INTRODUCTION
This memorandum presents for City Council approval a First Amendment to a downtown
rehabilitation Grant Agreement for physical improvements at the Dubuque Dream Center
facility at 1600 White Street.
BACKGROUND
In August 2019, at the annual goal setting process, the Mayor and City Council selected
the Dubuque Dream Center as a Top Priority. City staff met with Dubuque Dream Center
Executive Director Robert Kimble to learn about any barriers to the continued success of
the Dubuque Dream Center. One of the most significant barriers is operational funding.
In the Fiscal Year 2021 Economic Development Department budget, there was a
recommendation to provide $40,000 per year to provide operational support to the
Dubuque Dream Center. That amount has since been increased to $60,000 beginning in
FY2023 in light of the continued quality services the Dubuque Dream Center provides to
the community.
Mr. Kimble described that in routine delivery of services to the almost 200 families who
are engaged in "In Your Life Mentoring," the legal definition of childcare services is met,
qualifying Dubuque Dream Center families for State of Iowa childcare financial
assistance. The obstacle to the Dubuque Dream Center receiving such funding was that
the facility did not meet the State of Iowa childcare facility guidelines, including not having
certain building amenities nor adequate green space.
The Dubuque Dream Center identified a $636,000 capital improvement project to be
completed over two years that has led to the Dubuque Dream Center qualifying for
significant operating revenues from childcare services. The Dubuque Dream Center had
identified $360,000 in resources for this project, $276,000 short of full funding.
The Mayor and City Council had budgeted $200,000 a year beginning in FY2020 to assist
downtown non-profit organizations with building renovations related to Americans with
Disabilities Act (ADA) improvements and for weatherization, alternative energy, and
energy efficiencies. The improvements needed for the Dubuque Dream Center's existing
facility and the creation of green space meet the general intent of the funding and as well
as this City Council priority. FY2020 and FY2021 funds from this program were approved
by City Council to be committed to this project through a Grant Agreement in an amount
of $276,000.
DISCUSSION
The COVID-19 pandemic has caused supply chain issues and cost overruns for many
projects across the nation, including this one. The Dubuque Dream Center has requested
an additional $11 ,280 in funding to support the final step in the project of installing turf for
the needed green space. City Economic Development downtown grant funding (CIP
2411942) has been identified to cover this cost.
The attached First Amendment to the Grant Agreement provides for an additional $11,280
in funds for the project. No other changes have been made to the Agreement.
RECOMMENDATION/ ACTION STEP
I respectfully recommend that the Mayor and City Council approve the attached First
Amendment to Grant Agreement providing for an additional $11,280 for physical
improvements at the Dubuque Dream Center facility at 1600 White Street.

RESOLUTION NO. 209-22
APPROVING THE FIRST AMENDMENT TO GRANT AGREEMENT BETWEEN THE
CITY OF DUBUQUE, IOWA AND DUBUQUE DREAM CENTER, INC.
WHEREAS, the City of Dubuque (City) and Dubuque Dream Center, Inc. (Grant
Recipient) previously entered into a Grant Agreement dated July 6, 2020 for the
renovation and rehabilitation of a building located at 1600 White Street in the City of
Dubuque, Iowa (the Project); and
WHEREAS, City and Grant Recipient desire to amend the Grant Agreement as set
forth in the attached First Amendment to Grant Agreement.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF DUBUQUE, IOWA:
Section 1. That the First Amendment to Grant Agreement between the City of
Dubuque, Iowa and Dubuque Dream Center, Inc., a copy of which is attached hereto, is
hereby approved.
Section 2. That the Mayor is hereby authorized and directed to execute the First
Amendment to Grant Agreement on behalf of the City of Dubuque and the City Clerk is
authorized and directed to attest to his signature.
Section 3. That the City Manager is authorized to take such actions as are
necessary to comply with the terms of the First Amendment to Grant Agreement as herein
approved.

FIRST AMENDMENT
TO
GRANT AGREEMENT
BETWEEN
THE CITY OF DUBUQUE, IOWA
AND
DUBUQUE DREAM CENTER, INC.
This First Amendment to Grant Agreement, dated for reference purposes the
day of , 2022, is made and entered into by the City of Dubuque, Iowa,
a municipality (City), established pursuant to the Iowa Code and acting under
authorization of Iowa Code Chapter 403, as amended (the Urban Renewal Act), and
Dubuque Dream Center, Inc. ("Grant Recipient").
Whereas, City and Grant Recipient previously entered into a Grant Agreement
dated June 29, 2020 (the Grant Agreement); and
Whereas, City and Grant Recipient desire to amend the Grant Agreement as set
forth herein.
NOW THEREFORE, IN CONSIDERATION OF THE MUTUAL TERMS AND
COVENANTS CONTAINED HEREIN, CITY AND GRANT RECIPIENT AGREE AS
FOLLOWS:
1. Section 1.2 of the Grant Agreement is hereby amended to read as follows:
1.2. Completion of Minimum Improvements. Grant Recipient shall complete
construction of the Minimum Improvements by June 30, 2022 (The Completion Date).
The Completion Date may be extended upon request of Grant Recipient and consent of
City, which consent shall not be unreasonably withheld, for circumstances determined by
City to be beyond the control of Grant Recipient. City shall determine in its sole discretion
(following an inspection by City's Building Services Department and/or Housing &
Community Development Department, and/or Planning Department) when the Minimum
Improvements have been completed. In order to be considered completed, the Minimum
Improvements must be constructed in accordance with the terms of this Agreement.
2. Section 3.1 of the Grant Agreement is hereby amended to read as follows:
3.1. Downtown Rehabilitation Grant.
(1) City agrees to provide to Grant Recipient, on the terms and conditions set
forth herein, a Downtown Rehabilitation Grant (the "Grant") of Two Hundred
Seventy-Six Thousand Dollars ($276,000) as reimbursement for building
improvements described in Section 1.1 .
(2) City agrees to provide to Grant Recipient on the terms and conditions set
forth herein an additional Eleven Thousand Two Hundred Eighty Dollars

($11,280) as reimbursement for turf costs.
3. Except as modified herein, the Grant Agreement shall remain in full force
and effect.
