Dear Mayor and City Council Members:
The City of Dubuque Zoning Advisory Commission has reviewed the above -cited
request. The application, staff report and related materials are attached for your review.
Discussion
Planning Staff Member Jason Duba discussed the application. He explained that it
appeared that signs in historic districts located in residential zones were accidentally
omitted from the Unified Development Code. He noted the proposed amendment is
intended to correct the error. This need arose when a sign contractor sought to install
signage for an apartment building at 201 West 17th Street, and Planning staff realized
the omission. He noted that signs in historic districts are required to be smaller and
receive historic review to maintain the character of the district. He explained the
Planning Services Department's proposal to allow one eight -square foot sign and one
six -square foot nameplate in residential zones, which is consistent with allowed signage
in OR zones.
The Zoning Advisory Commission discussed the request, and felt it was appropriate.
Recommendation
By a vote of 6 to 0, the Zoning Advisory Commission recommends that the City Council
approve the text amendment request.
A simple majority vote is needed for the City Council to approve the request.

SUBJECT: Amend Unified Development Code Section 16-15-13 Signs in Historic
Districts to allow signs in residential zones.
INTRODUCTION
This memo transmits an application and an ordinance for a proposed Text Amendment
to the Section 16-15-13 of the Unified Development Code (UDC) zoning regulations to
allow signage in residential zones located within historic districts.
This text amendment would add all five types of residential zones (R-1, R-2, R-2A, R-3,
and R-4) to the list of other zones that are permitted signs in historic districts which
includes all three types of office zones, all eight types of commercial zones, all three types
of industrial zones, and institutional zones.
These regulations would apply to the following types of identification signs:
• Education or Religious Institutions
• Real Estate Developments or Subdivision Identification'
This text amendment would apply to signs in the city's five local historic districts:
Cathedral. Jackson Park. Lanaworthv. Old Main Street. and West 11 th Street.
The UDC notes: "Text amendments are intended for wholesale changes to the zoning
regulations, as a means for the City to respond to changing conditions and emerging
trends in the community. Text amendments are not property specific. "
BACKGROUND
This matter came to the attention of the Planning Services Department recently when a
sign contractor inquired about sign allowances for the apartment building at 201 West
17t" Street. The property owner wishes to have a small sign for the apartment building to
increase awareness of the apartments.
The property is zoned R-4 and is in the Jackson Park Historic District. Review of the UDC
revealed that residential districts are not included among those that are permitted a sign
The Unified Development Code defines Subdivision identification sign as "a ground monument style sign
or wall sign identifying a recognized subdivision, condominium complex, or residential development."

in historic districts, so the property owner is not currently allowed to install any sign aside
from a two -square foot nameplate.
DISCUSSION
It is believed that residential zones were accidentally omitted from the list of zones
permitted to have signs in historic districts. This text amendment would fix that oversight.
It would permit residential zones the same sign allowance as OR Office Residential
zones, as shown below:

This change would allow owners of educational, religious, or subdivision property located
in residential zones within historic districts one eight -square foot sign that is either
freestanding, projecting, or wall -mounted. It would also allow one six -square foot wall
nameplate. These are modestly -sized signs, and they would also be subject to historic
review for appropriateness.
RECOMMENDATION
In conclusion, in an effort to allow owners of educational, religious, or subdivision property
located in residential zones within historic districts to advertise their offerings with
modestly -sized signs that are historically appropriate, Planning staff recommends that
section 16-15-13 of the Unified Development Code be amended by adding residential
zones to the list of zones permitted to have signs in historic districts and adopting the sign
matrix.

Here is my statement:
Signage plays an important role in bringing awareness to a location as well as potentially attracting
new tenants, clients or visitors. As a sign contactor, working with clients in residential zones located
within Historic Districts, I fully support the text amendment to allow signage within these districts. In
addition, the proposed signage sizing and types will allow for effective advertising while staying
within the historic guidelines. This text amendment would give businesses within these districts the
same opportunity to advertise their offerings as those within other districts that are already
permitted.
