SUBJECT: Update on the Economic Development Department Implementation of Safe
Community Task Force Recommendations

INTRODUCTION
The purpose of this memorandum is to inform the City Council of the Economic Development,
Transit and Parking Department's action plan based on the adopted recommendations from the
Safe Communities Task Force.
BACKGROUND
On January 28, 2010 the City Council received the first round of recommendations from the
Safe Community Task Force. A second round of recommendations was received at the July 19,
2010 council meeting.
Economic Development
One of the Task Force recommendations suggested that the City not allow property owners to
receive incentives or funding unless all of their other properties within the City are in compliance
with the City Code or the owner is actively working towards compliance.
The Economic Development Department has several financial assistance programs available to
property owners. These programs would be a logical first place to begin implementation of this
recommendation.
The first program to be placed under this recommendation was the second round of the
Downtown Housing Incentive program. This program received 9 applications for assistance. As
a follow up to each application, every property owner was required to complete the attached
Certification Form. This form is then distributed to each department that oversees compliance
with City Codes. The various departments then let our department know if any properties
identified have any code issues and whether the property owner is actively working to get the
property back into compliance.
The implementation of this recommendation helps to advance the City's sustainability initiative.
Encouraging compliance of City Codes improves the Social /Cultural Vibrancy component in two
ways. First, helping to ensure safe buildings in the community improves the livability for
residents. Second, buildings with code deficiencies are encouraged to be improved, making
more quality options for housing and business. This improves the equitability within the City.
Parking
The Parking Department is currently reevaluating and upgrading the lighting in all of our parking
ramps. Where necessary, the parking ramp lighting will be modified to provide more efficient
and better lighting. The City is also analyzing the need to add security cameras in and around
the parking structures. The Parking Department will be providing additional training for
employees to make them more cognisant of potential issues and to prepare them to better
handle situations that could be confrontational.
Transit
Transit is currently in the process of ordering security cameras for fixed route buses. This
department will also be working with the RTA and the Dubuque Community Schools to
coordinate driver training programs. The training is designed to focus on the development of
appropriate professional relationships with passengers by providing quality customer service in
order to help reduce the number of incidents (e.g. problem behaviors) on the bus and /or
minimize potential safety issues. In addition, drivers will be trained to offer additional sets of
eyes and ears to the community by reporting unusual activities in the neighborhoods the buses
travel in and potential traffic hazards.
Employees from all three departments to participate and put into practice ICC trainings.
