Chief of Police Jeremy Jensen is recommending City Council approve the Northeast
Iowa Community College (NICC) Business Training Grant in the amount of $23,000 for
the police department to conduct Use of Force Training for up to 80 officers and training
for up to 20 officer(s) to be Use of Force Instructors and give authorization to the City
Manager to sign the Award Document.

MEMORANDUM

RE: NICC Business Training Grant Approval and Acceptance of grant award
INTRODUCTION:
The purpose of this memorandum is to request City Council approval to accept an NICC
Business Training Grant in the amount of $23,000 for the police department to conduct
Use of Force Training for up to 80 officers and training for up to 20 officer(s) to be a Use
of Force Instructors.
BACKGROUND:
In March 2022, the Police Department was approached by a representative of the NICC
Business Training Services, with the opportunity to obtain training funding. A core
group of individuals from the Police Department met and determined that an area that
needed to be explored was all encompassing training that covered all areas of force use
and tied the individual specialties of de-escalation, defensive tactics, ASP, Taser, and
firearms together. The idea being that these areas are not silos.
The Department identified, through other law enforcement agencies, that Premier Police
Training LLC had a specifically designed 16 hour course to help officer's significantly
improve their skill and ability to make the right force decision and then powerfully
articulate in defense of that decision verbally and in written reports. Additionally,
Premier Police Training offers a 40 hour instructor course. To make the instruction
sustainable and re -occurring an instructor is also needed.
DISCUSSION:
The Department identified, through other law enforcement agencies, Premier Police
Training LLC was a recommended training partner. Premier Police Training had a
specifically designed 16 hour course to help officer's significantly improve their skill and
ability to make the right force decision and then powerfully articulate in defense of that
decision verbally and in written reports. Additionally, Premier Police Training offers a
40 hour instructor course. To make the instruction sustainable and re -occurring an
instructor is also needed.
To accomplish the amount of training needed and having the ability to maintain
operations and still get the majority of the police department through the initial training,
we asked for two (2), 16 hour sessions at $6,000 per session and one 40 hour session
at $10,000 for one session.
In early April, we were notified by NICC that we had received a grant for $23,000 which
allows for the instruction to take place locally.
RECOMMENDATION:
It is recommended we accept the NICC Business Training Grant in the amount of
$23,000, complete the award document noting the special conditions and return to the
NICC.
ACTION REQUESTED:
City Council consideration and approval accepting the NICC Business Training Grant
award in the amount of $23,000 and submit signed Award Document.

Financial Arrangements/Commitments:
The total cost of the project is $23,000. American Rescue Funds will cover 100% of the cost up to $23,000.
This agreement will remain in place for six (6) months or upon agreement by both parties to terminate or continue.
