Van Milligen, City Manager Municipal Parking Lot #1 (9th & Iowa Street) Acting Economic Development Director Pam Myhre is recommending that 30 spaces in Municipal Parking Lot #1 be converted from metered to reserved parking. This lot has 129 spaces with a 50%-60% vacancy rate. Fifteen businesses in the area favor the change. I concur with the recommendation and respectfully request Mayor and City Council approval. Van Milligen, City Manager From: Pamela Myhre, Acting Community Development Director Re: Municipal Parking Lot (9th & Iowa Streets) Introduction The purpose of this memorandum is to provide information regarding the usage of municipal parking lot #1 and to propose converting this lot from an all-metered lot to a metered and reserved parking lot. Background Municipal parking lot #1 is located on the corner of 9th and Iowa Streets adjacent to City of Dubuque Fire Headquarters. This lot has 129 long-term metered spaces and has primarily been used for parking by downtown employees in the area. Several items have impacted occupancy levels in this lot including: expansion of the Fifth Street ramp, reduction in Alliant Energy employment levels and the expansion of a private, monthly surface lot next to municipal lot #1. Based upon this information, the Parking Division conducted stall audits of lot #1 to determine the average vacancy rate. Recent audits indicate that, on average, this lot had a 50 - 60% vacancy, thus impacting the lot revenue collections. Discussion In response to this matter, Parking System Supervisor Cindy Steinhauser met with Dan LoBianco, executive director of Dubuque Main Street Ltd. to discuss the possibility of converting some of this lot to a reserved lot similar to the City's municipal lot on 5th Street (next to Ecumenical Towers). On November 30, 2000, a letter was sent to businesses in the area to solicit their opinion of the conversion of this lot from metered to reserved. A copy of the letter is attached along with a list of businesses that were sent this letter. Of these businesses, 15 responded to our letter and were in favor of the proposal and requested to be put on the waiting list. Included on the waiting list are a total of eight parking spaces for Fire Headquarters. These spaces will be rented to the Fire Department at the same rate as the general public and will be shared on a rotation basis by 24 fire fighters for use during their shift. Based upon the feedback received, the Parking System Supervisor proposes that we convert 30 of the 129 spaces to monthly reserved parking. These spaces would rent at a rate of $25 per stall per month and the lot would be enforced Monday - Friday 6 a.m. to 6 p.m. similar to our other reserved lots. Once this change is implemented, individuals who have already requested a parking space will fill 25 of the 30 spaces. This change would increase the amount of revenue collected from this site. Lastly, this change would allow 99 long-term metered spaces to be used by downtown employees for daily parking. Of the 99 long-term metered spaces remaining, on average 30 - 35 spaces are vacant and would available to meet residential parking needs for the Iowa Inn housing project. Input from the developers of the Iowa Inn indicated a need for up to 25 spaces for residential parking. Recommendation I recommend that the City Council adopt the attached ordinance authorizing the use of municipal lot #1 as a metered and reserved parking lot. Prepared by: Cindy Steinhauser, Parking System Supervisor ORDINANCE NO. 32-01 AN ORDINANCE AMENDING THE CITY OF DUBUQUE CODE OF ORDINANCES SECTION 32-314 ESTABLISHING METERS - TIME AND FEE SCHEDULE FOR MUNICIPAL LOTS BY ADDING A NEW PARAGRAPH 7 ESTABLISHING THE METER TIME AND FEE SCHEDULE FOR MUNICIPAL LOT #1. NOW, THEREFORE BE IT ORDAINED BY THE CITY COUNCIL OF DUBUQUE, IOWA: Section 1. Section 32-314 of the City of Dubuque Code of Ordinance is amended by adding the following: (7) On Parking Lot No. 1, reserved parking for each space for the thirty (30) parking spaces for which parking meters have not been installed shall be rented through a lease agreement approved by City Council. Reserved parking for non-metered spaces shall be between the hours of six o'clock (6:00) A.M. and six o'clock (6:00) P.M. daily, excluding Saturdays, Sundays and holidays at a monthly rote of twenty-five dollars ($25.00), payable each month.
