INTRODUCTION
The purpose of this memorandum is to request City Manager approval of a contract with
Colette Pichon Battle as the lunch keynote speaker on October 18, 2022 at the Growing
Sustainable Communities Conference.
BACKGROUND
Since 2007, the City has hosted the Growing Sustainable Communities Conference,
which in 2019 attracted 482 attendees. Each year we contract with two lunch keynote
speakers and one breakfast plenary speaker. Colette Pichon Battle is a sought-after
public speaker who leads the Gulf Coast Center for Law and Policy, which works to
dismantle structural racism exacerbated by climate change. She was a 2019 Obama
Fellow because of her work organizing for Black and Native climate justice and
collaboration in the Gulf South. You can learn more from her 2020 TED Talk.
DISCUSSION
Attached is the contract for the 2022 Growing Sustainable Communities Conference.
BUDGETIMPACT
She has requested we cover her expenses and pay her a $8000 honorarium. This fits in
the 2022 conference budget.
REQUESTED ACTION
The requested action is City Manager approval and signature of the attached Growing
Sustainable Communities Conference contract with Colette Pichon Battle.

TERMS AND CONDITIONS
SPEAKING FEES and COSTS: Client shall pay Speaker a fee of $8000 USD plus expenses. This fee includes:
• Keynote presentation 50 minutes + Q&A
Expenses include economy airfare (mileage if driving), lodging (up to three nights if participating in full
conference, King bed/ADA room at conference hotel), ground transport, parking and meals reimbursed
via receipt. (no alcohol)
SPEAKING LOCATION: Growing Sustainable Communities Conference, Dubuque, Iowa
KEYNOTE DATE AND TIME: October 18, 2022, Luncheon keynote (12:30 pm - 2 pm)
TOPIC: To be determined/related to growing sustainable communities
SCOPE & FORMAT:
• Keynote presentation 50 minutes + Q&A
EVENT PROMOTIONS: Speaker will provide client with photos, cover images and copy as needed to
promote the event. Speaker will promote the event as well through website, Facebook site and social
media outlets. Speaker will be available to local media after speaking event, if requested, as well.
AUDIOVISUAL RESOURCES: Any photos and videos taken during the delivery of services may be used
by the Client for non-commercial use. The slide deck (if used) during the presentation will be available
for distribution to attendees. The Client will record the keynote presentation for distribution via the
local public access cable channel and their website and provide a copy to the Speaker.
TECHNICAL RESOURCES: Client shall provide copy of slide deck in advance to be projected on a large-
scale screen. A wireless lavaliere microphone, a stage with podium and a glass of water will be available.
ADDITIONAL RESOURCES: Full admission to both days of conference and tours are included for keynote
speaker (if desired).
PAYMENT: Client shall pay Speaker by check (payable to: Gulf Coast Center for Law & POIICas
follows:
• Honorarium ($8000) will be paid 50% at time of contract signing and the remainder following
the speaking event. Balance due upon receipt of invoice (including copies of receipts and not to
exceed IRS per diem rates for meals) for expenses.
• W-9 is needed for payment.
PRE -EVENT CONFERENCE CALL: A 30-minute required conference call 2-4 weeks prior to the event to
review Client's desired outcomes, learn more about the audience, and confirm any special references
the Client may request as well as assure Speaker's needs will be met.
Signing this agreement indicates the acceptance by both parties.
