Introduction
This memorandum requests the City Council set a public hearing on July 5, 2022 at
6:30 p.m. for the Fiscal Year 2023 Annual Action Plan (Plan) for the use of Community
Development Block Grant funds.
Background
The City of Dubuque receives Community Development Block Grant (CDBG) funds on
an annual basis from the U.S. Department of Housing & Urban Development on an
entitlement basis. The City must use a public process to plan for, use, and evaluate the
impact of these federal resources in the community. The City prepares its Annual
Action Plan for the budget process each year based on the Entitlement funds received
during the previous fiscal year.
The projected formula allocation for FY23 to be adopted into the City's budget was
$1,102,197. In May 2022, the Department of Housing and Urban Development released
the formal allocations and the City of Dubuque will be receiving $1,050,482;
approximately 5% less of our initial projection. Therefore, the Annual Action Plan must
be amended to reflect this difference.
Discussion
Federal statute requires the City submit a balanced Plan to HUD. The reduction in
Entitlement funds and the adjustments made to the FY23 Annual Action Plan constitute
a substantial change, which is subject to public comment and public hearing. Changes
in the Plan impacting the City budget are reflected in Budget Amendment 1.
Recommendation
I respectfully request the City Council adopt the attached resolution setting a public
hearing for the City of Dubuque Community Development Block Grant Annual Action
Plan for inclusion in the City Budget on July 5, 2022 at 6:30 p.m.

A RESOLUTION SETTING A PUBLIC HEARING ON THE FISCAL YEAR 2023
(PROGRAM YEAR 2022) COMMUNITY DEVELOPMENT BLOCK GRANT (CDBG)
ANNUAL ACTION PLAN BUDGET
Whereas, the City of Dubuque has prepared a proposed Annual Action Plan for
the use of Community Development Block Grant funds for inclusion in the City Budget;
and
Whereas, the Federal Department of Housing and Urban Development has
released the allocation of funds and requires a balanced plan to be submitted; and
Whereas, the City desires to hold a public hearing to receive comment on the
proposed Fiscal Year 2023 (Program Year 2022) Community Development Block Grant
Annual Action Plan addressing both housing and non-housing needs in the community.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF DUBUQUE, IOWA:
Section 1. That the City Council will meet in the Historic Federal Building, Council
Chambers, 2nd Floor, 350 West 6th Street, Dubuque, Iowa at 6:30 p.m. on July 5, 2022,
for the purpose of holding a public hearing and taking action to include the Fiscal Year
2023 (Program Year 2022) Community Development Block Grant Annual Action Plan in
the City Budget.
Section 2. That the City Clerk is hereby authorized and directed to publish a notice
of such public hearing and the City Council's intent to review and take action on the Fiscal
Year 2023 (Program Year 2022) Community Development Block Grant Annual Plan.
Section 3. That the City Clerk be and is hereby authorized and directed to publish
notice of the public hearing in the form attached hereto, according to law.

FISCAL YEAR 2023 ANNUAL ACTION PLAN FOR USE OF COMMUNITY
DEVELOPMENT BLOCK GRANT (CDBG) FUNDS
Notice is hereby given that the City of Dubuque City Council will conduct a public hearing
on Tuesday, July 5, 2022, during a meeting to commence at 6:30 p.m. at the City Council
Chambers located on the second floor of the Historic Federal Building, 350 W. 6th Street.
The City Council will consider the allocation of formula funding for the Fiscal Year 2023
(Program Year 2022) Annual Action Plan for the Community Development Block Grant
(CDBG) Program.
Interested parties may examine the contents of the proposed Plan at the City Clerk's
Office, City Hall, 50 West 13th Street; and the Housing and Community Development
Department, 350 West 6th Street, Suite 312, Dubuque Iowa and the City Website at
www.cityofdubuque.org.
Written comments may be submitted on or before the time of the public hearing to the City
of Dubuque Housing and Community Development Department, 350 W 6th St, Suite 312,
Dubuque Iowa 52001 (563-690-6102) or mhaverla@cityofdubuque.org.
At said time and place of public hearing all interested citizens and parties will be given an
opportunity to be heard for or against said plan.
