BACKGROUND
The City Council identified the Four Mounds HEART Program as a top priority, assisting
in the efforts to update housing stock in the Downtown Urban Renewal District and
beyond. HEART has a long history of engaging at -risk and disconnected youth to assist
the City's neighborhood revitalization efforts. Participants have the opportunity to
receive training and certifications in construction, financial literacy, CPR/First Aid, Lead
Paint Certification, safety and tool use.
DISCUSSION
The Housing and Community Development Department has a City -owned property
located at 821 Garfield Avenue that they would like to partner with Four Mounds HEART
Program to rehabilitate the property with the Youth Program. The City will provide funds
for labor and materials using existing Residential Rehabilitation Program funds and
Housing Tax Increment Financing.
The property has a large backyard area, that makes it easy for the Youth Program to
stage equipment and have an outdoor space for learning. The inside of the property is
open with larger rooms and hallways, making it a great property to teach hands-on and
monitor the safety of participants.
RECOMMENDATION
I respectfully request the City Council approve supporting the HEART Program by
executing a contract for the rehabilitation of 821 Garfield in the amount of $282,700.

RESOLUTION NO. 192-22
APPROVING A CONTRACT WITH FOUR MOUNDS FOUNDATION/HEART
PROGRAM FOR THE REHABILITATION OF 821 GARFIELD AVENUE
WHEREAS, the City of Dubuque and Four Mounds Foundation / HEART Program
wish to enter into a contract for the rehabilitation of 821 Garfield: and
WHEREAS, The City of Dubuque partners with the HEART Program to help teach
youth trade skills and keep them on path to graduate high school; and
WHEREAS, the contract will allocate $282,700 to the rehabilitation of 821 Garfield
that will then be sold to a low -moderate income person/family.
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF DUBUQUE, IOWA, AS FOLLOWS:
Section 1. The City Council approves the contract with Four Mounds Foundation /
HEART Program for the rehabilitation of 821 Garfield.
Section 2. The City Council authorizes the City Manager or the City Manager's
designee to execute and manage the agreement and act in accordance with the terms of
the agreement.
