AIRPORT COMMISSION MINUTES
Commissioner Brotherton moved to approve the minutes of the March 22, 2022, meeting,
and Commissioner Clemenson seconded the motion. This motion passed unanimously.
OLD BUSINESS
01. REVIEW AIRPORT STATISTICS
Fuel costs are continuing to increase which is reflected in increased revenues
received. The Airport was notified by Sun Country Airlines that all charters have
been furloughed until the fall of 2022 due to a pilot and hotel staff shortage. While
comparing statistics for passenger enplanements and aircraft operations, it was
noted that in mid -March 2020 the numbers took a huge dip due to the start of the
Pandemic.

ACTION ITEMS
02. AIRPORT COMMISSION MEMBERSHIP
Commissioner Blocker made a motion to accept the Airport Commission
membership letter to be submitted to the Mayor and City Manager regarding Airport
Commission membership requirements. Commissioner Clemenson seconded the
motion.
The Airport Commission is requesting a change of Commission membership
requirements. The current language states: The commission comprises five (5)
residents of the city, appointed by Council. Requested amended language: The
commission comprises five (5) residents; up to two (2) of whom reside in Dubuque
County and the remainder who reside in the city of Dubuque.
If accepted as an agenda item, it would be an action item to discuss an ordinance
amendment to change City code. This item would need three readings, but these
readings could be waived if six of the seven Council members approve. The final
reading would need four of the seven Council members to approve of the change.
Anyone can speak at the City Council meeting during the Public Input section of the
agenda regarding this item.
During discussion, Commissioner Brotherton commented that the Commission
would be stronger as a regional airport with representation outside of the city of
Dubuque. Commissioner Kurtz Weber said that "we are asking to move from city of
Dubuque regulations to State of Iowa regulations with representation of up to two
representatives from outside the city of Dubuque." "It doesn't require us to have two
outside representatives but allows us to have up to two from the county."
The motion passed unanimously.
03. IOWA COMMERCIAL AVIATION INFRASTRUCTURE FUNDS (ICAIF)
RESOLUTION
The Iowa Commercial Aviation Infrastructure Funds being administered by the Iowa
DOT will be made possible with allocations through Federal American Rescue Plan
State Fiscal Recovery Funds. A total of $100 million is being offered through
reimbursable grants to the eight public -owned commercial service airports in Iowa,
as identified in the 2020 Iowa Aviation System Plan. A Commission sub -committee
of Brotherton and Blocker reviewed the program and recommended the funds be
used for hangar construction.
Commissioner Brotherton made a motion to approve Resolution No. A800-1-2022
for Endorsement of Iowa Commercial Aviation Infrastructure Funding (ICAIF)
Program Application for Dubuque Regional Airport Commission. Commissioner
Blocker seconded the motion. The motion passed unanimously.
04. IDOT AIR SERVICE DEVELOPMENT GRANT APPLICATION RESOLUTION
The FY2023 Iowa Air Service Development (ASD) program provides funding to
assist commercial airport activities aimed at sustaining and improving airline service
and commuter operations through a variety of targeted activities. Goals of the
program are to maintain air service levels, improve air service options, increase
competition, and lower air fares for Iowa air travelers.
Commissioner Clemenson made a motion to approve Resolution No. A900-1-2022
for Endorsement of Iowa Department of Transportation Air Service Development
Application for the Dubuque Regional Airport Commission. Commissioner
Brotherton seconded the motion. This motion passed unanimously.
05. BOARDS AND COMMISSIONS CITY COUNCIL INITIATIVES
Commissioner Blocker motioned to approve the board and commission successes
for 2021 — 2022 for submission for City Council goal setting this summer.
Commissioner Clemenson seconded the motion. This motion passed unanimously.
DISCUSSION
06. AIRPORT PROJECTS UPDATE
Airport Director Dalsing gave an update on the Run the Runway event held on April
9tn There were nearly 200 participants and staff in attendance for this event. Other
events coming up include the triennial live fire drill that will be held on April 19t"
Julien Dubuque International Film Festival to be held April 20th — 241n and Honor
Flights on May 23rd and 24tn
The FlyDbg1st campaign will be promoted by the Airport Director and Dubuque
Chamber Director through meetings with local chambers of commerce in Platteville,
Galena and Dyersville, Dubuque County Board of Supervisors, and Voices of the
Tri-States.
The Airport is nearing the end of our five-year engineering retainer. This is required
by the FAA and the company selected must be submitted to them for approval.
Chairperson Phillips and Commissioner Clemenson volunteered to serve on a sub
committee for the engineering retainer process.

The next scheduled Commission meeting tentative date is May 24, 2022, at 4.00 p.m.
Commissioner Blocker moved to adjourn the meeting and the motion was seconded by
Commissioner Clemenson. This motion passed unanimously.
