contract for the Stoneman Road Reconstruction Project through the adoption of a
resolution to McDermott Excavating Inc. in the amount of $991,650.35.

INTRODUCTION
The attached resolution authorizes the award of the construction contract for the
Stoneman Road Reconstruction Project.
BACKGROUND
Stoneman Road was originally constructed in 1974. The pavement is in very poor
condition and the stormwater drainage has been an issue for years. The street serves
Hills and Dales Child Development, the Kennedy Mall, a dentist office, Tandem Tire and
the future Green State Credit Union facility. The street has a cul-de-sac that was platted
at the end of the street, but the cul-de-sac was never constructed. Public Works have had
issues with plowing the street. They currently turn around in the Hills and Dales parking
lot. Since there is no cul-de-sac, it is difficult for Public Works to plow the street.
DISCUSSION
The Stoneman Road Reconstruction Project includes the reconstruction of pavement,
installation of a sidewalk on the north side of the street, reconstruction of storm sewer,
reconstruction of some watermain and installation of new streetlights. The project will
include electrical conduit to accommodate the streetlights. City staff have coordinated
with local utilities on the project to see if they want to make changes or upgrades while
construction occurs. The project is also proposed to be bid with paving alternatives. This
allows both the asphalt and concrete industry to bid on the project. The pavements being
considered equivalent in structural number: 9" of asphalt pavement and 8" of concrete
pavement.
Sidewalks will not be constructed on the south side of the street because of insufficient
right of way available. If sidewalk is installed on the south side of the street later, property
from Kennedy Mall would need to be acquired and forty-eight (48) parking spaces would
be affected. It is recommended not to acquire this additional property at this time to
expedite the reconstruction of Stoneman Road to improve access, safety and meet the
future development timeline of Green State Credit Union. A five (5) foot wide sidewalk will
be installed along the north side of the street and wrapped around the cul-de-sac to
accommodate pedestrian access to the businesses.
The construction project will be phased to accommodate access to all the businesses.
Access may be restricted to accessing from John F. Kennedy Road at times or from
Century Drive through the Kennedy Mall parking lot. It will depend on which phase is
under construction. Wayfinding signage will be placed to direct traffic to businesses.
PUBLIC ENGAGEMENT
City staff have sent letters to the abutting property owners in this corridor and held
individual meetings with all the property owners. Business owners will also receive a copy
of the Road Construction Toolkit that was developed by staff in recent years. Easements
will be required from the property owners to accommodate improvements. Those
easements will be secured prior to awarding the contract. The City has secured two of
the four easements to date. If we have not received all easements prior to the award date
of May 2, 2022, the City will slightly modify the construction limits.
BID RESULTS
The City received sealed bids on April 21, 2022, for the Stoneman Road Reconstruction
Project. McDermott Excavating of Dubuque, IA, submitted the low bid in the amount of
$991,650.35. The project was bid with HMA and PCC Alternate bids to foster competition.

RECOMMENDATION
I recommend awarding the contract for the Stoneman Road Reconstruction Project to
McDermott Excavating, Inc. in the amount of $991,650.35 for the asphalt alternative
which is $34,992.50 less than the concrete alternate. This amount is 11.96% below the
engineer's estimate of probable cost.

PROPERTY ASSESSMENTS
The assessed properties in this project are all commercial use and therefore not eligible
for the normal owner -occupied residential financial assistance. Abutting properties can
pay assessment balances in excess over $500 over a 15-year period with 3% interest.
Abutting property owners can pay their assessment balances to the City Treasurer within
the first 30 days after receiving the final notice of special assessment to avoid interest
charges.
ACTION TO BE TAKEN
The City Council is requested to award the construction contract for the Stoneman Road
Reconstruction Project through the adoption of the enclosed resolution to McDermott
Excavating Inc. in the amount of $991,650.35.

AWARDING PUBLIC IMPROVEMENT CONTRACT FOR THE STONEMAN ROAD
RECONSTRUCTION PROJECT
Whereas, sealed proposals have been submitted by contractors for Stoneman Road
Reconstruction Project, (the Project) pursuant to Resolution No. 92-22 and Notice to
Bidders published on the City of Dubuque, Iowa website and plan room service with
statewide circulation on the 23rd day of March 2022; and
Whereas, said sealed proposals were opened and read on the 21st day of April
2022 and it has been determined that McDermott Excavating of Dubuque, Iowa,
submitted low bid in the amount of $991,650.35, and is the lowest responsive, responsible
bidder for the Project.
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF DUBUQUE, IOWA:
That a Public Improvement Contract for the Project is hereby awarded McDermott
Excavating and the City Manager is hereby directed to execute a Public Improvement
Contract on behalf of the City of Dubuque for the Project.
Passed, adopted, and approved this 2nd day of May 2022.
