MINUTES — REGULAR MEETING

Commissioners Present: Nicholas HALDER (vice -chair); Ryan DECKER (recorder); Noelle
CHESNEY, 3:42; Sue RIEDEL; Thomas ROBBINS.
Commissioners Excused: Paula NEUHAUS (chair); Ali LEVASSEUR.
Staff Present: Jenni PETERSEN-BRANT (coordinator); Mike WILLIAMS (intern).
Public Present: Henry Matthiessen III of Stoned Art and Scenic Art Loop
Halder called the meeting to order following staff assurance of Iowa Open Meeting compliance
at 3:36 PM.
Roll Call & Review of Minutes
Minor grammatical change proposed for the 22 March 2022 minutes. Approval of minutes with
proposed change motioned by Riedel, seconded by Robbins. Vote: Unanimously affirmed.
Motion carries.
Taskforce & Working Group Reports
Petersen -Brant provided written and oral progress updates from active Master Plan Taskforce
Groups (see appendix) with brief discussion of Commissioners. Acceptance of reports to
minutes motioned by Decker, seconded by Riedel. Vote: Unanimously affirmed. Motion
carries.
Status Reports
(3:42.) Petersen -Brant provided written and oral progress updates of A&CA programs, grants
and administrative business (see appendix). Most discussion centered around (1) Arts &
Economic Prosperity study and feasibility to receive 200+ (25%+) participant responses from
BIPOC-led events and (2) gauging progress of upcoming Art on the River exhibit and opening
event. Acceptance of reports to minutes motioned by Decker, seconded by Chesney. Vote:
Unanimously affirmed. Motion carries.
Old Business
1. Strategic Plan now has resources available on a Sharepoint page shared with
Commissioners.
2. Terms Expiring this cycle for Commissioners Decker, Halder, Levasseur and Riedel.
The City Clerk's office will be reaching out to commissioners about re-entering the pool
of candidates for the next cycle. Decker plans to let his term expire without renewal,
though remains interested in serving on A&CA taskforces and working groups
(particularly Art on the River and Public Art Policy). Commissioners discussed potential
opportunities to adjust term roll -offs and cycles to lessen the potential loss of 2/3rds
commissioners at a time. Petersen -Brant will investigate what the charter allows.
New Business
1. Goal Setting Worksheet for City Council was introduced as presented by Petersen -
Brant. Motion to approve submission of this draft to City Council Motioned by Decker,
seconded by Robbins. Vote: Unanimously affirmed. Motion carries.
2. Art en Route submissions have been collected. The program must continue to move
swiftly to stay on targeted goals. Authorization to have the Art en Route committee make
final selections and move the program forward motioned by Riedel, seconded by
Chesney (no need to return to the Commission for approval). Vote: Unanimously
affirmed. Motion carries.
Public Comment
No members of the public were in attendance.
Upcoming Events / Community Engagement
Commissioners reported on upcoming events and community engagement activities:
1. Getting Sara Married, Bell Tower Theater, through 22 April
2. Farmer's Market, opens 7 May
3. No Exit, Loras Players (Loras College), 5-7 May
Adjournment motioned by Robbins, seconded by Riedel at 4:46 PM. Vote: Unanimously
affirmed. Motion carried.

Task Force
Not currently meeting, restructuring of Community Enactment Strategy anticipated in 2022.
Accessibility, Engagement, and Inclusion (AEI)
Creatives Cafe Steering Group* held debrief on Thurs, Feb 24, 2022
Steering Group* present: Jason Neises, Jenni Petersen -Brant, Ali Levasseur in -person with Alanda Gregory
and Mike Williams attending virtually.
Next Creatives Cafe tentatively scheduled for Thurs, May 19 at Back Pocket Brewery.
Focus Group with former Creatives Cafe attendees anticipated prior to assist with structure / table
topics
Have begun using Creatives Cafe invite / attendee list to share out IAC grant opportunities, other
resources
* Creatives Cafe Steering Group is composed of the main AEI Working Group members interested in planning
this particular activity.
Next full AEI group meeting will aim to be report out about:
o Creatives Cafe event, plans for next event and continued connection
o Black Heritage Survey (City -led by Planning Department)
o Living History Project (In development, Heritage Works as current lead)
o Captain Robert L. Martin Black Heritage Tribute (University of Dubuque + various partners)
NEXT MEETING to be determined, tentative for early June following May Creatives Cafe event.
Branding and Communications
Currently focused on working with Gigantic Design on Communications Campaign. Meetings being conducted
in coordination with Gigantic's work / review processes.
Taylor Kellogg (Travel Dubuque) and Jenni Petersen -Brant met with Gigantic staff on March
10 to kick off discovery work.
Initial round of names and taglines presented to Working Group on April 13 with Taylor, Jenni,
Nic Hockenberry (GDDC), and Mike Williams participating
Follow-up with all including Miki Robinson and Gina Siegert via email on April 22. Email
included 2nd round of names / taglines for review and ranking.
NEXT MEETING to Thurs, Apr 28 at 9 a.m. with Gigantic Design team to select top choice. Style / visual asset
application options to follow.

o Deadlines Apr 29 (Op Support), May 13 (Special Projects), June 3 (GARE)
o Suggestions for reviewers welcomed!
• NEA LAA SUBGRANTING AWARD
o Goal is to issue awards / fund 'individual artist' projects in FY July 1, 2022-June 30, 2023 funding cycle
o Goal is to issue awards / fund 'operating support' for orgs in CY Jan 1, 2023-Dec 31, 2023 funding cycle
ARTS & ECONOMIC PROSPERITY STUDY
o Study on track to launch May 2022 collecting 800 surveys from diverse events (25%) to be collected for 12-
month period; results expected in Summer / Fall 2023
o IAC funding request not approved for expanded hours for M. Williams, using prior IAC funding to expand in
May and June; Williams identifying events he'll be attending
o Will be using Friday Checks -in to communicate with partners on study
• ART ON THE RIVER
0 45 applications received
0 4-person panel reviewing — 2 reps from Human Rights Commission, 1 former AOTR artist/local sculptor, 1
local visual art curatorial expert. Online reviewing due May 1; meeting in -person next week to identify top
selections
