INTRODUCTION
The memorandum provides information on a letter of support provided to the Dubuque
Museum of Art (DuMA) to accompany its application to the lowa Economic
Development Authority's (IEDA) Nonprofit Innovation Fund.
BACKGROUND
In 2024, DuMA will celebrate its 150th anniversary as a staple of the City's artistic
heritage and an integral center of local and regional culture. As a key arts leader in
Dubuque, DuMA stimulates lifelong learning and engagement with the arts, attracts
tourists and artistic talent to the state, and offers visitors and residents exciting,
multidimensional experiences that make living, learning, and doing business in lowa
rewarding and fulfilling. DuMA's high standards of operational, managerial, and fiscal
perFormance have resulted in earning a coveted designation as a Smithsonian Affiliate
in 2016 — an honor awarded to fewer than 10% of museums nationwide.
DISCUSSION
With this foundational base in place, DuMA unveiled a capital campaign for a new,
reimagined space in 2019. The plan includes acquiring a new site to house a wider
range of collections and activities to facilitate growing community involvement, tourism,
and integration with other cultural organizations across the region.
To date, the campaign has raised $3.1 million and is wrapping up an operational
feasibility study that details the construction plan and strategic use of space to meet
evolving community needs prioritizing social interactions and positioning the Museum as
an integral partner supporting the City's master plan and vision for the future. DuMA has
applied to the IDEA Nonprofit Innovation Fund for $3M, to support portions of the Phase
I into Phase II pieces as highlighted below, with an overall budget for the project
estimated at $9M+:

• Site identification/acquisition (2022-2023)
• Site demolition, preparation (2023)
• Construction Phase I (2023-2024)
• Construction Phase II (2024-2025)
DuMA's overall activities and programs directly support City of Dubuque Goals 2026 to
cultivate "Diverse Arts, Culture, Parks, and Recreation Experiences and Activities".
Their timely efforts to grow and development the impact and footprint of their
organization align with the City's Arts & Culture Master Plan objective to `rightsize
facilities to meet capacity needs for rehearsal, exhibition/performance, education and
administration'.
DuMA requested a letter of support for its application from the City. This support is
required by the IEDA.
Attached is the letter provided to DuMA supporting their efforts.

Dear Nonprofit Innovation Fund Review Panel,
I am writing in my capacity as City Manager for the City of Dubuque to fully endorse and
support the proposal submitted by the Dubuque Museum of Art to the IEDA.
The Museum is one of Dubuque's treasures. As the oldest cultural institution in the state of Iowa,
the proposed project is monumental for the Museum, the city of Dubuque, and the tri-state
region. DuMA's plan for expansion is a bold vision and investment in the cultural sector at large.
As a result of the COVID-19 pandemic, DuMA has reimagined its place within the community
and articulated the Museum's long-term value proposition through this capital campaign project.
The project is strongly tied to the opportunities defined by the City's master plan for arts and
culture and strengthening and expanding economic and community vitality.
As you know, a transformational project of this scope requires significant resources and time to
fully complete. Arts and cultural organizations in Dubuque rely heavily on local philanthropy,
which draws from a small number of sources. I sincerely hope that IEDA will lend its support
now at this critical juncture as the work transitions from Phase I into Phase II of the overall
project timeline.

festivals, including its signature Winter Arts Snow Sculpting Festival in partnership with the

shaping. In 2022, DuMA introduced an expanded opening in conjunction with its Craft
Invitational as a pilot for a potential community-wide Summer Festival in 2023.

Contributions Act (social security taxes) on remuneration of $100 or more paid to each employee during a

application for the Nonprofit Innovation Fund. As one of Dubuque's anchor arts and cultural institutions, the
proposed building redevelopment project is of momentous scale and scope for our community, the state of
lowa, and the visitors they serve.
The Museum's capital campaign project is aligned with our shared goals of strengthening economic and
community vitality. According to the City's Arts & Culture Master Plan, art institutions deliver more than $45
million in annual economic impact to our community.Where many organizations across the country have scaled
back programming as a result of the pandemic, DuMA has refined its mission and vision through a community-
driven strategic planning process and in-depth operational feasibility study, both of which demonstrate the
significant need for a space that meets the evolving needs of their constituents. Furthermore,this capital project
strongly fulfills deliverables laid out in the city's master plan for arts and culture; this is a bold and
transformational project. Now more than ever,we lean on arts and culture as key economic drivers that connect
diverse populations, enhance our overall quality of life, and assist in efforts to attract and retain talent to our

I am writing in my capacity as City Manager for the City of Dubuque to fully endorse and
support the proposal submitted by the Dubuque Museum of Art to the IEDA.
The Museum is one of Dubuque's treasures. As the oldest cultural institution in the state of Iowa,
the proposed project is monumental for the Museum, the city of Dubuque, and the tri-state
region. DuMA's plan for expansion is a bold vision and investment in the cultural sector at large.
As a result of the COVID-19 pandemic, DuMA has reimagined its place within the community
and articulated the Museum's long-term value proposition through this capital campaign project.
The project is strongly tied to the opportunities defined by the City's master plan for arts and
culture and strengthening and expanding economic and community vitality.
As you know, a transformational project of this scope requires significant resources and time to
fully complete. Arts and cultural organizations in Dubuque rely heavily on local philanthropy,
which draws from a small number of sources. I sincerely hope that IEDA will lend its support
now at this critical juncture as the work transitions from Phase I into Phase II of the overall
project timeline.

The four motivators for cultural participation include having fun,interest in new content,
experiencing new things,and feeling less stressed.
Locally,the interest is for increased diversity,cultural exposure,and opportunities for the
community to gather.Dubuque focus group participants were dissatisfied with the limited
opportunities to learn about different cultures.
