Van Milligen, City Manager Laura Carstens, Planning Services Manager SUBJECT: Correction to Ordinance Rescinding Moratorium on Off-Premise Signs On January 15, 2001, the City Council establiShed a moratorium on the issuance of permits for off-premise signs while the Zoning Advisory Commission considered a text amendment to the zoning regulations for these signs. On April 16, 2001, the City Council reviewed the recommendations of the Zoning Advisory Commission, and then adopted new zoning regulations for off-premise signs. The Planning Services staff then recommended rescinding the permit moratorium because the City Council had established new sign regulations. On May 7, 2001, the City Council adopted an ordinance rescinding the moratorium on off-premise sign permits. Due to a typographical error later discovered in the version of the ordinance that was included in the City Council packets, this memo transmits a revised ordinance to rescind the moratorium. I recommend that the City Council adopt the revised ordinance, which is attached, rescinding the permit moratorium for off-premise signs. Whereas, due to City Council action on the application by Lamat Outdoor Advertising for a text amendment to the Zoning Ordinance regulations pertaining to increasing the minimum spacing of off- premise signs, there is no longer any need for the moratorium on the issuance of permits for Off- premise signs; and Whereas, the issuance of permits for off-premise signs can now proceed. NOW THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF DUBUQUE, IOWA: Section 1. Chapter 3 (Advertising) of the City of Dubuque Code of Ordinances is hereby amended by deleting Section 3-43 (f) Moratorium on issuance of permits for off-premise signs. Section 2.
