Steger, Housing and Community Development Director SUBJECT: Termination of CDBG-CV Agreement between the City of Dubuque and Dubuque for Refugee Children DATE: July 25, 2022 Introduction The City of Dubuque entered into a subrecipient agreement with Dubuque for Refugee Children on February 21, 2022 for $7,500 to provide direct payments to service providers to assist refugee children financially impacted by COVID-19, with medical and dental bills. Due to the requirements of the grant funding, it has proven to be more burdensome to Dubuque for Refugee Children than anticipated, and the organization has requested that the agreement be terminated. No payments were requested, and no funding has been released to the organization. Background The City of Dubuque received funding in the amount of $521,469 from the Iowa Economic Development Authority in the form of Community Development Block Grant CARES Act (CDBG-CV) funds, so all activities must tie back to the "prevent, prepare, respond" model with COVID-19. Nonprofit Support Grants were allocated $100,000 to support local organizations working with community members impacted by the pandemic. The maximum award amount is $15,000. Recommendation I respectfully request the City Council approve the attached Termination Agreement with Dubuque for Refugee Children and authorize the Mayor to execute the agreement on behalf of the City. Breitfelder, City Clerk, 50 W. 131h St., Dubuque, IA 52001, (563) 589-4100 RESOLUTION NO. 276-22 RESOLUTION FOR TERMINATION OF FISCAL YEAR 2022 CDBG-CV NONPROFIT SUPPORT GRANT AGREEMENT WITH DUBUQUE FOR REFUGEE CHILDREN Whereas, Dubuque for Refugee Children and the City of Dubuque entered a subrecipient agreement on February 21, 2022; and Whereas, Dubuque for Refugee Children requests for the agreement to be terminated; and Whereas, no payments were requested and no funding has been released to Dubuque for Refugee Children since the Subrecipient Agreement execution date. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF DUBUQUE, IOWA: Section 1. That the Subrecipient Agreement, authorized by the Community Development Advisory Commission beginning February 21, 2022, for COVID Nonprofit Support Grant for Dubuque for Refugee Children be terminated. Section 2. That the Mayor of the City of Dubuque is hereby authorized and directed to execute the Termination Agreement on behalf of the City of Dubuque, Iowa. Breitfelder, City Clerk TERMINATION AGREEMENT AND RELEASE BY AND BETWEEN THE CITY OF DUBUQUE, IOWA AND DUBUQUE FOR REFUGEE CHILDREN This Termination Agreement and Release, dated for reference purposes the 1st day of August, 2022, is made and entered into by and between the City of Dubuque, Iowa, an Iowa municipal corporation ("City"), and Dubuque for Refugee Children. ("Grant Recipient'), as of the date of final signature below. Whereas, City and Grant Recipient are parties to Grant Agreement dated February 21, 2022, as amended (the "Agreement'); and Whereas, the Agreement provides funding to the Grant Recipient to provide direct payments to service providers for medical and dental expenses incurred by refugee children who have been economically impacted by COVID-19 in the City of Dubuque, Iowa; and Whereas, Grant Recipient has requested that the Agreement be terminated at no cost to City; and Whereas, City agree to the termination of the Agreement on the terms set forth herein. NOW, THEREFORE, IT IS AGREED BY AND BETWEEN CITY AND GRANT RECIPIENT AS FOLLOWS: 1. The Grant Agreement is hereby terminated. 2.
