The City of Dubuque Zoning Advisory Commission has reviewed the above-cited
request. The application, staff report and related materials are attached for your review.
Discussion
The applicant Spoke in favor of the request, reviewing with the Commission the type of
uses planned for this property. Staff reviewed the surrounding land uses that include
the Stout House, Masonic Temple, offices and multi-family residences.
The Zoning Advisory Commission discussed the request, noting that the former use of
the property as a funeral home often resulted in large numbers of people parking on
surrounding streets during visitation hours. The Commission noted that the applicant's
proposal would tend to be less intense in terms of on-street parking demand.
Recommendation
By a vote of 7 to 0, the Zoning Advisory Commission recommends that the City Council
approve the request.
A simple majority vote is needed for the City Council to approve the request.

NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF
DUBUQUE, IOWA:
Section 1. That Appendix A (the Zoning Ordinance) of the City of Dubuque Code
of Ordinances is hereby amended by reclassifying the hereinalter described property
from OR Office High Density Multi-Family Residential District to OC Office Commercial
Distr'ml:, to wit:
N50' - S 1/2 City Lot 661, S 7.7' - N 1/2 - City Lot 661, and to the centerline
line of the adjoining public right-of-way, all in the City of DubuqUe, Iowa,
Section 2. The foregoing amendment has heretofore been reviewed by the
Zoning Advisory Commission of the City of Dubuque, Iowa.
Section 3, This ordinance shall take effect immediately upon publication as provided by law.

Dear Sir/Madam:
As we have mentioned to your department, we are applying for cond, tional
use permits for our property at 1145 Locust (which will be known as The
Fanny Stout House"). We purchased the property as our primary
residence. We have plans to use a portion of the house for other
purposes, which include:
· Victorian Progressive Dinner, hosted by the Dubuque Historical
Society. We will be serving the dessert course. This will involve
seating up to 55 oeople.
· Host occasional special events"such as wedding anniversaries,
corporate sales meetings office Christmas parties, etc. we might
provide some food or refreshments, or have items catered in.
· In the future, the house may be used as a B&B.
Per our conversation with Guy Hemingway, we are providing the following
information for your use in determining the number of parking credits.
1. The funeral home used most of the main floor for viewing, which
according to the assessors' sheet shows 2,162 square feet.
2. The funeral home utilized about 1,000 square feet of the basement for
coffin displays and sales.
3. The staff load for a large funeral was about 788 persons. '
4. We own a detached parking lot, with 16 market spaces and room for 4
more (unmarked) at 12 Street and Bluff. We also have a t,485
square foot garage, with an adjacent ddve. We would not !ike to -.
include the garage and ddve in the calculations because we intend to
tear down the funeral home garage and re-convert the space to a
courtyard and lawn.
5. Our proposed use for the house will result in a much less "dense" use
of the available space. Funerals can involve anywhere from 10-2,500
visitors, most of whom drive separately. Our largest event may be 100
persons, for an event such as a wedding anniversary. Our target size
group will be from 20-75 persons.
We are talking with the adjacent Masonic Temple about a cooperative
"co-use" of our two lots, so that we can each benefit from the parking
available. I am a member of one of the lodges, and a Past Master of
that same lodge.
A final point for the commission to consider is the importance of finding
appropriate adaptive reuses for properties of this type. This particular
building is one of the most significant Victorian structures in Dubuque,
and as such it is necessary to preserve it for future generations. We
feel that our proposed use wilt allow us to restore the home to a high
level, while still making it a functional and viable asset for use by
citizens of Dubuque.

The Fanny Stout House
DesCription
Described as a "frenzy" of architectural styles the Fanny Stout House is
considered by many to be the most Ornate example of Victorian
architecture in Dubuque. It was built in 1892 by lumber baron Henry Stout
as a wedding gift for his daughter Fanny. The entryway is a tour de force
of elaborate woodwork beams and wainscot, highlighted by an equally
stunning staircase with a 2-story high stained glass window. The parlor
and library boast marble and onyx fireplaces with embellishments such as
lion's head inserts. The HoUse has several marble bathrooms with original
nickel hardware, and heated floors. Guests are pampered in a massive
36-ft. long dining room with ornate stained glass windows and a massive
carved fireplace with lion's head motif.

Property History: The residence was built in 1895 as a large single-family home. The
residence was one of three properties on the block. The first was the Stout House,
which was built as a single-family home directly south of the subject property; and the
second was the Masonic Temple, which was built directly north of the subject property.
The subject residence then was converted to Egelhoff-Casper Funeral Home in the
1960's and is currently vacant. The property was originally zoned residential but was
rezoned to office/residential in the 1970's because the character of the neighborhood
had changed with the addition of the funeral home, library, union hall and other office
uses in addition to single and multi-family residences.
Physical Characteristics: The subject structure is a 5,800 square foot building on a
level, 9,500 square foot through lot. The lot has frontage on Bluff Street, which allows
one way traffic south, and on Locust Street which allows one way traffic north. There is
metered parking on all streets surrounding the subject property.
Concurrence with Comprehensive Plan: The Comprehensive Plan makes no
recommendations for this property.
Impact of Request on:
Utilities: Adequate utilities are in place and the conversion of the property from a
funeral home to a bed & breakfast/restaurant should have very limited impact on
them.
Traffic PattemslCounts: The 1997 Iowa Department of Transportation Traffic
Counts indicate 5,200 vehicle trips per day on Locust Street two blocks north of the
subject property. Many of the permitted uses in an OC district tend to be Iow

intensity retail uses that do not generate high volumes of traffic. Specifically, a bed
& breakfastJrestaurant would generate sporadic traffic generally in the evenings
after peak traffic periods.
Public Services: The proposed rezoning would have very limited impact on pUblic
services.
Environment: Because this is a highly urbanized, fully built environment, the
proposed rezoning should have limited impact.
Adjacent Properties: This is a densely developed highly mixed use area and the
activities generated by an OC property should be compatible with the existing land
uses.
CIP Investments: The proposal should have very limited impact on CIP
investments.
Staff Analysis: The applicants are proposing to rezone the property at 1145 Locust
Street from OR Office Residential zoning district to OC Office Commercial zoning
district. The property is the former Egelhoff-Casper Funeral Home, which is a 5,800
square foot building on a 9,500 square foot lot. The adjacent properties are zoned OR
and R-4 and consist of single and multi-family residential uses, a union hall, Masonic
Temple, Stout House residence and offices, Carnegie-Stout Public Library and St. Mark
Community Center. There is an 18-space parking lot associated with the property that
is located approximately 85 feet from the back of the structure in an R-4 diStrict at thei
southeast corner of 12th and Bluff Streets. There are 26 permitted uSes in an OC
District which include single and multi-family residential, general offices, and Iow
intensity commercial uses. The specific use proposed for this property is a bed &
breakfastJrestaurant, which also will serve as a reception hall. The proposed use, and
most uses permitted in the OC District, will be of a similar nature and intensity to the
former funeral home and to the surrounding office, reception hall and multi-family uses.
Staff recommends that the Commission review Section 6-1.1 of the Zoning Ordinance
that establishes standards for reviewing rezoning requests.
