Assistant City Engineer Robert Schiesl is recommending City Council adopt a resolution
to concur with Dubuque County Board of Supervisors awarding the public improvement
contract for the "Improving the Northwest Arterial / John Deere Road Corridor for Freight
Mobility" Project to Pirc-Tobin Construction, Inc., of Alburnett, IA, in the amount of
$14,416,742.87, subject to Dubuque County and Iowa DOT concurrence and approval
of award.
Dubuque County was awarded a BUILD Grant to make capacity and safety improvements
to John Deere Road. The Northwest Arterial - State of Good Repair Project was added to
the BUILD grant project because it is a critical freight route that connects to South John
Deere Road. The Northwest Arterial - State of Good Repair Project will provide the non-
federal local match to the Dubuque County BUILD Grant.
Effective January 29, 2021, the TOJ of the Northwest Arterial was completed from the
State of Iowa to the City as part of the Southwest Arterial project. As part of the roadway
transfer, the Iowa DOT has issued a state of good repair payment to the City in the amount
of $5,672,000 to complete pavement rehabilitation and reconstruction of the Northwest
Arterial from US20 to Central Ave / IA3.
The project work limits for the Northwest Arterial - State of Good Repair will be from US20
to John F. Kennedy Road, and will include pavement rehabilitation of the southbound
lanes, reconstruction of the northbound lanes, and the reconstruction of both the
Pennsylvania Ave. and Asbury Rd. intersections.
In August 2019, the City was awarded an Iowa DOT Traffic Safety Improvement Program
(TSIP) Grant to assist with the construction to extend the existing eastbound left -turn lane
on Northwest Arterial at John F. Kennedy Road. Northwest Arterial — State of Good Repair
Project will include this left turn lane improvement that will extend the existing eastbound
Northwest Arterial dedicated left turn lane onto JFK Road to an approximate 400' storage
length.
The Northwest Arterial — State of Good Repair Project was packaged and bid as part of
Dubuque County's John Deere Road Build project, which was let on April 19, 2022,
through the Iowa DOT in Ames.
The City Portion of the Overall Project, the NW Arterial project accounts for
$8,541,861.54 of the overall $14,416,742.87 bid which is 4.5% higher than the
estimate of probable cost. The increase costs correlate with the overall price increases
nation-wide for materials, labor and equipment with the most significant increases being
related to items impacted by high oil and fuel prices. The Iowa DOT Price Trend Index for
Iowa Highway Construction documents an overall 31.8% increase in bid prices received
in the 1st quarter of 2022 when compared to the average prices seen throughout 2021.
To cover the additional project costs, staff is proposing to increase the DMATS STBG
SWAP funding allocation by an additional $400,000. The additional SWAP funding will
come from anticipated savings from the North Cascade Road Reconstruction Phase 1
Project. Once the North Cascade Road Reconstruction Project is closed out, the
remaining balance of SWAP funding will be reprogrammed through the DMATS STIP and
transferred to the Northwest Arterial project.
I concur with the recommendation and respectfully request Mayor and City Council
approval.

The purpose of this memorandum is to provide the City Council with information related
to the recommended concurrence for Dubuque County to award the public improvement
construction contract for the Northwest Arterial - State of Good Repair Project from US20
to John F. Kennedy Road, Iowa DOT Project No. STBG-SWAP-2100 (702)--SG-31.
BACKGROUND
Dubuque County was awarded a BUILD Grant to make capacity and safety improvements
to John Deere Road. The Northwest Arterial - State of Good Repair Project was added to
the BUILD grant project because it is a critical freight route that connects to South John
Deere Road. The Northwest Arterial - State of Good Repair Project will provide the non-
federal local match to the Dubuque County BUILD Grant.
The Northwest Arterial project was originally anticipated to be completed by the Iowa
DOT, however as part of the executed Transfer of Jurisdiction Agreement (TOJ), the City
agreed to be the lead local agency responsible for completing the Northwest Arterial -
State of Good Repair improvements.
Effective January 29, 2021, the TOJ of the Northwest Arterial was completed from the
State of Iowa to the City as part of the Southwest Arterial project. As part of the roadway
transfer, the Iowa DOT has issued a state of good repair payment to the City in the amount
of $5,672,000 to complete pavement rehabilitation and reconstruction of the Northwest
Arterial from US20 to Central Ave / IA3.
DISCUSSION
The project work limits for the Northwest Arterial - State of Good Repair will be from US20
to John F. Kennedy Road, and will include pavement rehabilitation of the southbound
lanes, reconstruction of the northbound lanes, and the reconstruction of both the
Pennsylvania Ave. and Asbury Rd. intersections.
The work on the southbound lanes will include 4 ft. wide asphalt shoulders and 1.5-inch
milling and resurfacing with an asphalt overlay. The work on the northbound lanes will
include the removal of the existing concrete pavement, excavation for new stone base,
installation of pavement subdrains, new 12-inch stone base and new 13.5-inch asphalt
pavement. The Pennsylvania Ave. intersection will be fully reconstructed with asphalt
pavement and the east half of the Asbury Rd. intersection will be reconstructed with
asphalt pavement.
In August 2019, the City was awarded an Iowa DOT Traffic Safety Improvement Program
(TSIP) Grant (Iowa DOT Project No. CS-TSF-2100 (700)--85-31) to assist with the
construction to extend the existing eastbound left -turn lane on Northwest Arterial at John
F. Kennedy Road. Northwest Arterial — State of Good Repair Project will include this left
turn lane improvement that will extend the existing eastbound Northwest Arterial
dedicated left turn lane onto JFK Road to an approximate 400' storage length.

PUBLIC OUTREACH — COORDINATION
Once the City and Dubuque County has a signed contract and knows the Contractor's
proposed schedule for the project, we will reach out to local businesses along the corridor
and to the Dubuque Community School District. The project will also utilize digital
message signs to inform the traveling public in advance of construction.

The project construction schedule has been developed in a manner which allows for the
safety of the traveling public and contractor as well as provides multiple construction
phases to reduce traffic delay and minimize impact to schools and businesses through
the corridor. The first phase of the project will require the contractor to complete the
Pennsylvania and Asbury intersection reconstruction work before school starts in August
of 2022. The pavement rehabilitation of the southbound lanes requires the contractor to
work at night between 7 pm and 7 am.
Due to the magnitude and scope of the work, and the multiple construction sequencing
stages required to maintain traffic flow through the NW Arterial corridor, the project will
not be to be fully completed this construction season. The contract specified completion
date is August 18, 2023.
CENTRAL AVENUE / WHITE STREET TRUCK ROUTE
Prior to the TOJ of the Northwest Arterial from the State of Iowa to the City and the re -
designation and rerouting of US52, the city ordinance regulating commercial motor
vehicles was amended to allow motor trucks to continue to use the Central Avenue and
White Street corridor as an authorized truck route through December 31, 2022. This date
was established prior to the full scope of work was known for the Northwest Arterial -
State of Good Repair Project, which now has a completion date of August 2023.
City staff will be meeting to discuss the Central Avenue and White Street corridor and if
the city ordinance regulating commercial motor vehicles will need to be amended to
accommodate the Northwest Arterial project extending into 2023.
BID RESULTS
Bids were received on the project by the Iowa Department of Transportation on April 19,
2022 in Ames. Pirc-Tobin Construction, Inc., of Alburnett, IA submitted the low bid in the
amount of $14,416,742.87 for the overall project which includes the City Northwest
Arterial Project and the County John Deere Build Grant projects. A summary of the bid

RECOMMENDATION
I recommend that City Council concur with the Dubuque County Board of Supervisors

County — City of Dubuque Intergovernmental 28E Agreement for the "Improving the
Northwest Arterial / John Deere Road Corridor for Freight Mobility" and that the project
be awarded to Pirc-Tobin Construction, Inc., of Alburnett, IA, in the amount of
$14,416,742.87, subject to Dubuque County and Iowa DOT concurrence and approval of
award.

ROAD CORRIDOR FOR FREIGHT MOBILITY" PROJECT
Whereas, said sealed proposals were opened and read by the Iowa Department
of Transportation on the 1gth day of April 2022 and it has been determined that Pirc-Tobin
Construction, Inc. of Alburnett, IA, with a bid in the amount of $14,416,742.87 is the lowest
responsive, responsible bidder for the Project.
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF DUBUQUE, IOWA:
That the City concurs with Dubuque County Board of Supervisors awarding the
public improvement contract for the 'Improving the Northwest Arterial / John Deere Road
Corridor for Freight Mobility" Project to Pirc-Tobin Construction, Inc. subject to Dubuque
County and Iowa Department of Transportation concurrence and approval of award, and
recommend that Dubuque County execute a Public Improvement Construction Contract
on behalf of the City per the terms of the Intergovernmental 28E Agreement signed on
April 25, 2022 between County and the City for the Funding, Administration, and
Implementation of Northwest Arterial / John Deere Road Project.
