The total project cost in the application is $4,117,340. The local match needed is $759,260, accounting for 15.6% of the total. $383,182 is currently budgeted for bus replacement in the FY 2023 City Budget and Capital Improvement Program. BACKGROUND The Jule is applying for funds through the Federal Transit Administration's Low-Emission/No- Emission grant program. The Jule is seeking funds to purchase three 35-foot electric buses through Proterra, along with battery leasing, two charging stations, one year of onsite support and training, and solar panels for the rooftop of the Jule Operation and Training Center (JOTC). DISCUSSION The grant application requires The Jule to provide supporting documentation of local financial commitment and the capacity to administer the project. BUDGET IMPACTS The total project cost in the application is $4,117,340. The local match needed is $759,260, accounting for 15.6% of the total. $383,182 is currently budgeted for bus replacement in the FY 2023 City Budget and Capital Improvement Program. The additional local match amount of $376,078 will need to be budgeted in FY 2024. RECOMMENDATION/ACTION STEP It is recommended that the City Manager provide a signed Letter of Financial Commitment for the Jule's 2022 Low Emission/No Emission Program grant application. Washington D.C. 20590 Dear Secretary Buttigieg, This letter services as evidence of the City of Dubuque's financial commitment to the "Evolution to a Zero-Emission Transit System for an Equitable and Sustainable Dubuque" project that is proposed in The Jule's application to the Low or No Emission Grant Program 5339(c) and Bus and Bus Facilities Program 5339(b). As detailed in the project proposal, The Jule is requesting funds to secure safe and reliable vehicles with ramps to improve accessibility and on-time performance while investing in electric buses to reduce overall transit emissions. The Jule plans to purchase three electric buses, each with a 12-year battery lease, with two charging stations from Proterra along with a dedicated onsite field service technician for on-the-job training. The Jule also plans to purchase rooftop solar panels to be installed on the roof of the bus garage to help offset energy costs associated with electric bus charging. Dubuque's non-federal local match for this proposal is $759,260, which represents 16% of the project cost. $383,182 has been included in the City's Budget and Capital Improvement Program in fiscal year 2023. The additional $376,078 will be budgeted in fiscal year 2024. Additionally, this letter serves as evidence of the City of Dubuque's technical, legal, and financial capacity to deliver this project effectively. The Jule has successfully implemented two major FTA funded projects in recent years: the Intermodal Transportation Center and the Jule Operations and Training Center. The Jule also successfully stewards FTA operating funds on an annual basis. We are grateful for the opportunity afforded to our agency by this grant program.
