Van Milligen, City Manager FROM: Gus Psihoyos, City Engineer DATE: July 14, 2022 SUBJECT: ETALYC Partnership STIC Grant Application INTRODUCTION Dubuque MI -America City .WIICI 1 NK i I=u1= 2007-2012.2013 2017*2019 The City of Dubuque has an existing public/private partnership with ETALYC (https://etalyc.com/) for traffic analytics using the City of Dubuque's existing traffic data and camera feeds to improve timings along major corridors. This collaboration has yielded mutual benefits to both partners. ETALYC would like to expand that collaboration by applying for STIC funding to implement ETALYC's Hyperflow Pilot program in the City of Dubuque. STIC (Iowa's Statewide Transportation Innovation Council) is currently soliciting ideas for innovations and technologies, and we believe Hyperflow is a good fit for that program. DISCUSSION Hyperflow is a software tool that will provide an online dashboard to traffic management for evaluating the performance of Dubuque's system -wide traffic signals. This tool will be used by traffic management to identify problem intersections and corridors that can then be selected as candidates for signal retiming improvements. Hyperflow uses data from existing infrastructure and requires no additional capital expenditure. It will continuously monitor and report the performance of 116 intersections for the City of Dubuque over the duration of 1 year. The benefits of Hyperflow implementation include: Proactive roadway improvement (as opposed to waiting for citizen complaints to accrue or pre -determined schedule) Significantly improved understanding of city traffic operations without additional hardware/capital investment 0 Quantifiable improvements on corridor traffic delays and travel time Significant reduction in citizen complaints and enhanced overall satisfaction in roadways • Safer roadways as a result of smoother traffic operations ETALYC will generate reports that clearly define the cost and benefit analysis, so Dubuque leaders have an unambiguous understanding of the outcomes of this pilot. Further, this pilot will help managers measure the effectiveness of the recently initiated STREETS program in the City of Dubuque. We have contacted Chandra Ravada, local MPO and he concurs with this application. BUDGET IMPACT This application for STIC funding, if selected, will be fully funded and requires no local match. STIC incentive funds are available up to $125,000 per federal fiscal year for awards. We plan to request $80,000 for the Hyperflow program which will cover a one- year term. ACTION TO BE TAKEN I respectfully request the City Managers approval to apply for STIC funding as a City of Dubuque representative in partnership with ETALYC for $80,000 for fund the Hyperflow program for 1 year.
