BACKGROUND Since 1990, the City of Dubuque has installed pedestrian access ramps around the City of Dubuque to conform with the American with Disabilities Act (ADA). The pedestrian access ramps allow people with mobility difficulties to access the City's sidewalk system. The design standards for these ramps have evolved over time as more ramps have been installed and standards have changed. Since 2011, The City of Dubuque has followed the "Proposed Accessibility Guidelines for Pedestrian Facilities in the Public Right -of -Way." These are updated standards to use for facilities in the public right-of-way and addressed issues brought up since the original ADA standards were developed. The Iowa Department of Transportation has adopted the PROWAG standards. The Federal Highway Administration (FHWA) has also adopted the standards and requires all cities that receive federal funding to follow these standards. DISCUSSION This project includes the replacement of twenty-eight (28) access ramps, two (2) intake replacements and curb and sidewalk repairs at 12 intersections in conjunction with the Public Works Asphalt Overlay program at the following locations: 1. Auburn Street at University Ave, one single ramp. 2. Auburn Street alley between University Ave and Grace Street, two single ramps. 3. Grace Street at Griggs Street, two single ramps. 4. Grace Street at Ida Street, two single ramps. 5. Grace Street at alley East of 1819 Grace Street, two single ramps. 6. Bennett Street at alley East of 1755 Bennett Street, two single ramps. 7. Bennett Street at alley East of 1854 Bennett Street, two single ramps. 8. Bennett Street at Griggs Street, two single ramps. 9. Bennett Street at McCormick Street, one single ramp. 10. Bennet Street at N. Algona Street, curb, and sidewalk replacement. 11. Chaney Street at St. Anne Drive, two single and 2 double ramps. 12. Chaney Street at Hillcrest Road, two single and two double ramps. PUBLIC ENGAGEMENT The Public Works Department will mail letters to property owners and the Engineering Department has developed door hangers for residents notifying residents of the overlay and ramp project. BID RESULTS The City received bids on April 7, 2022, for the 2022 Asphalt Overlay Ramp Project 2. BCD Construction of Asbury, Iowa, submitted the low bid in the amount of $172,172.35. Which is 3.14% below the engineer's estimate. A summary of the bid proposals received is as follows: Contractor Bid Amount BCD Construction LLC $ 172,172.35 S&S Builders $ 188,962.61 Midwest Concrete, Inc. $ 196,512.10 Tschiggfrie Excavating Company $ 229,268.14 RECOMMENDATION I recommend awarding the construction contract for the 2022 Asphalt Overlay Ramp Project 2 to BCD Construction LLC in the low bid amount of $172,172.35. Breitfelder City of Dubuque City Clerk 50 W 1311 St Dubuque, Iowa 52001 (563)589-4100 RESOLUTION NO. 161-22 AWARDING THE PUBLIC IMPROVEMENT CONTRACT FOR THE 2022 ASPHALT OVERLAY RAMP PROJECT 2 Whereas, sealed proposals have been submitted by contractors for the 2022 Asphalt Overlay Ramp Project 2, (the Project) pursuant to Resolution No. 90-22 and Notice to Bidders published on the City of Dubuque, Iowa website and plan room service with statewide circulation on the 23rd day of March 2022; and Whereas, said sealed proposals were opened and read on the 7th day of April 2022 and it has been determined that BCD Contractors LLC of Asbury, Iowa, with a low bid in the amount of $172,172.35 is the lowest responsive, responsible bidder for the Project. NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF DUBUQUE, IOWA: That a Public Improvement Contract for the Project is hereby awarded to BCD Contractors LLC and the City Manager is hereby directed to execute a Public Improvement Contract on behalf of the City of Dubuque for the Project.
