Van Milligen - City Manager FROM: Ryan Knuckey — Director of Transportation Services Steve Sampson Brown - Project Manager SUBJECT: Smart Parking & Mobility Management Plan Development and Implementation Project Consultant Selection Recommendation C I P 360-2936 DATE: June 27, 2022 INTRODUCTION This memorandum provides the consultant selection committee's recommendation for hiring a consultant to provide engineering services related to managing the Smart Parking & Mobility Management Plan Development and Implementation Project (SPMMP). BACKGROUND The Dubuque Main Street, Central Avenue Corridor areas and Historic Millwork District make up a majority of the core downtown business district in Dubuque. Having convenient, available parking in downtown Dubuque is a concern for many local employers, property developers, and residents. A lack of available parking spaces can lead to employees, customers, tenants, and homeowners walking undesirable distances between open parking spaces and their final destinations. Over the past six months, city staff have been participating in the United States Environmental Protection Agency's Emerging Mobility technical assistance grant. Information gathered during this process has identified strengths, weakness, opportunities, and threats that can be partially addressed by the adoption of smart transportation technology and new operational strategic plan. As part of this project the City is seeking to implement holistic transportation solutions to provide a positive customer experience that financially supports the system, from customer point of origin to point of final destination, which also minimizes travel time. Implemented solutions will maximize existing city mobility and parking assets and resources, leverage best in class parking and smart transportation technology, and identify future opportunities for the City to purchase new resources that will further improve transportation efficiencies. The scope of this RFP requires the smart parking/mobility management consultant team to study, design and implement smart Page 1 of 4 parking & mobility systems that serve the downtown Dubuque area which will net the maximum financial benefit for the City balanced with improving downtown business vitally. DISCUSSION On December 20, 2021 the City Council approved the release of the Request for Proposals for the Smart Parking & Mobility Management Plan Development and Implementation Project and authorized the City Manager to negotiate and execute an agreement with the recommended consultant. The RFP was posted to the City's website and proposals were due on January 20, 2022. Four proposals were received by the deadline. The selection committee met and evaluated all four proposals. Based on the quality of the submitted proposals the selection committee decided to interview three consultant teams: Kimley-Horn, Sam Schwartz/Desman, Walker Parking/RDG/Bolton & Menk (Walker Parking). The following City staff served on the RFQ Review Committee: • Ryan Knuckey - Director of Transportation Services • Chris Kohlmann - Information Services Manager • Jill Connors - Economic Development Director • Russ Stecklein - Operation Supervisor — Parking Division • Anderson Sainci - Director of the Office of Shared Prosperity • Justine Hull - Traffic Engineer • Steve Sampson Brown - Project Manager As part of the RFP proposal review process city staff partnered with community partners Great Dubuque Development Corporation, Cottingham & Butler, Heartland Financial USA Inc., Dupaco Community Credit Union, and Dubuque Main Street. The review committee met several times between March and May to interview the three consultant teams, review questions & answers submitted by the consultant teams, and review references provided by the consultant teams. After the previous steps were all completed, consent was obtained from the RFP committee that Walker Parking be selected for the following reasons: Demonstrated the highest level of professional competence and a proven track record in studying existing parking and mobility needs and their overall success of past projects completed for other municipalities. Grasp of the project requirements, understanding of the City's overall objectives for Smart Parking and Mobility Master Plan. The project team's ability to best engage all community stakeholders. For the Smart Parking & Mobility Management Plan Project the recommended consultant is required to perform the following work: Page 2 of 4 Phase 1 - Smart Parking and Mobility Management Plan 1.1 Stakeholder Engagement 1.2 Parking & Mobility Supply/Demand Analysis/New Technology Evaluation 1.3 Parking System Financial Modeling Phase 2 — Finalization of Smart Parking and Mobility Management Plan 2.1 Final selection of smart parking technology systems 2.2 Identification and estimating of specific infrastructure improvements 2.3 Identification and estimating of specific broadband improvements 2.4 Provide a network diagram showing how the city can best interface parking data with other forms of transportation data. The selected consultant will be expected to complete the contracted scope of work within the specified timeframe under the general direction and coordination of the City's Engineering and Transportation Services Departments as authorized by the City Council. The initial agreement is planned to be a three (3) year contract term with up to 3 additional 1-year extensions for a maximum term of 6 years. The distributed RFP also covered future services that will not be part of the initial negotiated agreement. Future work includes but is not limited to: • Implementation of the Smart Parking and Mobility Management Plan along with supplemental projects that are related to the content contained in the Plan. • Training city staff on content related to the implementation of the Plan. • Develop Operations and Maintenance Manuals related to the Plan. RECOMMENDATION Based on review of the proposals and consultant interviews, the consultant selection committee recommends that the City negotiate an agreement and execute a contract with Walker Parking for services related to managing the Smart Parking & Mobility Management Plan Project. BUDGETIMPACT The estimated cost for consulting services associated with the Smart Parking & Mobility Management Plan Project is estimated to be between $285,000 - $325,000. Walker Parking submitted an initial project budget of $299,000. Key city staff on the project team would like the ability to negotiate final contract details with Walker Parking including how the stakeholder engagement process will work. This work will be funded from the Smart Parking System CIP (#360-2936) which has a total available budget in FY22 of $379,000.
