TEST AGENDA Removed New Business — Item 2 from agenda to be placed on future agenda when more time is available. Commissioner Kennicker motions, Commissioner Jayawickrama seconds. Motion carries. MINUTES APPROVAL: Commissioner Kennicker motions to approve minutes from March 3, 2022. Commissioner Reber seconds. Chair Kohlhaas poses question, based on feedback from Paul Schultz, that generally, handouts given to the Commission should be included in the minutes. Staff offered that after minutes are approved, handouts are added to the minutes and put on the website. Motion carries. PUBLIC COMMENT: Teresa Wilson introduced herself. She is new to the Humane Society and is interested in learning more about the Resiliency Commission and attended to listen. NEW BUSINESS: a) Sustainable Dubuque Grant Recommendation — Discussion included questions from Commissioner Boles about a project's eligibility because it is located in Asbury. Staff explained they provided documentation to show they serve primarily Dubuque residents. He also questioned ownership of land at industrial park for the Trees Forever application. Staff explained that the City owns the land, but tenants are required to upkeep the property. Commissioner Hoffman motioned to approve recommendation and forward to City Council. Commissioner Reber seconded. Motion carries. OLD BUSINESS a) Climate Action Plan: Complete Streets Update - There is a CIP in FY 23 for a smart mobility plan. $100,000 is recommended. Will be used for signage. Will work with Resilient Community Advisory Commission, Tri-State Trail Vision, and others to come up with a plan. Will use information from RCAC/Candace as a starting point. Additionally, an intern in the Sustainability Office is researching how other older cities with narrow rights -of -way have found implemented complete streets concepts within the confines of historic infrastructure. HOW DID I SHOW UP? COMMISSIONER REPORTS: Boles: CDAC - recommended funded Henry Stout Senior Apartments (LMI seniors) and to Four Mounds for additional vocational training. Commissioner Boles also shared the attached data on high school graduation rates and asked, in terms of community resiliency, how is the City responding to the kids who did not graduate? What is the City doing with these students? Is the City budgeting for additional support and programming for these kids? Hoffman: Attending the aquaponics meeting and is excited to move the work forward. Chamberland: Dubuque Colleges Sustainability Coalition — starting to work on Donate Don't Dump - a waste minimization project during campus housing moveouts. Clarke, University of Dubuque and Loras will participate and possibly Emmaus Bible College. Commissioner Chamberland also noted that he is working to build relationships with local solar companies. Kohlhaas: Updated that the Valentine Park Community Garden is full and they are now working on an expansion plan. NEXT MEETING: The next commission meeting will occur on Thursday, May 5, 2022, at 5 pm at the Jule Operations and Training Center (JOTC) in the Circle Conference Room, 949 Kerper Blvd. ADJOURNMENT: The Commission adjourned at 5:42 pm.
