the
City Council.
CLOSED SESSION
Motion by Jones to convene in closed session at 5:31 p.m. to
discuss Pending Litigation Chapter 21.5(1)(c) Code of Iowa.
Seconded by Resnick. Mayor Cavanagh stated for the record that
the attorney who will consult with City Council on the issues
to be discussed in the closed session is City Attorney
Bramwell. Motion carried 6-0.
The City Council reconvened in open session at 6:20 p.m.
stating that staff had been given proper direction. The City
Council began the next order of business at 6:30 p.m.
PUBLIC HEARINGS
FISCAL YEAR 2023 DEPARTMENT BUDGETS
Fiscal Year 2023 City department budgets were presented by
staff from the following departments:
1. Five Flags Civic Center Fiscal Year 2023 Budget
Presentation: Marie Ware, Leisure Services Manager;
2. Grand River Center (Conference Center) Fiscal Year 2023
Budget Presentation: Marie Ware, Leisure Services Manager;
3. Mystique Community Ice Center Fiscal Year 2023 Budget
Presentation: Marie Ware, Leisure Services Manager;
4. Transportation Services Fiscal Year 2023 Budget
Presentation: Ryan Knuckey, Transportation Services Director;
5. Engineering Fiscal Year 2023 Budget Presentation: Gus
Psihoyos, City Engineer; Deron Muehring, Civil Engineer; Jon
Dienst, Civil Engineer; Bob Schiesl, Assistant City Engineer;
and Steve Sampson Brown, Project Manager.
Staff responded to questions from the City Council following
their respective presentation.
Following the Mystique Community Ice Center presentation,
Alex Dixon, 251 Hidden Oaks Ct., President and COO of Q Casino
and the Dubuque Racing Association, thanked the City Council
for considering the ice centers budget and commended the city
for a great partnership on the ice center. Beth Remakel, 16888
Cherrywood Hills Dr., spoke in support of funding the project
upgrades to the ice center. City Clerk Breitfelder stated that
written input was submitted for the Mystique Community Ice
Center from the following individuals: Shelby White, 15402
Wood Vale Ct.; Brian Ehlers, 3025 N. Grandview; Linda Zick,
1620 S. Grandview; Tasha Lippold, 2545 Willow Brook Dr.; Alan
Temperly, 2955 Saint Ann Dr.; Stephanie Fueger; Allison White,
1800 Admiral Sheehy Dr.; Cory Meehan, 2523 Broadway St.; Codi
Nemmers; Sarah Bavoux, 3150 Hales Mill Rd.; Angela Puls, 3559
Eclipse Circle; Jarman Steffes; Tyler (no last name provided),
2715 Windsor Ave; Lisa Moore; and Sarah Hill, 20275 Kruse Ln.
All submitted written input was in favor of funding the
upgrades to the ice center. City Council Members thanked
residents for submitting their input and spoke in favor of the
upgrades to the ice center.
Following the Transportation Services presentation, Greg
Orwoll, 2635 W. 32nd St., Executive Director of DuRide,
thanked the city for financially supporting DuRide and
summarized the organizations ridership history and programs
during the COVID-19 pandemic.
There being no further business, Mayor Cavanagh declared the
meeting adjourned at 10:01 p.m.
