BACKGROUND In October 2020, the Office of Arts & Cultural Affairs was awarded $18,500 from the GARE Arts & Culture Innovation and Implementation Fund to support public -facing arts and cultural programming aimed at elevating and empowering Black, Indigenous, and People of Color (BIPOC) creatives and stories in the Dubuque community. $12,000 of the grant award was budgeted for direct regranting to nonprofit organizations to support collaboration and co - creation with BIPOC creatives and communities. Guidelines for a regranting program were approved by the City Council on April 4, 2022. Grant applications were accepted between April 5, 2022, and June 3, 2022. Nine (9) applications were submitted, requesting $16,980 in eligible expenses collectively. A three - person panel reviewed and scored applications; scoring was then considered by, and a funding recommendation drafted by the Arts & Cultural Affairs Advisory Commission (Arts Commission). I, as staff for the City's Arts Commission, have overseen the process throughout. Staff was involved in the review process to ensure proposals closely aligned with intent and objectives of original GARE award. DISCUSSION Panelist scoring was based on a 15-point rubric, previously approved by the City Council as recommended by the Arts for this process. Said rubric considered: 0 Project or activity description and use of funds. • Advancement of organizational goals and alignment with community need through project or activity implementation. • Readiness to implement the project or activity. • Measurement and evaluation of project or activity outcomes. • Impact of project or activity on future programming or vision for sustaining effort. Scoring was received and compiled for Commissioner review by staff, with competitive ranking of applications and potential funding levels provided to the Arts Commission for consideration during a Special Meeting on Wednesday, July 13, 2022. Discussion with the Arts Commission included development of additional funding scenarios beyond those presented by staff. The attached worksheet demonstrates the funding levels considered in detail by the Arts Commission. All funding scenarios weighed the overall program budget alongside clarity, competitiveness, and alignment of the projects with program goals as put forward by the applicant. Following discussion, the Arts Commission, with a quorum of five (5) Commissioners present, voted unanimously to support Option C as noted in the attached, funding applicants and projects as follows: • $2,000 to Dubuque County Historical Society / National Mississippi River Museum & Aquarium for the creation of a traditional Marshallese hand -built outrigger canoe crafted by artisans and leaders from Dubuque's Marshallese Community for the Museum's new River to Seas Gallery. • $2,000 to the University of Dubuque (UD) Heritage Center for public performance and community engagement, including masterclasses for 6 area high schools and 200 high school students, with The Legendary Count Basie Orchestra as part of UD's 2nd Annual High School Jazz Festival. • $1,550 to Dubuque Museum of Art for production of an educational brochure that showcases and contextualizes indigenous culture and traditions in relation to the Museum's collection of creative and anthropological work by Edward Curtis. • $1,500 to Northeast Iowa School of Music in partnership with Dream Center's Music and Arts Department to offer individual vocal lessons with Dream Center students at the center throughout Fall 2022. • $1,350 to the Dubuque Office of the Monsoon Asians & Pacific Islanders in Solidarity for artists, musicians, dancers, and crafters stipends and other eligible expenses associated with hosting a Marshallese Cultural Day Mini -Festival in September 2022. Funding recommended above total $8,400; applications receiving an average score less than 10, or lower than 66.7%, were not recommended to receive funding. The Arts Commission directed staff to explore utilizing the $4,100 unallocated balance of regranting funds for intercultural competency workshops or grant writing training for the arts and culture sector, or for ongoing BIPOC creative networking initiatives. Projects will be implemented prior to June 30, 2023, with final reports, in written form or as verbal presentations to the Arts Commission, due by August 30, 2023. BUDGETIMPACT There are no new budget impacts. Funds are available within the remaining $16,548.45 GARE grant balance which is to be carried over from FY2022 for use in FY2023. RECOMMENDATION/ ACTION STEP I respectfully request concurrence with the Arts & Cultural Affairs Advisory Commission recommendation for approval by City Council to fund the aforementioned GARE Arts & Culture Innovation and Implementation Regranting applicants and projects.
