Ware — Leisure Services Manager SUBJECT: Comiskey Park — Phase 1 Redevelopment Project Public Hearing DATE: July 26, 2022 INTRODUCTION The enclosed resolution is in reference to the public hearing for the for the Comiskey Park— Phase 1 Redevelopment Project. BACKGROUND The 3.74-acre Comiskey Park serves the Washington and North End Neighborhoods but also serves as a community park. The current Comiskey Park has a playground (circa 1994) with some older pieces, tennis court (circa 2005), softball diamond with skinned infield, 18-stall parking lot, small skate park (circa 2005), basketball court (2005), community center (2002) and open space used for soccer, rugby, and community events. Existing amenities are aged and do not meet current recreation demands. The City of Dubuque purchased an adjacent 1.95-acre parcel for the Bee Branch project which expanded Comiskey Park. Comiskey Park is now 5.69 acres. The expansion will increase recreation access, enhance quality of life and improve health outcomes for Dubuque's lower incomes neighborhoods. The City of Dubuque was awarded a $508,000 Land and Water Conservation Fund (LWCF) Outdoor Recreation Legacy Partnership (ORLP) Program grant to expand outdoor recreational opportunities. The City also was awarded a $100,000 Wellmark Large Match grant for the splash pad and basketball courts and a $25,000 America In Bloom/CN EcoConnexions From the Ground Up grants for trees, native forbes and grass seed, shrubs and flowers. The goal from day one of the Comiskey project was to make the planning effort for development of Comiskey an engaging process for the neighbors and citizens of our community. The input received in the engagement process was to go directly into the Page 1 of 4 design and elements of renovations for Comiskey Park. It was to become a plan of the people that were involved in the engagement processes. Saiki Design was selected to assist with the community engagement process. Subcontractor Urban Assets brought on the ground experience of engagement and equity work. Michael Ford of BrandNu Design added another dimension of engagement. He was known as the Hip Hop Architect and used music and other forms of expression to really change up engagement and attract persons who typically are not engaged into community outreach. The engagement and planning process was branded Re-Imagine Comiskey. The input and engagement had many methods to gain the feedback from a representative cross-section of our community with a lot of emphasis on neighbors, park patrons, businesses, and organizations. The community engagement process to Re-Imagine Comiskey had some very clear priorities coming from residents and partners. They desired a splash pad, more opportunities for basketball and a new playground. Those wishes and dreams and more will come true with Comiskey Park Phase 1 Redevelopment Project. DISCUSSION Saiki Design of Madison, WI along with IIW Engineers, Architects, Surveyors P.C. of Dubuque, IA (IIW) was also contracted to develop the bid documents for the Phase 1 project. Due to the grant funding from the National Park Service and the United States Department of Housing and Urban Development Community Block Grant environmental and historical assessments and archeological as well as flood plain documentation had to be developed, reviewed and approved. Many approvals and permits were needed from the lowa Department of Natural Resources, US Army Corps of Engineers, SHPO, and Housing and Urban Development. All processes and approvals have been cleared so the bidding process may begin. The project is for Phase 1 includes a new playground, splash pad and a basketball court, walkway additions, seating walls, park amenities like litter receptacles, bike racks, picnic tables, etc., one small and one larger shade picnic shelters, trees, landscaping, bioswale, native seeding, and other improvements. PROJECT SCHEDULE The schedule for the project will be as follows: Initiate Bidding July 18, 2022 Publish Notice to Bidders, Advertisement for Bids July 20, 2022 Notice of Hearing on Plans & Specifications July 22, 2022 Public Hearing August 1, 2022 Receipt of Bids August 10, 2022 Award of Contract August 15, 2022 Substantial Completion Date May 11, 2023 Final Completion Date May 25, 2023 Page 2 of 4 RECOMMENDATION I recommend that the City Council approve the plans, specifications, form of contract and estimated cost for the Comiskey Park— Phase I Redevelopment Project.
