Background The City of Dubuque receives Community Development Block Grant (CDBG) funds on an annual basis from the U.S. Department of Housing & Urban Development on an entitlement basis. The City must use a public process to plan for, use, and evaluate the impact of these federal resources in the community. The City prepares its Annual Action Plan for the budget process each year based on the Entitlement funds received during the previous fiscal year. The projected formula allocation for FY23 to be adopted into the City's budget was $1,102,197. In May 2022, the Department of Housing and Urban Development released the formal allocations and the City of Dubuque will be receiving $1,050,482; approximately 5% less of our initial projection. Therefore, the Annual Action Plan must be amended to reflect this difference. Discussion Federal statute requires the City submit a balanced Plan to HUD. The reduction in Entitlement funds and the adjustments made to the FY23 Annual Action Plan constitute a substantial change, which is subject to public comment and public hearing. Changes in the Plan impacting the City budget are reflected in Budget Amendment 1. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF DUBUQUE, IOWA: Section 1. That the City Council will meet in the Historic Federal Building, Council Chambers, 2nd Floor, 350 West 6th Street, Dubuque, Iowa at 6:30 p.m. on July 5, 2022, for the purpose of holding a public hearing and taking action to include the Fiscal Year 2023 (Program Year 2022) Community Development Block Grant Annual Action Plan in the City Budget. Section 2. That the City Clerk is hereby authorized and directed to publish a notice of such public hearing and the City Council's intent to review and take action on the Fiscal Year 2023 (Program Year 2022) Community Development Block Grant Annual Plan.
