Director of Finance and Budget Jennifer Larson recommends City Council approval of
the suggested proceedings for the public hearing on the issuance of selling not to
exceed $10,165,000 in General Obligation Bonds. $8,951,000 of the proceeds is
intended for projects in the City budget previously approved by the City Council which
include Fire Ladder Truck Replacement, Fire Ambulance Addition, River Dock
Expansion, Finance Enterprise Resource System, Five Flags Arena Roof Air
Conditioner Unit Replacement, Downtown Parking Ramp Property Acquisition, Property
Acquisition of Webber Property in Dubuque Industrial Center. $1,214,000 is intended to
provide funds for bond issuance costs and contingency for fluctuations in the bond
market for interest rates, bond issuance costs and change in project costs.
Although the City is selling General Obligation Bonds to support the projects,
repayments of the debt will be local option sales tax, Sanitary Sewer Fund, Dubuque
Industrial Center TIF and Greater Downtown TIF.
As to the non -urban renewal essential corporate purpose portion of the issue, the
proceedings are prepared to show as a first step the receipt of any oral or written
objections from any resident or property owner to the proposed action of the Council to
issue the Bonds. A summary of objections received or made, if any, should be attached
to the proceedings. After all objections have been received and considered, if the
Council decides not to abandon the proposal to issue the Bonds, a form of resolution
follows that should be introduced and adopted, entitled "Resolution Instituting
Proceedings to Take Additional Action for the Issuance of not to exceed
$1,990,000 General Obligation Bonds."
As to the general corporate purpose and urban renewal essential corporate purpose
portions of the issue, the proceedings have been prepared on the basis that no petition
will be filed asking that the question of issuing the Bonds be submitted to the qualified
electors of the City. The proceedings refer to the fact that the hearing was held and that
no petition had been filed. The Mayor will then declare the hearing on the issuance of
the Bonds to be closed. Immediately following each hearing, a resolution is to be
introduced and adopted taking additional action for the issuance.
If a valid petition is filed, however, Bond Counsel should be notified as soon as possible,
and the proceedings will need to be revised to cover the action taken by the Council in
either abandoning the proposal to issue the Bonds or directing the County
Commissioner to call a special election upon the question of issuing the Bonds.
The Code of Iowa provides that any resident or property owner of the City may appeal
the decision to take additional action to issue the Bonds to the District Court of a county
in which any part of the City is located, within 15 days after such additional action is
taken, but that the additional action is final and conclusive unless the court finds that the
Council exceeded its authority. In the event an appeal is filed by any resident or
property owner, Bound Counsel must be notified as soon as possible.

INTRODUCTION
The purpose of this memorandum is to provide the suggested proceedings for the public
hearing on the proposal to issue General Obligation Bonds, the proceeds of which will
be used for essential and general corporate purposes of the City for projects in the City
budget previously approved by the City Council.
DISCUSSION
Of the bond amount:
• $1,827,000 is intended to provide funds to pay costs of Fire Ladder Truck
replacement and an additional ambulance with repayment from local option
sales tax.
• $421,000 is intended to provide funds to pay costs of the Finance Enterprise
Resource System (ERP) with repayment from Sanitary Sewer Fund.
• $150,000 is intended to provide funds to pay costs of Five Flags Arena Roof Air
Conditioner Unit Replacement with repayment from Greater Downtown TIF.
• $550,000 is intended to provide funds to pay costs of Port of Dubuque Riverfront
Dock Expansion with repayment from Greater Downtown TIF.
• $803,000 is intended to provide funds to pay costs of the property acquisition for
a new Downtown Parking Ramp with repayment from Greater Downtown TIF.
• $5,200,000 is intended to provide funds to pay costs of property acquisition of
the Webber Property with repayment from Dubuque Industrial Center TIF.
• $500,000 is intended to provide funds for bond issuance costs and
• $714,000 is intended to be a contingency for fluctuations in the bond market for
interest rates, bond issuance costs and change in project costs.

The Mayor announced that this was the time and place for the public hearing and meeting
on the matter of the issuance of not to exceed $1,990,000 General Obligation Bonds, in order to
provide funds to pay the costs of the acquisition of ambulances and ambulance equipment and
equipping the fire department, for essential corporate purposes, and that notice of the proposal to
issue the Bonds had been published as provided by Section 384.25 of the Code of Iowa.
The Mayor then asked the Clerk whether any written objections had been filed by any
resident or property owner of the City to the issuance of the Bonds. The Clerk advised the
Mayor and the Council that zero written objections had been filed. The Mayor then called for
oral objections to the issuance of the Bonds and zero were made. Whereupon, the Mayor
declared the time for receiving oral and written objections to be closed.

Whereupon, the Mayor declared the hearing on the issuance of the Bonds to be closed.
The Council then considered the proposed action and the extent of objections thereto.
Whereupon, Council Member Roussell introduced and delivered to the Clerk the

TAKE ADDITIONAL ACTION FOR THE ISSUANCE OF NOT TO EXCEED $1,990,000
GENERAL OBLIGATION BONDS", and moved:

EXCEED $1,990,000 GENERAL OBLIGATION BONDS

WHEREAS, pursuant to notice published as required by law, the City Council has held a
public meeting and hearing upon the proposal to institute proceedings for the issuance of not to
exceed $1,990,000 General Obligation Bonds, for the essential corporate purposes, in order to
provide funds to pay the costs of the acquisition of ambulances and ambulance equipment and
equipping the fire department, and has considered the extent of objections received from
residents or property owners as to the proposed issuance of Bonds; and following action is now
considered to be in the best interests of the City and residents thereof.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF DUBUQUE, STATE OF IOWA:
Section 1. That this Council does hereby institute proceedings and take additional action
for the authorization and issuance in the manner required by law of not to exceed $1,990,000
General Obligation Bonds, for the foregoing essential corporate purposes.
Section 2. This Resolution shall serve as a declaration of official intent under Treasury
Regulation 1.150-2 and shall be maintained on file as a public record of such intent. It is
reasonably expected that the general fund moneys may be advanced from time to time for capital
expenditures which are to be paid from the proceeds of the above Bonds. The amounts so
advanced shall be reimbursed from the proceeds of the Bonds not later than eighteen months
after the initial payment of the capital expenditures or eighteen months after the property is
placed in service. Such advancements shall not exceed the amount authorized in this Resolution
unless the same are for preliminary expenditures or unless another declaration of intention is
adopted.

WHEREAS, pursuant to notice published as required by law, the City Council has held a
public meeting and hearing upon the proposal to institute proceedings for the issuance of not to
exceed $700,000 General Obligation Bonds, for the general corporate purposes, in order to
provide funds to pay the costs of expanding, constructing, reconstructing and equipping the
riverfrom docking facility, and has considered the extent of objections received from residents or
property owners as to the proposed issuance of Bonds; and no petition was filed calling for a
referendum thereon. The following action is now considered to be in the best interests of the
City and residents thereof.

NOTICE OF MEETING OF THE CITY COUNCIL OF THE CITY OF
DUBUQUE, STATE OF IOWA, ON THE MATTER OF THE PROPOSED ISSUANCE
OF NOT TO EXCEED $5,800,000 GENERAL OBLIGATION URBAN RENEWAL
BONDS OF THE CITY (FOR ESSENTIAL CORPORATE URBAN RENEWAL
PURPOSES), AND THE HEARING ON THE ISSUANCE THEREOF
PUBLIC NOTICE is hereby given that the City Council of the
City of Dubuque, State of Iowa, will hold a public hearing on
the 18th day of April, 2022, at 6:30 P.M., in the Historic
Federal Building, 350 West 6th Street, Dubuque, Iowa, at which
meeting the Council proposes to take additional action for the
issuance of not to exceed $5,800,000 General Obligation Urban
Renewal Bonds, for essential corporate urban renewal purposes,
to provide funds to pay the costs of aiding in the planning,
undertaking and carrying out of urban renewal projects under
the authority of Chapter 403 and the Amended and Restated
Urban Renewal Plan for the Dubuque Industrial Center Economic
Development District such as those costs associated with the
acquisition and development of industrial property.
At any time before the date of the meeting, a petition,
asking that the question of issuing such Bonds be submitted to
the legal voters of the City, may be filed with the Clerk of
the City in the manner provided by Section 362.4 of the Code
of Iowa, pursuant to the provisions of Sections 384.24(3)(q),
384.25 and 403.12 of the Code of Iowa.
At the above meeting the Council shall receive oral or
written objections from any resident or property owner of the
City to the above action. After all objections have been
received and considered, the Council will at the meeting or at
any adjournment thereof, take additional action for the
issuance of the Bonds or will abandon the proposal to issue
said Bonds.
This notice is given by order of the City Council of the
City of Dubuque, State of Iowa, as provided by Chapters 384
and 403 of the Code of Iowa.

Dear Jenny:
We have now prepared proceedings to cover action on the day of the hearings for the
above -mentioned general obligation bonds.
As to the non -urban renewal essential corporate purpose portion of the issue, the
proceedings are prepared to show as a first step the receipt of any oral or written objections from
any resident or property owner to the proposed action of the Council to issue the Bonds. A
summary of objections received or made, if any, should be attached to the proceedings. After all
objections have been received and considered, if the Council decides not to abandon the proposal
to issue the Bonds, a form of resolution follows that should be introduced and adopted, entitled
"Resolution Instituting Proceedings to Take Additional Action for the Issuance of not to exceed
$1,990,000 General Obligation Bonds."
As to the general corporate purpose and urban renewal essential corporate purpose portions
of the issue, the proceedings have been prepared on the basis that no petition will be filed asking
that the question of issuing the Bonds be submitted to the qualified electors of the City. The
proceedings refer to the fact that the hearing was held and that no petition had been filed. The
Mayor will then declare the hearing on the issuance of the Bonds to be closed. Immediately
following each hearing, a resolution is to be introduced and adopted taking additional action for
the issuance.
If a valid petition is filed, however, please notify us as soon as possible since the enclosed
proceedings will have to be revised to cover the action taken by the Council in either abandoning
the proposal to issue the Bonds or directing the County Commissioner to call a special election
upon the question of issuing the Bonds.

The Code of Iowa provides that any resident or property owner of the City may appeal the
decision to take additional action to issue the Bonds to the District Court of a county in which
any part of the City is located, within 15 days after such additional action is taken, but that the
additional action is final and conclusive unless the court finds that the Council exceeded its
authority. In the event an appeal is filed by any resident or property owner, please let us know as
soon as possible.
Please send one copy of each of the proceedings to our office. We would also appreciate
