PURPOSE
The purpose of this memorandum is to set a public hearing for June 6t" for the Jule to
be compliant with the Iowa Department of Transportation's (IDOT) Consolidated
Funding Application requirements.
BACKGROUND:
Iowa's Consolidated Transit Funding Application is used by all transit agencies to apply
for STA funds and federal 5310, 5311 and 5339 funds. Any system applying for
statewide 5339 capital funds must include its request in the consolidated application.
The Consolidated Transit Funding Application required by the Iowa Department of
Transportation requires transit agencies to hold a public hearing to explain the state and
federal funding requests. Public hearings must take place in an accessible building.
Comments from the public regarding the need for the project will be recorded. A notice
of the public hearing must be published in a newspaper of general circulation in the
vicinity of the proposed project(s) approximately 30 days in advance of the hearing. The
notice must describe the project(s) in sufficient detail to allow the public to be aware of
the projects and funding sources.
DISCUSSION:
The request of the resolution complies with the requirement of the Consolidated Transit
Funding Application.
REQUESTED ACTION:
I respectfully request this resolution be added to the May 2nd Council agenda to set a
public hearing for June 6t"

RESOLUTION NO. 175-22
SETTING THE DATE FOR A PUBLIC HEARING ON IOWA DOT CONSOLIDATED
FUNDING APPLICATION
Whereas, the City of Dubuque provides fixed -route and paratransit services for the
citizens of Dubuque; and
Whereas, the Iowa Department of Transportation (IDOT) is a pass -through funding
entity for federal capital and operating funds; and
Whereas, the City has historically applied through the ]DOT for these funds; and
Whereas, the City Council finds that the applying for the funds to be beneficial to the
continued provision of transit service for the citizens of Dubuque; and
Whereas, The Iowa Department of Transportation application will include requests
and mandatory certifications by the City of Dubuque as follows:
From the State Transit Assistance Program:
2.02% of formula funds
Total: $337,216
From federal funds for transit in non -urbanized areas and/or for transit
serving primarily elderly persons and persons with disabilities:
$79,816
We understand acceptance of federal transit assistance involves an
agreement to comply with certain labor protection provisions.
We certify that the City of Dubuque/The Jule has sufficient non-federal
funds or sufficient in -kind match to provide required local match for capital
projects and at time of delivery will have the funds to operate and maintain
vehicles and equipment purchased under this contract.
We request that State Transit Assistance formula funding be advanced as
allowed by law, to improve system cash flow.
We authorize Ryan Knuckey, Director of Transportation Services, on
behalf of the City Council, to apply for financial assistance and to enter
into related contract(s) with the Iowa Department of Transportation.
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
DUBUQUE, IOWA:
A public hearing will be held as part of the City Council Meeting on June 6, 2022. The
meeting will begin at 6:30 p.m. and will be held in the City Council Chambers of the
Historic Federal Building, 350 W 6th Street, Dubuque, Iowa. The purpose of the hearing
is to allow public comment on the Consolidated Funding Application.

PUBLIC NOTICE is hereby given that the Dubuque City Council will conduct a public
hearing on the 6th day of June 2022, at 6:30 p.m., in the Historic Federal Building, 350
W. 6t" Street, 2nd floor, Dubuque, Iowa, at which meeting the City Council proposes to
take action on the Jule's Iowa Department of Transportation's (IDOT) Consolidated
Funding Application.
At the meeting, the City Council will receive oral and written comments from any
resident or property owner of said City to the above action. The official agenda will be
posted the Friday before the meeting and will contain public input options. The City
Council agenda can be accessed at

Office at 563-589-4100, ctyclerk@cityofdubuque.org.
Written comments regarding the above public hearings may be submitted to the City

City Hall, 50 W. 13t" St., Dubuque, IA 52001, before said time of public hearing. At said
time and place of public hearings the City Council will receive any written comments.
Copies of supporting documents for the public hearings are on file in the City Clerk's
Office and may be viewed Monday through Friday between 8:00 a.m. and 5:00 p.m.
