INTRODUCTION
The purpose of this memorandum is to request approval to apply for the Iowa
Department of Natural Resources Community Forestry Grant.
DISCUSSION
The Iowa DNR received funds for Emerald Ash Borer reforestation through the USDA
Forest Service and National Association of State Foresters 2021 State Urban Forest
Resilience Grant Program. The Community Forestry Grant Program provides
reimbursable grant from $500 to $5,000 to be used for the purchase and planting of
trees suitable to Iowa. A dollar -for -dollar cash match is required for the purchase of
trees and materials from Iowa businesses. The Dubuque Trees Forever group has
completed the grant application and the City is the applicant.

City staff in partnership with Dubuque Trees Forever will plant 62 total trees for this
project. Trees will be planted in the residential areas of the 1300-2300 blocks of
Jackson Street, 1400-1700 blocks of Washington Street and the 2000 block of White
Street. These areas have been severley impacted by Emerald Ash Borer.
GRANT OBJECTIVE
The purpose of this grant is to provide funding for planting trees on City owned lands
due to Emerald Ash Borer. There is a future opportunity to reapply for these funds, at
this time.

FOR THE COMMUNITY FORESTRY GRANT AND AUTHORIZING THE PARK
DIVISION MANAGER AND THE CITY MANAGER TO APPROVE THE APPLICATION
Whereas, the City of Dubuque has administered Community Forestry Grant since
March 2022; and
Whereas, the City of Dubuque proposes to continue administering the Community
Forestry Grant.
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF DUBUQUE, IOWA, THAT:
Section 1. That the City Manager hereby is authorized and directed to submit an
application for the Community Forestry Grant on behalf of the City of Dubuque.
Section 2. That the Park Division Manager and the City Manager are hereby
authorized to approve the application that is submitted to Emma Hanigan.
Section 2. That the City Manager is hereby authorized and directed to forward said
application and resulting standard executed contract to the respective agencies in a timely
fashion and as required by the Iowa DNR.

Program Description and Instructions
The Iowa Legislature appropriated state infrastructure funds to the Iowa Department of Natural Resources (Iowa DNR)
to be used for a community -based tree planting program for derecho recovery tree planting. A total of $21,323 in
matching funds are still available for 27 impacted counties. Additionally, through the USDA Forest Service & National
Association of State Foresters (NASF) 2021 State Urban Forest Resilience Grant Program, the Iowa Department of
Natural Resources (Iowa DNR) received funds for Emerald Ash Borer Reforestation funds. A total of $50,000 in matching
funds will be made available to the 84 counties. Both of these Community Forestry Grants are available to state and
local governments entities, schools and volunteer organizations and service organizations involved with local urban and
community forest services, for planting trees on publicly owned lands owned by state, county or local governments and
located within the State of Iowa. The Community Forestry Grant Program provides reimbursable grants ranging from
$500 to $5,000 to be used for the purchase and planting of trees suitable to Iowa. Qualifying public planting lands
include, but are not limited to, street right-of-ways, parks, school grounds, courthouse lawns, public buildings,
fairgrounds, cemeteries, libraries and trails. Award recipients are required to provide a dollar -for -dollar cash match for
purchase of trees and materials from Iowa businesses.

3. Awards will be announced Monday, April 11, 2022
4. Key objectives are to establish community tree planting projects on public lands. Federal Urban Forest Resilience
funds are in response to the loss of ash due to Emerald Ash Borer and State Infrastructure funds are a response to
August 10, 2020, derecho damage and to aid in recovering lost community canopy cover.
5. Eligible areas for the derecho funds include the 27 Iowa counties in the 2020 Governor's disaster declaration (Part A
and C of the application). Eligible areas for EAB funds include 84 Iowa counties where Emerald Ash Borer has been
confirmed and any additional counties identified as having Emerald Ash Borer within the application timeframe. See
map and list at end for eligible counties (Part A and B of the application).
6. Applicants must be regional or local units of Iowa state, county or city government, local governmental
departments, school districts, volunteer organizations and service clubs involved with local urban and community
forestry resources. Eligible projects must occur on public lands within the state of Iowa. Examples of planting areas
include street landscaping/right of ways, public schools, city and county parks, community sports complexes, public
lands arboretums, courthouses, law enforcement facilities, public libraries, cemeteries, fairgrounds, trails.
7. The Community Forestry Grant Program requires a $1 for $1 match in local funds (in -kind match such as staff or
volunteer time cannot be used) for grants from $500 to $5,000 to plant trees on public areas for the spring of 2022.
8. Trees must be landscape -sized and purchased from local Iowa nurseries and garden centers. Landscape -sized is
starting at #5 hard pot, air -pruned container, growbag, or balled and burlap trees. Preference will be given to air -
pruned containers and growbags.
9. The grants are reimbursable and each grant will be paid pursuant to the provisions of a Grant Project Cooperative
Agreement entered into between the grant recipient and DNR. Reimbursement will be paid on the basis of the
approved percentage of all eligible expenditures up to the amount of the approved grant. To receive
reimbursement, grantees must first complete the project by the project completion date stated in the grant
announcement, undergo project inspection by a DNR forester, and submit all required documentation including
proof of payment. All requests for reimbursement must be submitted and postmarked by Friday, July 15, 2022.
10. Allocated funds may only be used for tree or landscape plantings on public areas in Iowa identified in the application
form. Special requests may be made (buildings and vehicles are not eligible) but will require a more detailed
description of the request and need.
11. Priority will be given to: (1) demonstrated need from the impact, (2) cost effectiveness of the $1 for $1cash match,
(3) community involvement, (4) meeting Tree City/Campus/Line USA designation, and (5) species/genera diversity
and environmental impact.
12. Expenditures for the match can be made between April 11, 2022 and July 15, 2022, will qualify. Applicants may use
cash match to purchase plant materials, products and services purchased from Iowa firms. In -kind match cannot be
used.

13. Complete applications must include:
a. Application materials including a proposal, which shall not exceed six pages, briefly describing the eligible
applicant and a detailed project request, including the grant amount requested and the total match, the source
of the match, and the proposed project completion date;
b. Commitment to and description of 10-year maintenance plan; and
c. Map of Planting Site (8.5"x11").
d. Completed applications shall be signed by an authorized official.
14. EAB grants are federally funded through CFDA #10.664 from the US Department of Agriculture through the Forest
Service Office. If your entity is required to have a single audit in accordance with OMB circular A-133, a copy of the
audit report will be provided to the DNR if any findings noted are related to the award provided by the DNR. If no
findings relate to the DNR award, a notification letter will be provided to the DNR stating findings noted did not
relate to the DNR award.
15. Applicants awarded a Community Forestry Grant must provide a current IRS Form W-9, and Federal ID, and for the
EAB application DUNS and Current SAM registration (Part B). Applicants must sign a Grant Project Cooperative
Agreement with the Iowa Department of Natural Resources.

PROJECT NARRATIVE AND MAINTENANCE PLAN:
Please provide a detailed summary of your project, including timeline and proposed completion date, people and
organizations involved, goals and benefits, future use for the planting, and any collaboration or professional assistance.
Through coordination with Dubuque Trees Forever (DTF), the City of Dubuque has created a partnership to help replace removed ash
trees. DTF will provide volunteers to help City Staff focus on replacing a portion of the trees that have been removed in the
residential areas of the 1300 — 2300 blocks of Jackson Street, 1400 - 1700 blocks of Washington Street, 2000 block of White Street
and the McAleece Sports Complex. DTF has a dedicated core group of volunteers that advocate for their mission to "promote healthy
woodlands throughout the community through advocacy, education and planting activities." If grant funds are received, the planting
will be scheduled for April 30th starting at 8:30 a.m., with a rain date of May 7th. This project will include:
1. Purchasing a variety of trees from the approved tree species list.
2. Calling Iowa One Call for utility locates the week prior to the planting event.
3. Delivery of the trees and mulch a day or two prior to the planting.
4. Collect signed liability waivers from the volunteers and provide them with a safety vest.
5. Trained leaders will be assigned to each team of volunteers (usually 4 -5 volunteers per team) to ensure that each tree is planted
properly.
6. Educational proper tree planting procedures will be demonstrated by Arborist Steve Pregler or City Forester Tom Kramer prior to
the planting.
7. Planting, mulching, and watering of the trees on the day of the planting.
8. Follow-up watering on a weekly basis throughout the growing season for the next two years.
There are numerous benefits of this planting event. Local leaders are invited to speak and educate our volunteers to build awareness
not only of this event, but of the importance and benefits of trees to the overall community. A majority of the trees planted will be
next to residences on the City right of way. Trees increase the value of property because of the improved appearance they create. A
street lined with trees beautifies the neighborhood and community and conveys a sense of community pride. These trees will have a
direct positive energy efficiency impact on the surrounding homes along the street by providing shade and blocking wind. They will
also cool the overall urban environment in summer and reduce heat island effects as well as reducing water runoff. As the trees lose
their leaves in the fall, this will allow the sun to provide additional warmth to the homes. The remainder of the trees planted will be
at the McAleece Sports Complex. These trees will provide shade for the athletes and their friends and family while attending sporting
events.

PROJECT ONGOING CARE - Please detail how trees will be watered and maintained for the first 2 years and the ongoing
plan for 10 years after project completion, including who will be responsible and how often duties will be performed:
Initially the trees will be mulched and watered when they are planted. City Staff will monitor the trees weekly during the growing
season for the first two years. Dubuque Trees Forever volunteers will partner with City of Dubuque Staff to provide care and
maintenance to the newly planted trees in the form of removing weeds, maintaining mulch, pruning, and watering, as needed.
After the first two years of maintenance, City Staff will monitor the progress of the trees and continue mulching, pruning, weed
removal and watering when needed.

Application Part B: Please complete if applying for Federal Urban Forest Resilience funds in response to the loss of ash
due to Emerald Ash Borer and are located in a county with EAB
Please describe your community's impact from Emerald Ash Borer.
Recognizing that the Emerald Ash Borer (EAB) would soon arrive in Dubuque County, the City of Dubuque took a proactive approach
and prepared an Emerald Ash Borer Readiness Plan in 2014, with the final plan adoption on January 5, 2015. The goal of the plan
was to identify appropriate and effective response actions to EAB, including prevention, detection, communication, and
management activities to minimize the destructive effects of EAB on Dubuque's ash tree population. The first Emerald Ash Borer
was discovered in Dubuque County in August of 2015. It had been determined that 24% of the City's 5,200 trees on public property
were ash. As a follow-up, the Dubuque City Council made the replacement of ash trees, due to EAB, as a top priority of their 2019 —
2021 City Council goals. The City Forestry Division has removed an average of 150 trees per year over the last seven years from
streets, parks, and other City properties, with a total of 1,097 ash trees removed since 2015.
It is estimated to cost approximately $200 per tree to purchase replacements for the damaged trees that have been removed. The
City has continued to budget funds for tree removal and replacement each year. At nearly 1,300 ash trees being removed, this is a
contribution of over $250,000 in City funds. This is a significant City of Dubuque investment and these budgeted funds will be used
as the match for this grant.
Dubuque has had a large negative impact from EAB and Dutch elm disease, and both have created devastating damage to our tree
population. We plan to minimize the impact of future tree diseases by planting a diverse population of trees in our urban landscape.
This planting will involve thirteen distinct genus from the recommended tree species list for this planting event alone.

participants and youth.
City of Dubuque Staff will lead this planting event with volunteers from Dubuque Trees Forever. Volunteers are all ages and abilities,
with 50 — 60 members for this planting anticipated to be from Black Hills Energy, Boy Scouts, City of Dubuque Parks Department,
Clarke University, Crescent Community Health Center, Diamond Jo Casino, Dubuque Black Men Coalition, Dubuque County Master
Gardeners, Dubuque Trees Forever Board Members, Dupaco Credit Union, Girl Scouts, Green Iowa AmeriCorps, Green State Credit
Union, Gronen Corporation, Holy Trinity Church, Northeast Iowa Community College, and the North End Neighborhood Association.
