Van Milligen City Manager FR: Jeremy Jensen Chief of Police MEMORANDUM April 29,2022 RE: FFY 2023 Iowa Governor's Traffic Safety Bureau (GTSB) Grant Funds INTRODUCTION: The purpose of this memorandum is to request City Council consideration for the approval of the FFY 2023 Iowa Department of Public Safety, Governor's Traffic Safety Bureau Grant funds. BACKGROUND: Each state is required to have a highway safety program directed by guidelines of the National Highway Traffic Safety Administration (NHTSA). The Iowa Governor's Traffic Safety Bureau (GTSB) is a subdivision of the Iowa Department of Public Safety and fulfills this requirement. The GTSB administers the State of Iowa's allocation of federal highway safety funds. The mission of the GTSB is to identify traffic safety issues and, through partnerships with city, county, state, and local organizations, develop and implement strategies to reduce deaths and injuries on Iowa's roadways using federally - funded grants to improve traffic safety in the State of Iowa. Each year, the Dubuque Police Department participates with the Iowa Department of Public Safety, Governor's Traffic Safety Bureau (GTSB) to obtain funds used to support traffic enforcement. The department completed an application earlier this year, outlining their intentions for the funds. Again this year, the Dubuque Police Department received funding. The one-year award is $16,950.00, with no match. The grant funding period is 10/01/22 — 9/30/23. The funds will be used to support traffic related overtime enforcement ($6,000), overtime related to impaired driving enforcement ($6,000), one (1) in -car video camera system ($4,500) and one (1) preliminary breath test devices, also known as a PBT ($450). 1 RECOMMENDATION: The Dubuque Police Department will receive funding in support of traffic enforcement activities in the amount of $16,950. 1 recommend City Council accept the award amount. Bayens Commissioner The Governor's Traffic Safety Bureau is pleased to notify you that your agency's application for federal highway safety funding has been accepted. A contract between our bureau and your agency will be effective October 1, 2022, through September 30, 2023. Pending the National Highway Traffic Safety Administration's approval of GTSB's Highway Safety Plan, your agency will receive funding as follows: Total Contract Amount $ 16,950 Overtime for General Enforcement $ 6,000 In -car Video Camera $ 4,500 Overtime for Impaired Enforcement $ 6,000 PBT $ 450 Please use this contract award information when planning your own upcoming budgets, especially for the purchase of equipment. Equipment must be received by July 31, 2023 and we hope this notification allows ample time to meet this deadline. In most cases, overtime has been allocated for both general and impaired enforcement. The type of overtime used will be based on the focus of the enforcement. Equipment cannot be ordered until your agency has an effective contract signed by both parties, which is expected to be October 1, 2022. Our office encourages you to order equipment early in the contract year to maximize the benefit of your purchase. Prior to purchase, a quote must be submitted and approved for equipment having a purchase price over $4,000 prior to purchase.
