Ware, Leisure Services Manager Dubuque I� 20D7.2012QG13 2017*2019 SUBJECT: Recreation Division Seasonal Staffing Update Related to Positions with Approved Recent Wage Adjustment DATE: May 10, 2022 INTRODUCTION The purpose of this memorandum is to provide an update on the seasonal staffing numbers for the Recreation Division related to positions with approved wage adjustment. 1_T91201:19111 z I C, At the May 2, 2022 City Council meeting, the Council approved wage increases for the lifeguards, pool managers and playground/afterschool staff. The purpose of this wage increase is to potentially attract additional staff for the 2022 summer season as well as provide incentive for this season's staff to return in 2023. At the time of the memo to Council dated the morning of April 28, 2022, the Recreation Division was at 53% of the staffing levels needed to offer the full complement of services this summer. The majority of this low percentage was due to the lack of staffing in both pools and playgrounds. These low staffing levels have resulted in the initial reduction to services with the plan to open 1 pool until staffing levels are sufficient to open June 3, 2022 as well as a reduction in playground sites. Since the May 2, 2022 Council meeting, Recreation Division staff have been working with the Human Resources Department staff to update current wages for the After School staff as well as offer letters to notify new lifeguard and playground staff of the wage increase. Staff has also worked directly with the Public Information Office to inform the community of these wage increases through press releases, social media posts and paid advertising. April 28, 2022, there were 24 applicants in the process with a need for 30-35 lifeguards needed to effectively operate Flora Pool. There are currently 26 lifeguard applicants hired to work this summer. There are an additional three (3) applicants in the interview process now. Since the Council approved the wage increase on May 2, 2022, there have been an additional 8 applications received for lifeguard positions to date. All 8 applicants have been contacted for interviews as well as provided additional information about the training and responsibilities. To date, staff has only heard back from 2 of the 8 applicants which are included in the above 3 pending for interviews. There has been a proportionately higher increase in the recruitment of playground staff. Applications have increased from 20 on April 28., 2022 to 37 to date. Of these 37 applicants, 18 are currently in the onboarding process. This is up from 12 since the last report. If this trend continues, it is very possible that this service may meet or exceed the needed staffing amount of 24 by the start of the program in June. In addition to the continued recruitment for this summer staff will be working directly with the JULE to market the swim shuttle and make sure that the community clearly knows their transportation options if Sutton Pool remains closed. Staff has also begun the process to develop a recruitment plan for next summer. This will include continued conversations with local partners like the School District, new marketing strategies and retention efforts. ACTION REQUESTED The memo is for information purposed only.
