INTRODUCTION
The enclosed resolution is in reference to the public hearing for the Stoneman Road
Reconstruction Project.
BACKGROUND
Stoneman Road was originally constructed in 1974. The pavement is in very poor
condition and the stormwater drainage has been an issue for years. The street serves
Hills and Dales Child Development, the Kennedy Mall, a dentist office, Tandem Tire and
the future Green State Credit Union facility. The street has a cul-de-sac that was platted
at the end of the street, but the cul-de-sac was never constructed. Public Works have had
issues with plowing the street. They currently turn around in the Hills and Dales parking
lot. Since there is no cul-de-sac, it is difficult for Public Works to plow the street.
DISCUSSION
The Stoneman Road Reconstruction Project includes the reconstruction of pavement
installation of a sidewalk on the north side of the street, reconstruction of storm sewer,
reconstruction of some watermain and installation of new streetlights. The project will
include electrical conduit to accommodate the streetlights. City staff have coordinated
with local utilities on the project to see if they want to make changes or upgrades while
construction occurs. The project is also proposed to be bid with paving alternatives. This
allows both the asphalt and concrete industry to bid on the project. The pavements being
considered equivalent in structural number: 9" of asphalt pavement and 8" of concrete
pavement.
Sidewalks will not be constructed on the south side of the street because of insufficient
right of way available. If sidewalk is installed on the south side of the street later, property
from Kennedy Mall would need to be acquired and forty-eight (48) parking spaces
affected. It is recommended not to acquire this additional property at this time to expedite
the reconstruction of Stoneman Road to improve access, safety and meet the future
development timeline of Green State Credit Union. A five (5) foot wide sidewalk will be
installed along the north side of the street and wrapped around the cul-de-sac to
accommodate pedestrian access to the businesses.
The construction project will be phased to accommodate access to all the businesses.
Access may be restricted to accessing from John F. Kennedy Road at times or from
Century Drive through the Kennedy Mall parking lot. It will depend on which phase is
under construction. Wayfinding signage will be placed to direct traffic to businesses.
Green State Credit Union Related Improvements
As part of the Green State Credit Union (GSCU) site development at the intersection of
John F. Kennedy Road and Stoneman Road, certain public improvements are required
to be funded by the developer. Those improvements include:
1) Grading for sidewalk along Stoneman Road and along John F. Kennedy Road for
a sidewalk.
2) Grading along John F. Kennedy Road for a dedicated southbound right turn lane
from John F. Kennedy Road to Stoneman Road.
3) Construction of a dedicated left turn lane on Stoneman Road at John F. Kennedy
Road. GSCU assumes all costs for this portion of work.
4) The City will fund the paving for the right turn lane on John F. Kennedy Road. The
GSCU study that was conducted concluded a right turn lane was necessary at
some time in the future. The cost and benefit to construct the right turn lane with
this project, versus sometime in the future is much more cost effective.
PUBLIC ENGAGEMENT
City staff have sent letters to the abutting property owners in this corridor and held
individual meetings with all the property owners. Business owners will also receive a copy
of the Road Construction Toolkit that was developed by staff in recent years. Easements
will be required from the property owners to accommodate improvements. Those
easements will be secured prior to awarding the contract. The City has not secured all
the easements to date. If we have not received all easements prior to the award date of
May 2, 2022 the City will rescind the bids.

PROPERTY ASSESSMENTS
The assessed properties in this project are all commercial use and therefore not eligible
for the normal owner -occupied residential financial assistance. Abutting properties can
pay assessment balances in excess over $500 over a 15-year period with 3% interest.
Abutting property owners can pay their assessment balances to the City Treasurer within
the first 30 days after receiving the final notice of special assessment to avoid interest
charges.
ACTION TO BE TAKEN
I respectfully request the City Council approval the plans, specifications, form of contract
and estimated cost and to adopt the Resolution of Necessity, and the Preliminary

adoption of the enclosed resolutions.

Whereas, the City Council has proposed a Resolution of Necessity for the
Stoneman Reconstruction Project and has given notice of the public hearing thereon as
required by law; and
Whereas, the public hearing has been held, all persons offering objections have
been heard and consideration given to all objections and is pending before this Council;
and
Whereas, this is the time and place set as provided for the taking of action on the
proposed Resolution of Necessity.
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF DUBUQUE, IOWA:
That the proposed Resolution of Necessity described above is hereby:

Notice is given that there is now on file for public
inspection in the office of the clerk of the City of Dubuque,
Iowa, a proposed resolution of necessity, an estimate of cost
and schedule showing the amounts proposed to be assessed
against each lot and the valuation of each lot within a
district approved by the City Council of the City of Dubuque,
Iowa, for a public improvement of the type(s) and in the
location(s) as follows:

- Excavation of the subgrade to allow the placement of

NOTICE IS HEREBY GIVEN: The Dubuque City Council will hold
a public hearing on the proposed plans, specifications, form
of contract and estimated cost for the Stoneman Road
Reconstruction Project, in accordance with the provisions of
Chapter 26, Code of Iowa, at 6:30 p.m., on the 18th day of
April 2022, in the Historic Federal Building Council Chambers,
350 West 6th Street, 2nd Floor, Dubuque, Iowa. At which time
the owners of property subject to assessment for the proposed
improvement or any other person having an interest in the
matter may appear and be heard for or against the making of
the improvement, said proposed plans, specifications, form of
contract, estimated cost, the boundaries of the district, the
assessment against any lot, or the final adoption of a
resolution of necessity. A property owner will be deemed to
have waived all objections unless at the time of hearing the
property owner has filed objections with the clerk.
The scope of the Project is as follows: Reconstruction of

At the meeting, the City Council will receive oral and
written comments from any resident or property owner of said
City to the above action. The official agenda will be posted
the Friday before the meeting and will contain public input
options. The City Council agenda can be accessed at

Written comments regarding the above public hearings may be
submitted to the City Clerks Office via email at
ctyclerk@cityofdubuque.org or by mail to City Clerk's Office,
City Hall, 50 W. 13th St., Dubuque, IA 52001, before said
time of public hearing. At said time and place of public
hearings the City Council will receive any written comments.
Copies of supporting documents for the public hearings are
on file in the City Clerk's Office and may be viewed Monday
through Friday between 8:00 a.m. and 5:00 p.m.

hearing, or speech impairments requiring special assistance
