Van Milligen - City Manager FROM: Steve Sampson Brown - Project Manager Nick Rossman — Library Director DATE: August 10, 2022 SUBJECT: Carnegie -Stout Library — Roofs 1 & 2 Restoration Project CIP 350-1187/3649900003 INTRODUCTION The enclosed resolution authorize the initiation of the public bidding procedure for the Carnegie -Stout Library Roofs 1 & 2 Restoration Project. BACKGROUND The current roofs 1 & 2 on the central and east side of the building are 19 years old and currently showing signs of noticeable deterioration. In 2020 diagnostic testing and analysis was completed on both sections of the roof to determine the remaining service life. The results of the analysis indicated there were a few areas where the roof membrane was leaking, and the insulation board was wet from water. A maintenance repair project was completed to address the active leak areas to avoid any potential damage inside the building. The east roof was replaced in 2010 as part of the previous library major renovation project and remains under warranty and is in good condition. DISCUSSION The 2020 analysis also recommended installing a new monolithic urethane liquid applied fully reinforced restoration of not less than 80mils with a 20-year warranty. In order to ensure the long-term viability of the building and to eliminate the potential for water damage the Engineering Department is recommending proceeding with this restoration project. As part of the competitive bidding process the specifications use Tremco Roofing Inc.'s AlphaGradeTm Restoration System as the basis of design. Prospective bidders will list the quantity of materials they will need to complete the work, which the City will subsequently direct purchase these goods and turn them over to the contractor off of a cooperative purchasing contract from AEPA — the Association of Educational Purchasing Agencies. Using the cooperative purchasing contract is estimated to save the project 10%-15% on the price of materials. The estimated cost of the goods to be purchased for this project is $79,000. Bidders will also directly list on their bid form along with the quantities to be used on the project, the cost of labor and installation. The combined total cost of labor and installation plus calculating the unit price cost of materials will be used to establish the low Page 1 of 2 bidder for the project. If a bidder prefers not to use the AlphaGradeTm Restoration System they may submit a substitution request for approval to use an alternative, equivalent product as is regularly done on all types of public improvement projects. PROJECT SCHEDULE The schedule for the project is as follows: Initiate Public Bidding Process August 15, 2022 Publish Notice to Bidders, Advertise for Bids August 19, 2022 Publish Public Hearing Notice on Plans & Specifications August 19, 2022 Public Hearing on Plans & Specifications September 6, 2022 Receipt of Bid Proposals (Bid -Letting) September 8, 2022 Award Construction Contract September 19, 2022 Final Project Completion Date December 23, 2022 RECOMMENDATION I recommend that the City Council establish a date for the public hearing and authorize the City Clerk to advertise for proposals.
