Active participation in the Certified Local Government Program establishes a robust partnership between local, state, and federal governments to help communities save irreplaceable historic character. Iowa receives an annual appropriation from the United State Department of the Interior, National Park Service through the Historic Preservation Fund. Each year, by law 10% of those federal funds are available only to Certified Local Governments in the form of pass -through grants. DISCUSSION As a CLG, the City of Dubuque is required to complete periodic architectural/historic surveys and evaluations of the community's cultural resources. To date, the City of Dubuque has completed surveys of nearly 6,000 structures located in the North End, Point, Washington, and Downtown Neighborhoods, including local Historic and Conservation Districts using CLG Funds and other SHPO Grants. The project goal of the CLG grant application is to hire a consultant to develop an intensive architectural and historical survey of the Deereville Neighborhood and involve the neighborhood and community during the project through outreach, input and education, seeking to obtain historical information and engaging community through the project. The neighborhood, located along Ogilby, Chaney, Morningview, and Broadlawn CLG Grant - Deereville Neighborhood Intensive Architectural and Historical Survey Page 2 Roads, between Asbury and Hillcrest Roads, is characterized by modest, immediately post -World War II structures built as the new John Deere Tractor Works plant was transitioning from wartime shell production to tractor production, as they sought to employ and house returning veterans. It is characterized by the one-story single family and duplex homes that were built by Deere & Company, starting in 1947 to house their new workforce. The Deereville neighborhood is characterized by modest, immediately post -World War II structures built as the new John Deere Tractor Works plant was transitioning from wartime shell production to tractor production, as they sought to employ returning veterans. It is characterized by the one-story single family and duplex homes that were built by Deere & Company, starting in 1947 to house their new workforce. This project seeks to hire a consultant to develop an intensive architectural and historical survey of the neighborhood and involve the neighborhood and community during the project through outreach, input and education, seeking to obtain historical information and engaging community through the project. We anticipate this project to generate interest from residents and scores of former John Deere employees and their descendants. The previous developer placed now defunct and illegal racial restrictive covenants on the properties in 1932 and 1946, evident in recorded deeds. This story helps reveal some of the challenges for Black Dubuquers to obtain housing in the 20th Century. In June 2021, a windshield survey of the homes by City of Dubuque Planning Services staff resulted in the identification of an area roughly bounded by: 1. Ending just south of Asbury Road at the north, with only one structure on Asbury 2. Ogilby Road at the east, with structures on both sides of the road 3. Hillcrest Road at the south, including six structures east of Ogilby Road on the north side 4. Avalon Road at the west, with structures only on the east side of Avalon The survey resulted in the recordation of 78 single family homes and 16 duplexes, with a total of 110 housing units that were built directly for John Deere by the Iowa Improvement Company, interspersed with 41 other structures built in the 1940s and 1950s and three built following that development. Colloquially, this area is known as Deereville. Examination of building permit records with what is found in the field show that every building built by Iowa Improvement Company is still extant. The 94 Iowa Improvement Company structures, out of the 138 primary structures in the district, comprise 68% of parcels in the district. Three buildings were constructed prior to the annexation in 1946. All of the Iowa Improvement Company structures have a building permit date of July 10, 1947. The district is populated with 98% of primary structures built between 1940-1953, with a few outliers: • 2100 Ogilby with a 11/8/1962 building permit • 2025 and 2035 Broadlawn, each with 6/25/1991 building permits One Lustron house, a prefabricated enameled steel house with a building permit date of 11/3/1949, exists at 2048 Avalon Road, intact and in relatively good condition. The structures are more highly populated along Ogilby, Chaney, Morningview, and Broadhead, with more sparse development at the east side of Avalon and Hillcrest Roads, and only one duplex along Asbury. They are interspersed with post-war 1940s & 50s housing and more contemporary development and changes to the older building stock, but almost all are modestly sized structures within the area. The south side of Hillcrest Road across from the district is largely redeveloped by Hillcrest Family Services, a social service agency headquartered at the southwest corner of Hillcrest and Asbury Roads. No homes were recorded being built in 1946 and 1947, outside of those by the Iowa Improvement Company. The twenty other homes built in that period were in 1948 and 1949, indicating that the effort by John Deere and the City's annexation of the area spurred the surrounding development. A detailed housing analysis is provided as an attachment, showing 2.2% of the survey structures built prior to 1946, 82.6% built between 1946-1949, 13% of the structure built 1950-1953, and only 2.1 % built after that time. The area has unusually high retention, with 100% of the John Deere homes extant today. 4. Coordination Describe the division of labor, project responsibilities of consultant, local project director, staff, and volunteers. The Consultant will research the potential district and properties and the history of the development of the neighborhood, in addition to its relationship with John Deere's history, racial restrictive covenants, and national housing trends and shortages following World War II. The Consultant is responsible to use this new research and the research already conducted for the neighborhood to compile the Deereville Intensive Survey. The Consultant will assign potential research tasks as needed to our Planning Intern which will assist with the project. Planning Services Staff will provide direction, access to resources, and assistance with outreach as we educate and engage the neighborhood and community in the survey process. Assistant Planner Chris Olson is the project coordinator, ensuring that the project stays on -track, directing the work of the consultant and overseeing the intern's work, and administering the project (estimating 80 hours of work). The Planning Services Intern will provide research assistance to the Consultant team, with an estimated 1/2 hour of work per property and general research and meeting attendance (estimating 79 hours). The 1/2 hour per property is estimated because much research about the potential district was previously gathered by the staff in 2021. Planning Services Manager Wally Wernimont will provide direction and expertise as needed, attend meetings with the Consultant, and help with outreach (estimating 12 hours). Planning Services staff will provide printing services for the final document as necessary, and mailings as part of the outreach portion of the project. This is counted as an in -kind match. 5. Work Products List the tangible products required for your type of project. Identify additional intangible products or benefits. The final project will be an Intensive Architectural and Historical Survey of the Deereville Neighborhood. This project is made up of research of 138 parcels in an almost entirely post World War II neighborhood that was developed to create worker housing to support the new John Deere tractor plant in Dubuque, which initially was temporarily producing shells during wartime. The products coming out of the project include a Survey report and community outreach and education. Intangible benefits include the first time investigation of modern housing in Dubuque, telling the story of a post-war neighborhood, and creating greater context for challenges Black Dubuquers had in finding housing in Dubuque in the 20th Century. 6. On the 2022 workplan, approved by the HPC in January 2022 and the City Council in February 2022, is the Deereville Neighborhood Survey. It is a high priority on the plan due to the work already done by staff to research this area and previous communication with the Deputy SHPO Heather Gibb, and SHPO staff Sara Andre and Allison Archambo. The project ties in with the Dubuque Black Heritage Survey as this is one of the few areas of Dubuque so far confirmed to have racial restrictive covenants. The project meets goals in the State Historic Preservation Office's Broadening Preservation's Reach, 2013-2022 plan, by telling the story of modern development in post -World War II Iowa. This story has the opportunity to show parallels of national issues manifested locally, including wartime production, transition to a post-war society, housing shortages and booms, and systematic discrimination in housing. The City of Dubuque has received $63,587 in CLG grants since 2007, including: $8,200 for the Phase 1 Archaeological Survey of the Four Mounds Estate $16,177 to create Downtown Design Guidelines $4,500 for a National Register nomination for the Old Town Neighborhood $15,000 for the Eagle Point Park Phase 1 Archaeological Survey $7,710 for the Four Mounds Protection Plan $12,000 for the Preserve Iowa Summit 2020, hosted virtually All previous Certified Local Government grants awarded to the City of Dubuque have been successfully completed, due to: 1) the professional skills of the consultants retained for CLG-funded projects; 2) the professional skills of the Planning Services staff charged with managing the grants; 3) timely completion of projects through coordination of consultants and Planning Services staff as well as support from the Historic Preservation Commission and City Council; 4) timely completion of monthly reports through coordination of consultants and Planning Services staff, and 5) communication with the state project manager. This project builds on the experience of a current HRDP funded program, the Black Heritage Survey. It is a first-time attempt to survey neighborhoods outside of the older downtown and hill neighborhood development.
